<P>在中共镇压法轮功的六年中，迫害死了无数法轮功学员，在明慧网上的2742个法轮功学员的迫害名单只是冰山一角。对法轮功学员的迫害与虐杀正在引起国际社会越来越多的关注与谴责。</P>
<P>2004年7月8日，联合国“法外处决、即审即决和任意处决问题”特派专员菲利普．奥尔斯顿先生 (Mr. Philip Alston, Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions) 与联合国“倡议及保护言论自由”特派专员与“酷刑问题”特派专员一起，联名发出关于法轮功迫害的一项控诉。</P>
<P>特派专员在给中国政府的申诉中，特别指出关于28位法轮功学员只因为信仰法轮功而遭当局逮捕，监禁，虐待，及酷刑致死的详细案件。他们是：孙艳英、陈爱忠、朱有荣、范亚雄、张志根、蒋素花、沉立之、刘海波、刘玉清、宋翠玲、尹玲、薛霞、陈洪平、于永泉、陈湘睿、高淑华、李建侯、李英、赵春迎、杨玉芳、隋广西、曹平、白晓钧、谭成强、田俊龙、卢丙森、闫海以及张长明。</P>
<P>2004年10月15日，联合国“倡议及保护言论自由”特派专员，“法官与律师之独立操作”特派专员，“享受个人生理及心里健康权力”特派专员，“宗教与信仰自由”特派专员，“酷刑问题”特派专员，及“对妇女暴力问题”特派专员一起，联名向中国政府发出一项控诉。</P>
<P>特派专员们对于过去五年，越来越多有关对法轮功与其他“中共制度外之宗教组织”有系统的镇压的报告，表达他们的关切。</P>
<P>特派专员们注意到，有关在“中共制度外之宗教组织”成员，尤其是法轮功学员，被抓、被监禁、被虐待、被酷刑、不给于适当医疗服务、受到性侵犯、甚至死亡以及不公的审判的报告，体现出当局有意并且制度化的政策，以用来对付特定民间团体，如法轮功。</P>
