<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>幅员广大的中国大陆常有许多光怪陆离的事，大陆网友最近票选“中国十大著名禁令”，其中第二条为四川成都某风景区为区内猴子制定的行为准则，要求众猴儿“不许哄抢游客，做彬彬有礼的猴子。”</P>
<P>这十大禁令来自中国大陆各地方，有些是在严重犯罪事件后因应而生，有些是针对当地特殊情况精心制定，但因为逻辑诡异，被网友评选为十大禁令。</P>
<P>禁令第一条：“中小学教师严禁奸污猥亵女生”。这则条款出现在湖南省益阳市赫山区与资阳区两教育局颁发的教师准则内。评友评论说，很难想像这种完全触犯了法律的行为条款，却很不严肃地上了教育系统的禁令之中。</P>
<P>禁令第二条规范的对象是人类的好朋友，猴子。这项“礼貌山猴行为准则”出自成都的龙池政府与龙池风景区，要求区内无法无天的猴儿们“不许哄抢游客，做彬彬有礼的猴子”，不许不礼貌，做到文明待客；不许哄抢游客，做到彬彬有礼；不许骚扰游客，尤其是女游客；要助人为乐。</P>
<P>第三条禁令来自江苏，当地的“暂住人口管理条例”曾有一则条款规定“严禁无婚姻证明的男女混住在一起”。但网友说，现实生活中父女、母子、兄妹都属于这一范畴，如果根据规定，这些人都不能同住，实在荒唐可笑。</P>
<P>第四条禁令曾被媒体广泛报导，湖南省公务员录用体检标准抛出“报考女公务员，乳房要对称。”规定。据表示，2004年就有20%通过笔试与面试的女性考生，因乳房不对称被刷下来。</P>
<P>禁令第五条：不准为男领导配女秘书。这条规定来自四川省政府，不允许男领导配备女秘书的理由是女秘书容易与男领导发生生活作风问题，进而在工作上影响男领导，并导致领导失职或腐败，祸国殃民。</P>
<P>禁令第六条：海关官员不得庇护走私。不以为然的网友评论，海关官员的天职就是把好国门，打击走私是份内工作，庇护走私行为无疑是犯罪，自有国法来惩处，这样一句话堂而皇之地放在海关总署的五条禁令里，怎么看怎么别扭。</P>
<P>禁令第七条：腰围超过二尺七的在编民警将全部下岗。据表示，这是哈尔滨市公安局巡防支队今年六月初发布的一项瘦身命令，立意良好，主要为打造一支各项体能指标都优秀的警察队伍。</P>
<P>但网友认为，以腰围做为考核方法未免有些太原始，实际上腰围粗壮的人，常常身手灵活无比，例如香港影星洪金宝。</P>
<P>第八条禁令也是来自四川，要求行人“不按规定走路方式走路的要挨罚”。据表示，这则规定是当地交通法规“行人十二种走路方式要挨罚”的一条，大陆网友认为非常搞笑，笑骂说“我怎么走路关你什么事啊！”</P>
<P>禁令第九条“严禁用公款打麻将”。网友说，地球人都知道，挪用公款是什么样的行为，但陕西省安康市建设局二零零四年八月竟发出官方文件告知挪用公款要受到惩处。这样的事件让人完全看不到吏政的威严与有效性，看到的只是官场腐败的事实。</P>
<P>第十条禁令为“严禁酒后驾驶机动车辆”。</P>
<P>网友表示，乍一看，这条禁令无可厚非，但偏偏出现在山东潍坊市审计局为整顿行风制定的“三条禁令”中，跟在其后的条款是“违者给予通报批评、警告；情节严重的，给予记过、限期调离或辞退、开除处分”。什么时候醉酒驾车等违法行为改归审计局管？即便是追加处罚，都属对同一责任人的重复处罚，于法无据。</P>
