<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>几年来，中共的喉舌，御用文人和它的既得利益者大肆宣传并在民众中散布众多中共制造的套话说词，例如，“中国不能乱，搞民主不能急。”“中国人素质低，搞民主条件不具备，要慢慢来。”等等。总之一句话，就是中国不具备民主的条件，要慢慢来。虽然许多海外政论家都批驳过这些无稽之谈，但是我们一些人已经习惯于单向接受中共官方的单向洗脑宣传，把这些中共官方思想不假思索地下意识地作为自己的思想固定在自己的头脑中。所以直到现在，这些中共官方思想的套话说词仍在我们中间不绝于耳。</P>
<P>“中国人素质低……搞民主条件不具备，要慢慢来”的最初出处是江泽民接受ＣＢＳ著名记者华莱士的采访时对其“中国为何依然没有实现普选”的问题的回答。以后，经过中共铺天盖地的单向宣传和中共御用文人和既得利益者推波助澜的传播，只要一说到中国民主，这些套话说词便成为许多国人的条件反射似的回应，可见这些套话说词已在中国民间多么普遍地根深蒂固地嵌入民众的脑中。更可悲的是，在海外自由世界生活数十年的众多华人也一样作同样的条件反射，足见中共愚民宣传迷惑人精致化的成功之处。</P>
<P>中共作为一党独裁的统治集团，江泽民作为其代表说这些套话说词是为了愚弄人民，为了维持自己的独裁统治，不足为怪。遗憾的是，我们老百姓自己也拾统治者之牙慧，说他们制造的愚弄我们人民的套话说词，其功能除了矮化贬低我们老百姓自己以外，则更起到加强中共独裁政府对我们人民独裁统治的强化作用。</P>
<P>纵观西方民主国家当初建立民主制度之初，人民普遍教育程度不高，人民思想素质，文明水平也不高。以美国为例，美国当初是一个农业国家，国民经济以农业为主，人口以农民为主，极少数人受过高等教育，而且，当时美国的这些庄稼汉们有近一半人认为他们是英国的臣民，英国是他们的母国。美国人民虽然只具备如此低的教育程度和思想素质，美国仍成功地建立了民主制度，逐步地健全了法制，普及了教育。</P>
<P>早在１９３９年中国共产党就如此说到，“他们（国民党）以为中国实现民主政治，不是今天的事，而是若干年以后的事，他们希望中国人民知识与教育程度提高到欧美资产阶级民主国家那样，再来实现民主政治。其实在民主制度之下才更容易教育和训练民众。”（《新华日报》１９３９ 年２月２５日）</P>
<P>六十年前中共即认为民主制度实际可行，怎么到了六十年后民主已成为世界潮流的今天，它为什么又认为中国不具备实现民主的条件，而要慢慢来了？</P>
<P>中共以人民素质低为借口，强调要“慢慢来”的实质是根本就不想来。为什么？</P>
<P>因为民主制度的精髓是多党制衡（ｐｏｗｅｒ ｃｈｅｃｋ ＆ ｂａｌａｎｃｅ）和权力分享（ｐｏｗｅｒ ｓｈａｒｉｎｇ），这根本两点就与中共独裁制度水火不相容，更不要说民主制度应保障人民众多权利的其他许多内容了。从多党制衡和权力分享这两个基本点，我们不难得出结论，即，搞民主制度就等于要中共让权。所以说，民主只能导致中共这个独裁统治集团垮台。换句话说，也就是，只有中共垮台，才能有民主。</P>
<P>中共对此点是太清楚了，糊涂的是我们民众自己。五十多年来，它的愚民政策可谓是非常成功，它现在的“慢慢来”“等待”之说只是它的愚民政策的继续。现在，它只是把口号式的愚民宣传变成说服式的愚民宣传，但其目的没变，还是为维护其独裁统治。</P>
<P>民主世界的历史多次向我们证明，只要打破独裁政权的信息封锁单向宣传，人民民主意识的开窍只是在顷刻之间。一旦打破极权的新闻封锁，人民的素质，人民的独立意志，独立思想的培养提高则可自然而然地顺序进行。原因很简单，因为天赋人权和追求自由本是人的本能，专制国家人民这一本能的缺失只不过是被极权政府扭曲所致而已。</P>
<P>回顾一下美国的建国历史，我们就能看到，有时一个人一部书的力量就可能在短期内改变和提高众多人民的素质。</P>
<P>我们再回顾一下１７７６年的美国，那时美国人民的“素质”是殖民地臣民的“素质”，当他们面对“要和平还是要自由”的选择时，是托马斯。潘恩的一本名叫“常识”的小册子启蒙了这些愚昧无知的美国农民，使他们认识了民主制度。潘恩用平实朴素的语言告诉人民，民主制度是制衡政府权力，保护人民权利的制度。</P>
<P>美国独立战争期间，在整个英国，以及北美，《常识》是仅次于《圣经》的影响力最大、传播范围最广的一本书。事实上，它影响了整个世界。</P>
<P>《常识》“成为一种巨大的启蒙力量，在人们心中引起了一种极大的变化”（华盛顿语），它深刻地鼓舞了殖民地人民的斗志。《常识》在当时大约２００万人的美国，几乎每一个成年男子都人手一册；华盛顿率领的士兵口袋中，也差不多都有一本已被翻看得模糊不清的《常识》。因为《常识》的出版，整个美国人民都知道应该怎样行动了。</P>
<P>说一部《常识》推动了美国的建国进程，绝不为过。就连“美利坚合众国”这个名称，以及《独立宣言》的若干内容，也是出自潘恩之手。</P>
<P>当时面对这么多自认是英国臣民的愚昧无知的美国庄稼汉们，仅占极少数的几个美国先贤和精英们没有人说“人民素质太低，要慢慢来”，相反，他们是要快快地传播《常识》，快快地传播民主理念，恨不得使人民在一夜之间就意识到自由民主是何等地重要。</P>
<P>中共这个连人民天赋人权等基本民主条件都扼杀殆尽的极权政府，却以民主条件不够为借口禁止人民普选，禁止新闻自由，禁止言论自由，其心态是再清楚不过了。它决不是在关心人民的素质和民主的条件，它关心的根本就是它自己独裁政权的稳固。</P>
<P>如果我们能认识到这个再简单不过的道理，我们就有了自己的独立意识，独立思想，我们也就不会去党云亦云地跟其学舌了。</P></font></td>
