<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P align=center><FONT color=#0000ff>──评美国国会众议院全票通过的决议案</FONT></P>
<P>4月26日，美国国会众议院全票通过一项决议案，敦促中共政权立即停止骚扰著名维权律师高智晟、恢复他的律师营业执照，并促请中共政权停止迫害为保卫人权而努力的其他律师。为此，本台记者采访了现在北京家中，仍受到严密监控的高智晟律师。</P>
<P>高律师表示，听到这一消息后，非常平静，并认为这是一个极具讽刺意义的悲剧，但是美国这样的声音确实是人类必不可少的── </P>
<P>高智晟：“我听到这样的消息的时候，我没有感到非常的高兴，我是很平静地接受了这样的消息，它不是今天中国的喜剧。
<P>一个律师的权益、一个公民的权益、一个纳税人的权益、一个人的权益、一个有自己的政府、有自己的国家的一个人的权利，这个权益的保护，最终要远在数万里之外的另一个国家的立法机构来关注，这个本身是一个悲剧，它是一个极具讽刺意义的悲剧。
<P>但是美国这样的声音却是人类必不可少的，尤其是那些饱受凶残专制统治、阴暗专制统治底下蹂躏的那一部份人，没有美国这样的声音是不行的。
<P>我在上午的声明中我也提到，对美国参议院、众议院、美国国会的诸多议员、以及他们的很多的国会的领袖，对中国人权问题、中国人民的基本权益保护问题的这种努力，我个人表达我的敬意和感谢。”
<P>高律师认为，面对人民以及国际主体的敦促，中共已毫无廉耻可言。高律师近期在与美国朋友的接触中曾不断强调不能对中共再存幻想──
<P>高智晟：“人民持续地逼迫中共政权坐到法治的台阶上来，另外一个是，由其他的国际组织和其他的国际主体敦促它，坐到自己国家的法治框架上来，来尊重自己的国民，遵守自己的法律。这本应当是一个有廉耻和有道德的政权一个奇耻大辱，但是中共面对这样的无耻局面，它会非常的坦然，因为它们早已经没有了廉耻和没有了道德。
<P>近期一些美国人跟我见面的时候，每次我都辛辣的提出了他们在苏家屯事件上和法轮功事件上，以及我们目前国内的维权人士最受搅扰的问题上，他们的这种暧昧态度，我提出了犀利的批判。
<P>我甚至公开跟他们讲，我说你们要学会和那些被迫害的人打交道，如果你们只表面认可中共的强大，认为中共在若干年之内仍然继续无耻的统治着中国，你们在这样的统治过程中，可以继续获利的话，我说你们就错了，你们必然要为这样的获利过程付出代价。”
<P>高律师分析到，他的遭遇是因为揭露了中共迫害法轮功的罪行，从另一个侧面也反映出法轮功问题仍是中共掩盖并继续其罪恶所不能染指的禁区，但是目前法轮功群体已经从被动变为主动──
<P>高智晟：“人们不要认为中国的法轮功群体今天的这种悲惨命运有多少改变，就中共的这种打压的决心和打压的这种凶残手段而言，以及它们在心理结构上没有发生任何变化。我今天的遭遇为什么？是因为我揭露了中共在法轮功问题上的残暴和非人道，结果我受到了持续地打压和骚扰。
<P>它的另一面表明，法轮功仍然是中共决心掩盖它的罪恶、继续它的罪恶、和不容许任何人染指的这么一个禁区，这不是一个自称是执政的团体应该有的做法。
<P>4.25的事件以及7.20七年之际，法轮功的整体命运在中国出现了一些令人欣慰的变化。但是我们强调一个清晰的前提，就是这样的令人欣慰的变化是他们持续坚忍地、和平理性的抗争的结果，以及他持续向中国人民讲真相的结果，而不是残暴的中共这种反动势力内心生成了什么样善的东西，没有。
<P>如果它们的能量容许，它们仍然会像99年一样，照样做出这样凶残的选择，因为这是这样邪恶的政党的本质所决定的。这我还是想特别欣慰的告诉外部世界，法轮功群体的地位，群体的这种生存环境的朝着令人乐观的方向变化速度奇快，速度非常快。
<P>尤以最近两三年，这种变化是日新月异。我想这种变化必然带来，一个是他们群体自身命运的改变，另外一个是对于邪恶中共命运是一个毁灭性的东西。
<P>中共对他们的政策没有做任何宽松调整，反而是一个一个秘密的继续打压的文件在不断的下达，这也表明法轮功的不屈已经使中共感到畏惧。它们在这个问题上实际上也非常的无奈，由“三个月彻底解决法轮功问题”几乎到了三个月可能被法轮功解决的问题，已经发生了这样的变化。”
<P>高律师最后强调，许多国家政府的关注，显示出整个人类正邪的较量──
<P>记者：“您觉得中共会是什么反应呢？”
<P>高智晟：“它们从来把这样的声音视为内外勾结、境外反动势力的声音。在中共的眼里，只有它是正确的，只有它是代表了正当的社会文明，它们会认为这是干涉它们的内政。当你要求它遵守自己法律的时候，它认为你在干涉它的内政。实际上它的另一个逻辑告诉人们，我的内政就是不遵守我的法律。”
<P>记者：“您觉得对您来讲有没有实质性的帮助呢？”
<P>高智晟：“不会有多大实质性的帮助。”
<P>记者：“海外有国家在关注这件事？”
<P>高智晟：“这倒不是因为美国众议院通过这个东西，我们才感觉到境外，而持续的境外许多的国家政府一直在关注，像这样的讯号前阶段也一直不少，一些境外的政府、国外的政府也在和我进行接触，我们始终认为这是整个人类正邪的一场较量。”
<P>美国众议院通过的这项决议案还呼吁中共政权修改有关法律，以便辩护律师能真正发挥他们为被告进行正当辩护的职能。
