<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P><A href="/news2/upimg/uploadimg/20050929/232916627.jpg" target=_blank><IMG height=225 alt="" src="/news2/upimg/uploadimg/20050929/232916627.jpg" width=300 align=right border=1></A>根据官方数据，中国经济以每年8%的高成长率，成长了近20年。如此亮丽的成绩，鼓舞了中国人民，并吸引无数外资投入。但这个数字可靠吗？美国当代中国研究中心执行局副主席程晓农表示，中国的经济增长数字被政治化，因为中国官员升官标准就是经济增长率。</P>
<P>他说，媒体被允许看到的经济数据，是经过政府反覆过滤过的，而经济学者所能看到的数据，又经过媒体再过滤。中国亮丽经济数据背后，有太多隐藏不为人知的秘密。需要仔细抽丝剥茧反覆推敲，才能看出端倪。</P>
<P>程晓农于9月29日在台北华泰大饭店接受记者访问时，做出以上表示。</P>
<P><STRONG>中国的经济数据是政治宣传工具</STRONG></P>
<P>程晓农表示，中国大陆所有官方的经济数据都是政治化产物，沦为政治宣传工具，不具参考价值。他解释，毛泽东死后，愈来愈多人不相信共产主义，也怀疑共产党执政的合法性。</P>
<P>为了继续执政，便教育人民只有共产党才能使经济繁荣。为此，共产党不得不从上到下编造假数据，营造繁荣景象。</P>
<P>他解释，只有中共中央政治局才能拿到真实经济数据。但是太难看的数据对外公布，会招致反对声浪，恐导致共产党下台。于是中央下令全国统计局造假。他强调，统计局官员决定升官的关键，不在专业能力，而是写报告的技巧。</P>
<P>同理，各省县市的主官，为讨好中央官员，也要求各自统计部门制造出需要的数据。</P>
<P>以中国的失业率为例子，据他分析，2002年以后已经超过20%，并且逐年恶化，可是官方公布的数据却永远是3%-4%。</P>
<P>而国家统计局所公布的全国银行资产负债表，1993年为负债数百亿，1994年上升至千亿，1995年干脆取消负债栏目，让人查不出来。</P>
<P><STRONG>外资及民间企业也造假</STRONG></P>
<P>更可怕的是，一些外资企业入境随俗，也玩起造假的游戏。他说，欧洲有个世界知名财团的CEO，向记者私下透露，该财团在中国大陆的事业体60%都赔钱，但是为了维持该公司在欧洲的股价，以圆股票投资者的中国梦，不得不继续欺骗投资人，声称该公司在中国的事业赚钱，使股价维持在高档。</P>
<P>该公司并用在欧洲股市所赚得的钱，贴补中国事业的亏损。整体而言，这样产业与金融的相互运作，还是赚钱的。吃亏的是欧洲的投资大众。</P>
<P>他同时说，中国大陆有很多股票上市公司刚开始业绩很漂亮，3-4年后就跨了。因为中国大陆有很多会计师事务所跟企业和谋，伪造企业财报以利上市。大陆人把这种举动叫做“包装上市”。这种现象在中国大陆非常普遍。</P>
<P><STRONG>中共高官的“跳船现象”</STRONG></P>
<P>程晓农话锋一转表示，中国大陆贪官卷款外逃的情况非常严重，是目前中国金融体系呆帐居高不下的原因之一。在美国旧金山、洛杉矶一带，到处都可以看到这些外逃贪官以大笔现金购买名车及豪宅。连他目前所居住的纽泽西州，也有这些贪官的踪迹。</P>
<P>程晓农以铁达尼号的“跳船现象”作比喻，他说，船上的高级干部知道船撞上了冰山，船长下令将所有的旅客关在船舱大厅内，开香槟奏起音乐，营造一片欢乐气氛。</P>
<P>另一方面，部分船员则忙着将旅客的行李及贵重物品打包送上救生艇，各自逃难而去。</P>
<P>目前这种跳船现象已经从部长级到扩散到处长级官员，而美国移民限制较为严苛。他说，据传闻，在瑞士有超过10万名大陆留学生在当地学习旅馆管理，显见这些处长级官员为求移民，已无所不用其极。</P>
<P>程晓农最后表示，在一连串从上到下造假的背后，受害的最终是平民百姓及一般投资大众。<BR></P></font></td>
