<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>即将出版的七月号香港“开放杂志”引述消息人士透露，四川省大地震发生前，中共高层接获专家预测地震的通报后，为了奥运火炬传递和社会稳定，中共政治局常委投票决定是否发出预警，结果八人反对，只有温家宝一人赞成发出预警。</P>
<P>报导引述消息人士透露，今年四月二十六至二十七日，中国地球物理学会下属的天灾预测委员会上，经过集体讨论，作出“二零零八年五月至二零零九年四月的一年内，应注意兰州以南，四川、甘肃、青海交界附近，可能发生六至七级地震”的预报。</P>
<P>当时担任副主审的中国地震学家耿庆国根据强磁暴组合，明确提出“阿坝地区七级以上地震的危险点在五月八日（前后十天以内）”。</P>
<P>四月三十日，中国地球物理学会将有关预报以密件方式通报给中国国家地震局。</P>
<P>消息又称，中国地球物理学会顾问陈一文于五月三日亲手又向中国地震局发了一份四川汶川地区可能发生强震的预警。陈一文还查阅过汶川地区震前的的文件，证明该地区多次向上级报告了地震预警。</P>
<P>消息人士又透露，中共高层接获专家地震预测通报后，由中共政治局九名常委投票决定是否向社会发出地震预警，结果八人反对，只有温家宝一人赞成发出预警。</P>
<P>八人否决预警的理由是为了顺利进行奥运火炬在中国境内的正常传递，确保北京奥运的大环境稳定。 报导又引述四川省地震局消息指出，在四月初，该局就接到来自各个地区的震感预告和异常现象预告，并做了深入的研究。直到四月十四日，地震局局长吴耀强将各种迹象显示近期将有五级以上地震的详细情况向省领导汇报。</P>
<P>经过四川省长蒋巨峰和多位专家的分析研究，对此事相当重视，十五日立即汇报给中国地震局局长陈建民，当时陈建民正在国外考察，他在电话里询问专家是不是有百分之百的把握。</P>
<P>他说，为了不影响奥运火炬的正常传递和不引起社会的恐慌，在没有百分之百把握之前，绝对不能向外公布，在他没回来之前也不能向上级部门上报。</P>
