<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>中共高干离休后仍享有特权，中央常委一级离休干部在各地都设有行宫。一百十七名政治局委员一级离休高干，每年的公费开支十亿元，平均每人将近一千万元。省部级离休高干五千多人，每人每年花费公帑少则七十万，多则达六百万元。</P>
<P><STRONG>离休特权阶层人数</STRONG></P>
<P>中共的退休制度是：县级及其以下干部是“退休”，退休金按年资对原工资打折扣；公费医疗待遇亦打折扣。地级(中央为司局级)及以上干部，还有一九四九年十月一日以前“参加革命”的干部，是“离休”，意思是“离职休养”，并没有“退出”，所以工资照发，全公费医疗。但其他待遇就“人走茶凉”了。</P>
<P>省部级及以上的干部，就有明显的特权，而且级差很大。</P>
<P>今日中共离休的省部级以上高干有多少人呢？</P>
<P>据中共中央组织部、中共中央老干部局最新公布：至二OO五年七月底，中央政治局常委、人大委员长、国家副主席、中顾委副主任一级的离休干部，有十二人；政治局委员．人大副委员长、副总理(国务委员)、中顾委常委、中央军委委员(包括享有同级待遇的第一代老前辈遗孀)一级离休干部一百零五人；省部级离休干部(包括享有同级待遇的各界知名人士)五千五百三十七人。一共是五千六百五十四人。</P>
<P><STRONG>特权阶层离休后的公费开支</STRONG></P>
<P>二OO四年，中央政治局常委、人大委员长、国家副主席、中顾委副主任一级的离休高干十二人，公费开支三亿二千六百万元，平均每人二千七百二十五万元；政治局委员、人大副委员长、副总理(国务委员)、中顾委常委、中央军委委员(包括享有同级待遇的第一代老前辈遗孀)一级离休高干一百零五人，公费开支六亿七千一百万元，平均每人六百三十多万元。</P>
<P>五千五百三十七名省部级离休干部(包括享有同级待遇的各界知名人士)，每人配备工作人员三至五名不等，每人每年公费开支七十多万至六百多万元。如汪道涵，去年公费开支达九百四十七万元，医疗开支五百多万元，他在上海锦江宾馆、大公馆设有二个集医疗设施的“汪办(公室)”。北京、上海、广东、浙江、福建的省部级离休干部，平均每人每年开支都在五百万元以上。</P>
<P><STRONG>十二名享有最高级待遇的特权人士</STRONG></P>
<P>十二名享有最高级离休特权待遇的高干有：江泽民、李鹏、万里、乔石、朱镕基、李瑞环、宋平、刘华清、尉健行、李岚清、荣毅仁、薄一波。</P>
<P>这十二人，每人都配备警卫六名、司机二名、工作人员二名、秘书二名、厨师一名、保健医生一名、护士一名。</P>
<P>江泽民还配备由党政军现司局级八名人员组成的办公室，这一特权要延伸到中共十七大。</P>
<P>特为这十二名最高一级离休高官服务的有国航二架专机、军方二架专机，三列有七节车厢的专用火车(专列)。专列行经的铁路沿线，都要有武装保护，所有快慢旅客列车，都要老早就停站让路．即使是同方向行驶的旅客特快，也要早早停下来，让专列后来居上，超越而过。</P>
<P>北京解放军总医院有三组医疗专家、上海华东医院有二组医疗专家、广州军区总医院有一组医疗专家待命。</P>
<P><STRONG>一百零五名离休高官的特权待遇</STRONG></P>
<P>一百零五名政治局委员、人大副委员长、副总理(国务委员)、中顾委常委、中央军委委员一级的离休干部，每人都配备警卫二名、司机一名、工作人员二名、厨师一名、保健医生一名、汽车二辆。国内交通：乘飞机，包头等舱或公务舱六至八个座位；乘火车，包一节软卧(座)或加一节专卡。</P>
<P><STRONG>特权人士的行宫</STRONG></P>
<P>十二名最高一级离休高干，在以下城市都拥有各自的行宫(居所)：</P>
<P>江泽民今年五月底从中南海迁出后，在北京时还居住在钓鱼台国宾馆或玉泉山中央军委招待所五号楼。此外他在上海西郊宾馆、大公馆、苏州太湖都有行宫。</P>
<P>李鹏：北京、青岛、成都；<BR>万里：北京、杭州、珠海；<BR>乔石：北京、上海(青浦)、杭州；<BR>朱镕基：北京、上海(衡山)、苏州太湖；<BR>李瑞环：天津、青岛；<BR>宋平：北京、上海；<BR>刘华清：北京、青岛、珠海；<BR>尉健行：北京、珠海；<BR>李岚清：北京、上海、南京；<BR>荣毅仁：北京、上海、无锡、珠海；<BR>薄一波：北京、青岛、珠海。</P>
<P>部分政治局委员、人大副委员长、副总理(国务委员)、中顾委常委一级离休高干在以下城市都拥有各自的居所：</P>
<P>彭冲：北京、上海(青浦)、南京；<BR>谷牧：北京、青岛、上海(青浦)、珠海；<BR>田纪云：北京、上海、珠海、济南；<BR>陈慕华：北京、上海、杭州、青岛、无锡；<BR>钱其琛：北京、上海(青浦)、苏州(太湖)；<BR>邹家华：上海、苏州(太湖)、珠海；<BR>叶选平：广州、珠海、青岛、广东梅州、武汉(东湖)。</P>
