<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>二零零六年十月十一日台湾台中市市议会第十六届第三次临时会，通过提案《编号卫生类3－12号》“谴责中共迫害法轮功学员与非法贩卖人体器官之暴行案”。该议案由曾朝荣、唐国泰等议员共同提案、三十三位议员联署，与会议员全员无异议通过。</P>
<P>继今年五月四日嘉义县议会首度通过决议案、谴责并呼吁国际制止中共活摘器官暴行，相继有宜兰县、基隆市、花莲县、台南市、云林县、屏东县、澎湖县、彰化县、新竹县和台中市等十一个议会通过决议谴责中共。迄今台湾二十一个县市中，已有逾半数县市议会通过该案，其它县市议会也正進行连署提案中。</P>
<P>台中市市议会的提案内容为，针对中共在各地集中营强摘法轮功学员器官并盗卖后焚尸灭迹的暴行，呼吁联合国、国际人权组织及世界卫生组织等，派员赴大陆实地调查，公布事实真相，促使中共停止不当行为，并请台中市政府对此加强宣导器官移植之医疗品质和人权伦理。 </P>
<P>今年三月初，中共在苏家屯等至少三十六个集中营活体摘取法轮功学员器官的恶行曝光，其后“赴中国大陆全面调查法轮功受迫害真相委员会”成立，要求全面调查中共在过去七年来关押法轮功学员的劳教所、监狱、看守所、拘留所、精神病院和医院等相关设施，并邀请国际组织、各国政府加入这个独立调查机构，共同彻底调查中共的罪行。</P>
<P>七月六日加拿大前亚太司长、资深国会议员乔高（David Kigour）和国际著名人权律师麦塔斯( David Mates )的“二人独立调查组”，向加拿大媒体公开一份关于“中共活体摘除法轮功学员器官”的调查报告。该报告根据十八类证据的证明和反证得出结论─中共非法活体摘取法轮功学员器官的指控是真实的，在迫害的七年中，有四万一千五百个器官移植手术的器官来源无法解释。乔高表示，中共拒绝他们到中国大陆实地调查，至今却无法反驳他们公布的调查报告。</P>
<P><STRONG>台湾立法委员两度提案谴责中共暴行</STRONG> </P>
<P>七个多月来，台湾各级民意机关也纷纷谴责此一惨绝人寰、人神共愤的暴行。四月十八日民進党立法委员赖清德发动临时提案，敦请立法院做成决议文，促请国际人权组织及世界卫生组织，调查中共劳教所、监狱与医疗机构，并呼吁中共立即停止这类行为，公开可检验的器官移植相关制度。该提案获跨党派立委五十四席连署，经主席裁示将提请程序委员会列入讨论事项。</P>
<P>九月二十六日立法委员赖清德再度在立法院议会临时提案，希望行政院编列预算让台湾民众了解器官移植的正确资讯，要求由立法院出面邀请加拿大国会议员，或是任何曾经参与调查中共活摘器官的人士，来台访问，让台湾民众能够知道真相。提案人之一的国民党立法委员黄昭顺表示，中共活摘器官非常不人道，她认为国际组织必须介入关注。该提案共获得一零八位立委联署。</P>
<P><STRONG>地方政府、县市议员声援反迫害</STRONG></P>
<P>台湾各地方议会的县市议员、乡镇民意代表也相继谴责中共虐杀暴行，如四月十五日屏东立法委员林育生、屏东县县议员曾世朗、苏义峰、麟洛乡民代表会主席谢礼治、乡民代表徐金田、麟蹄村村长谢帼英、新田村村长徐金全均出席并声援反迫害的说明会。</P>
<P>四月二十一日台南市议会郭信良副议长、王定宇议员、姜沧源议员，五月二十二日基隆市议会游祥耀、张锦煌、韩良圻、詹春阳、蓝敏煌、陈东财、吕美玲、张芳丽、宋玮莉、庄锦田、郑怡信、蔡适应议员，六月二十二日金门县蔡水游议员，二十八日屏东县苏义峰议员等都呼吁制止中共活摘器官。七月五日云林县长苏治芬也签署支持“法轮功受迫害真相联合调查团」。</P>
<P><STRONG>海峡两岸呈现鲜明对比</STRONG></P>
<P>从台湾各界谴责中共活摘器官暴行一事，正可呈现法轮功在台湾与中国大陆形成的强烈对比。如众所知，法轮功自一九九二年传出后，因为祛病健身的效果显著而广受大陆人民的喜爱。据中共一九九八年调查，法轮功修炼者已达七千万人到一亿人。上亿人修炼后，个人重获健康、提升道德，而社会更节省了大量的医疗开销。</P>
<P>一九九九年七月，江氏集团出于妒嫉学炼人数众多，悍然镇压，控制全国媒体不断制造假新闻来激起民众对法轮功的仇恨，编造一连串自焚、杀人、敛财等弥天大谎。中共采取抄家、罚款、恐吓、绑架、关押、株连、强制洗脑、酷刑、精神病药物摧残等非法手段对法轮功学员進行残酷迫害。已至少造成二千九百七十六名法轮功学员死亡，成千上万遍布全国的法轮功学员被非法劳教、关押，被迫害致伤残、失学、失业、流离失所、家破人亡。 </P>
<P>而海峡对岸同样承传华夏文化的台湾，却有着截然不同的另一番景象。十余年来，台湾法轮功学员从几百人增加到三十多万人，人数还在持续增加着，近千个炼功点遍及各地，甚至远达离岛。法轮功有益于人民的身心健康、福国利民，在台湾深获民众欢迎，各级政府及各政党也非常肯定法轮功净化人心、改善人民身体健康的成果，台湾总统陈水扁、副总统吕秀莲，历任行政院长、立法院长王金平、前国民党主席连战、台北市长马英九、多位县市长及县市议员、各县市的立委等均曾多次表示对法轮功的支持。</P>
<P>“德不孤，必有邻”。从台湾各界谴责中共暴行足以表明，人们已越来越看清中共邪恶的真面目。风雨将止、长夜将尽，迫害虽然还在继续，恪遵“真、善、忍”的法轮功学员勇敢无惧的走到了今天。回首过去的七年，不过是连宵风雨，法轮功真相早已大白于天下，他们比起当年更具信心：中共解体溃败之日在即，这场残酷的迫害即将结束。 </P></font></td>
