<p style="text-indent: 22pt; line-height: 200%"><font color="#333333">汉武帝非常重视儒学，他即位以后，便开始诏举贤良方正之士，董仲舒也在应召对策之列。对策这一天，武帝的第一个问卷是：“天命是不能挽回的吗？”
<P>董仲舒答道：“臣小心查考了春秋的记载，根据前代事来看天与人之间的相互关系觉的很值得敬畏。国家将要发生违背天道的坏事，天就先降下灾害来谴责、告诫他；如果不知道醒悟，又显示一些怪异的事情来警告他；仍然不知道改变，而后灾祸才来到。由此可见，天对人君还是爱护的，而且要替他来防止灾祸。只要不是十分无道的时代，天总是要扶助和保全他的。事情的成功取决于君主的努力。努力于学问，见闻就会广博；努力行道，品德就会日日提高。”
<P>武帝看完他的对策很是满意，于是又问道：“虞舜为帝，整日漫步于回廊之上，拱手无为，天下太平。周文王整日忙碌，到黄昏也无暇吃饭，天下也得到了治理，帝王之道不是一脉相承的吗？为什么劳逸相差如此之大呢？”
<P>董仲舒回答说：“臣听说尧接受天命，把天下作为忧虑对象，诛伐乱臣，力求圣贤，所以得到舜、禹、稷等贤人。有众人辅佐，所以教化大行、天下合洽。到了商纣王的时候，杀戮贤良、残害百姓，文王顺应天命，以圣贤为师，把仁爱施于百姓，天下归心。但此时纣仍然为君王，尊卑混乱，百姓逃亡。所以文王感到悲伤，要安抚他们，因此直到黄昏仍无暇吃饭。由此看来，帝王的传承相同，而劳逸有别，是由于时代不同的缘故。”
<P>武帝听了点头称是，又发出第三道诏问：“朕想寻求昌明或渐渐灭亡的道理，以便虚心变革。”
<P>董仲舒回答说：“臣听说，天是万物之祖，通过阴阳寒暑来使万物生长。所以圣人效法天而创立道；仁是人君用来爱护人民的；德是人君用来养育人民的；刑罚是人君用来惩罚人民的。道的根本来自天，天不变，道也就不变。所以禹继承舜的道，舜继承尧的道，三圣相传而遵守一个道。”
<P>这三次对策代表了董仲舒的天人感应学说，在他看来，君主代表上天来治理国家，君权神圣不可侵犯。但君主又不是没有约束的，因为天和人是相互感应的，君主行为不当，天就会降下灾难来昭示君主的错误，君主如果不改过，天意就会改变。</P></font></td>
