<p style="text-indent: 22pt; line-height: 200%"><font color="#333333">我是上海市杨浦区江浦街道辽源一村35弄1号的居民叫冯玉珍。
<p>2001、1、23日，杨浦区的动迁单位凭着自己有政府撑腰写了一份“裁决申请书”就违法强迁了我的房子,至今没有任何安置与涗法。上海虹口区四川北路1315号403室是我买的房子,在2006.7.9.居然又遭到政府第二次违法强迁。二次违法强迁,都没有任何行政程序和司法程序。这种依仗强势，公、检、法、司一家强行掠夺公民财产权利的野蛮暴力强迁,造成了我家居无定所无家可归, 生活在极其贫困之中,剝夺了我一个公民应受宪法赋予的居住权、生存权。走投无路，我长期奔波于杨浦区政府、虹口区政府，上海市各级政府部门，但均无结果。被逼无奈我家开始进京上访。</p>
<p>2006.12.18.午后我走过南京路,突然被几个不明身份的人抓住塞进警车送到一个我叫不出名字的地方软禁看押起来,不久被杨浦区江浦街道接回送到当地警署(怀德路900号)警察自说自为强制做了笔录。叫我等着,说所长要找我谈话。下午3:00多左右,所长和另一位民警到场,所长名叫张政, 警号039854。所长一到马上命令警察搜我包内的手机。我讲手机不在包内,我犯法了吗?为什么要抢夺手机?话音未落,张政冲上来一手揪住我的头发,一手对我头部猛击,我倒地,他用脚踏在我的胸部,用力碾转,嘴里骂着:“打你,打了你又怎样,不拿出来就打......"，我明白了上个月的11月3日上海访民段氏兄妹在北京被驻京办高处长、警察严建国等打得鼻青眼肿抬回上海是怎么回事了……知道上海警察在陈良宇被抓后更发疯了……手机被抢夺,外裤的袋口都撕破,衣服的拉链全部敞开,眼镜跌落在地,踏得完全变形坏了, 被打得头发散乱,大把大把的头发掉落下来。面对这种法西斯的暴行,我讲:“你们警察可以任意摧残我的肉体,但不能征服我讨回家园、公道的决心。除非你当场打死我才算有真本事。"张政听了再一次冲上来对我进行第二次欧打,嘴里还骂着操他娘的×。</p>
<p>打完后他对着我讲了三句话:1、你去告我呀,我打了你有谁看到。(当时房间黑有好多人,他打人,惊动门外也有多人围观)。2、我今天打了你,谁敢为你作证。3、我是不会把你打死的,从今天开始,我一定会慢慢地折磨你,直到你死为止。…..然后骂骂咧咧扬长而去,在警署遭到二次欧打,打人的人穿着“人民”警察制服、还是所长……</p>
<p>我头部马上多处起肿胞,并鲜血流着,连嘴巴都不能张开,面部和整个头脑的肌肉和神经疼痛,右手中指有较深伤口,流血不止......。我要求验伤看病。遭拒绝。而后我心脏病发起脸色慘白,看管我的人怕我有不测买了保心丸给我服下。约17:15左右,另一警察小朱叫我好回家了,并还我手机。我拿起手机马上报打110, 但 110不出警。</p>
<p>约19:14左右,我又到辽源四村37号甲警署报案。开始有一个年纪较大的民警受理我报案，还帮我做笔录,后来一个警号039560的警察进来对我讲:1、我们不能受理你的报案。2、不准做笔录。3、不可能给你验伤单。因为打伤你的人是我们警署的所长。</p>
<p>我伤痛难忍,只能自己先去医院看病。医生讲需要做CT、摄片检查。因无钱交费,我一个老太婆只能忍受煎熬……</p>
<p>自2006.2.27.上海市杨浦区区政府指使江浦街道的当权者对我非法关押,雇凶打人,致我右耳膜穿孔......伤残。街道拒绝给我医治以后, 非法传唤、非法搜身、搜包、限制人身自由的地点由江浦街道转移到江浦警署。在警署限制人身自由，被扣押期间、恶作剧的让我坐七、八个小时以上冷板凳才放我回家是家常便饭。</p>
<p>我不能接受这样的事实,政府抢了我家二处的房子、还不准我控告、不断打压我。这次对我毒打而且是在警署凶手又是所长,我己多次到市委、市府各个相关政府机关控告没有结果。鉴于目前的上海政府流氓化，本人决定通过海外博讯媒体作此声明：如有一天发生类似像段氏兄妹的惨案,就一定是这位上海市杨浦区江浦街道当地警察署所长张政所为，警号039854 (地址：怀德路900号)。我相信天总有一天会亮的，请求世人关注！！！</p>
<p>中国对外声称是有法制体系的国家,张政的此种流氓行为,作为执法人员,知法犯法。以权践法。无疑是用手中的特权凌架于法律之上残害百姓,它的良知和人性都喂狗了,他不是口口声声讲:“要慢慢地折磨我到死为止吗。"我明确地告诉你：我不怕！上海市杨浦区江浦警署的所长张政,我时时刻刻等着你或明或暗的威胁与迫害。你不要忘记,自古至今,与人民为敌的跳梁小丑,哪个有好下场的——历史将证明一切......。</p>
<p>有关被多次伤害详细事谊本人愿意接受媒体采访及中共中央办公室、国务院办公室俗称二办信访局、公安部的查询下访。 </p>
