<p style="text-indent: 22pt; line-height: 200%"><font color="#333333">“追查迫害法轮功国际组织”4日向大纪元记者透露其“全球监视追踪系统”成功定位到吉林省委副书记林炎志到加拿大出访，并在多伦多将其起诉的细节。林炎志是法轮大法学会于十月初发布公告后第一个没有公开行踪，在出国后被举报并被起诉的官员，也是第二个因参与迫害法轮功在海外被起诉的中共官员。
<P>据“追查国际”多伦多负责人杨凯文介绍，其“全球监视追踪系统”从接到对林炎志的举报，锁定目标，通知受害人，协助完成诉状，在安大略省高等法院递交诉状，到向皇家骑警（RCMP）提交相关材料，要求皇家骑警缉拿并驱逐林炎志，完成这一立案程序只用了两个工作日。
<P><B>* 众高官秘密出访 林炎志落入法网</B>
<P>林炎志此次是随团出访，此访问团成员中皆是中共高官，其中包括辽宁、吉林、黑龙江、四川等众多省市级官员，包括辽宁省副省长刘国强、黑龙江省副省长刘海生、哈尔滨市长石忠信、重庆副市长童小平（女），林是成员之一。此团在加拿大参加一个由联合国出资举办的有关工业改造的研习项目。与以往中共官员出访要风光炫耀一番有所不同，此团刻意保持低调，众官员此行没有任何相关报导，行程也极为保密。
<P>10月27日星期四上午，“追查国际”接到举报，称林炎志已在国外，即时启动“全球监视追踪系统”（Global Monitoring and Tracking System）。
<P>27日下午，“全球监视追踪系统”初步锁定林炎志在加拿大多伦多。
<P>27日夜里，一位曾在吉林省受到迫害的多伦多法轮功学员，愿意起诉林炎志，并在协助下完成诉状。
<P>28日上午，加拿大法轮大法学会向皇家骑警提交相关材料，要求皇家骑警缉拿并驱逐林炎志。
<P>28日下午，诉状递交安大略省高等法院，法院接受诉状并发出传票。
<P>28日傍晚，多伦多中国领事馆通知加拿大中国专业人士协会，临时取消由该协会举办的邀请林参加的专场演讲。
<P>29日，被告林炎志慌忙离开在多伦多所住宾馆。
<P>这个在国内穷凶极恶，叫嚣要杀掉两百万法轮功学员的吉林省610头目林炎志竟吓的再也不敢露面。
<P><B>* 林炎志其人 </B>
<P>林炎志1948年4月生，57岁。曾任清华大学团委书记；共青团北京市委书记、共青团中央常委；北京市体委主任；北京大学党委副书记；国家教委专职委员、党 组成员兼直属机关党委书记，国家教委党组成员、国家语言文字工作委员会党组书记（副部长级）、副主任；河南省常委、宣传部部长；吉林省委副书记。现任吉林省委副书记。
<P>林炎志曾任吉林省“处理法轮功问题领导小组”（又称“610办公室”）组长，在任期间指挥并直接参与“转化”和直接指挥打人，在省委书记这一级尚属罕见。吉林省是全国镇压法轮功最严重的省份之一。截至2005年9月，被证实迫害致死的法轮功学员达322名，居全国第四。
<P><B>* 林炎志迫害法轮功言行令人发指 </B>
<P>追查国际发言人杨凯文指出，林炎志迫害法轮功的言行令人发指，完全丧失人性，在中共高官中属于极为恶劣的高官之一。
<P>追查国际的“吉林省参与迫害法轮功的省委及610办公室部份人员名单”的调查报告显示，2001年间，林炎志先后到四平市劳教所、松原市、长春市朝阳沟劳教所和洗脑班指挥和参与迫害。
<P>林炎志曾在四平市劳教所检查法轮功学员“转化”情况时说：“……押你们一年不转化，那就二年，二年不转化，那就三年，三年不行，那就押你们十年。中国炼法轮 功的才二百多万人，现在顽固的全国有十万，中国有十二亿人口，这些人不转化，镇压，枪毙，十多万人对中国十二亿人口来说是小数字，就是把这二百多万都杀 了，对共产党政权统治也不会产生影响……，对你们不转化的要狠狠的打，往死里打，认可打死你们也不让你们上北京……”
<P>2001年8月30日，林炎志在松原市610办公室亲自命令警察把法轮功学员辛国权拉出去暴打，在辛被打得遍体鳞伤后，林炎志又命令劳教辛国权一年。
