<P>人民报9月9日报导，据大纪元记者方涵渥太华报导，9月9日加拿大总理马田在同来访的中国国家主席胡锦涛的会谈中明确提出了法轮功问题。这是个非同小可的举动，加拿大政府是世界上第一个在公开场合下，面对中共党魁提出法轮功问题。 </P>
<P>据温哥华24小时新闻在线（24 Hours Vancouver）9月8日报导，星期三，法轮功学员于胡锦涛到达安大略省前夕举行集会，抗议中共对法轮功的迫害。大约150名法轮功的支持者在皇后公园集会，而皇后公园是安大略省省长麦坚迪（Dalton McGuinty）将于星期六宴请中共领导的地方。
<P>这篇报导引用法轮功发言人乔-契普卡在集会上的发言说，法轮功学员要求麦坚迪敦促联邦政府抗议中共对人权的践踏。
<P>美联社在9月7日的报导说，胡锦涛本周四(9月8日)对加拿大进行访问，然而他的全部行程都将在严密保护下进行，以避免胡面对那些谴责中共恶劣的人权记录的抗议团体。
<P>报导说，胡锦涛在访问中的每一站都有可能遇到抗议者，谴责中共从来没有允许13亿人民进行民主选举，抨击中共监禁民主人士，基督徒和西藏佛教徒。法轮功学员们也将会出现在抗议人群中。成千上万的法轮功学员在中国被监禁。
<P>加拿大法轮大法协会上周向总理马田的办公室递交了请愿信，要求马田不能因为惧怕危及与中国这一世界上人口最多的国家的贸易关系而羞于提及中国的人权问题。
<P>报导引用法轮大法发言人乔-契普卡（Joel Chipkar）先生的话说："如果加拿大对中国的人权问题保持沉默，或是采用关起门来和中共官员讨论人权问题的方式，就等于是告诉中共加拿大人民宽恕中共反人类的罪行，从而进一步置那些遭受迫害的中国人于不顾。”
<P>大纪元报导，在9月9日和胡锦涛的联合记者招待会上，马田说，"我想强调的是我们对人权和国家管理问题进行了深入的探讨” （I would like to highlight our thorough discussion of rights and governance）
<P>"我们探讨了西藏问题，我提出了法轮功的问题” 马田说，"我们相信更好的国家管理需要对人权问题有更好的理解” （We discussed Tibet and I raised issue of Falun Gong...we believe better governance requires a better understanding of human rights.）
<P>加拿大政府这次做了几个漂亮的动作，其一是禁止迫害法轮功的罪犯、中共原辽宁省省长、现任商务部长薄熙来入境；其二是总理在台面上提出了法轮功的问题。
<P>这是个非常好的开端。当然，如果马田总理能够面对中共党魁说：「你中共政府不停止迫害法轮功，我们决不再无条件援助你们！」那动作就更漂亮，步子迈的更大了。

<P align=center><STRONG>中西方「消声默契」首次被打破 中共外交惨败</STRONG></P>
<P>（大纪元记者方涵多伦多报导）胡锦涛在9月10日上午10点30分到达多伦多皮尔逊国际机场的时候，他心里不会不清楚:领馆组织的欢迎人群的喧闹声，无法掩盖昨天在渥太华的记者招待会上，中共外交的又一失败。 </P>
<P> 9月9日上午11点20分，加拿大电视台资深记者罗杰史密斯在国际众多媒体面前，询问胡锦涛对国会山外展示受到迫害和酷刑折磨的法轮功学员、民运人士和知识份子的诉求有何回应。这使得中共同西方政府间达成的不在公开场合谈论中国人权问题的外交政策被打破。

<P> "就像我在我的评论里提到的那样，我们确实讨论了西藏问题，我还提到了法轮功问题。”加拿大总理马丁在回答罗杰史密斯的问题时说，"我们相信经济发展和更好的国家管理都不只是需要开放和透明度，还需要对人权的理解。”
<P> 胡锦涛回避了罗杰史密斯的问题，但中国人权，尤其是法轮功遭迫害的问题被国际化、公众化，使得在退党大潮冲击下的中共试图利用胡锦涛出访北美，维持其政权的外交策划再尝败绩。
<P> 1989年64中共出动坦克碾碎了中国学生的请愿后，为突破西方社会对其经济、政治上的封锁，中共以中国13亿人口的购买力为诱饵，同西方国家达成可以在私下的场合批评中共的人权问题，但不能在在公开场合谈论中国人权问题的默契。由于西方民众没有机会了解到中共统治下中国人权的真实情况，中共得以用大额的飞机、石油等经贸订单，对国际上对其人权状况的批评"消声”。
<P> 9月3日美国白宫宣布，由于飓风造成的灾难，布什、胡锦涛原订于9月7日举行的白宫会面"无限期推迟”，但双方将于9月14日至16日出席联合国首脑会议时，于会场外举行会晤。这使得中共以争取美国给于胡锦涛国事访问待遇，来维持其国内政权的外交策划遭到第一次挫败。</P></font></td>
