<P>由加拿大前亚太司司长戴维-乔高（David Kilgour）和国际人权律师戴维-麦塔斯（David Matas）组成的“中共活体摘取法轮功学员器官事件调查组”2006年6月初致函中共驻加大使馆，要求会晤大使卢树民，并拟于本月赴中国大陆进行独立调查。据透露，调查组根据收集的证据撰写的调查报告将于近期发布。</P>
<P><STRONG>调查组要求“不受中共政权控制”</STRONG></P>
<P>乔高和麦塔斯于6月2日通过特快信件向中共驻加大使馆发出要求，“希望在下个月（六月）内访问中国，对中共国家机构和政府工作人员一直在活体摘取法轮功学员器官，导致法轮功学员死亡的指控进行一项调查。”</P>
<P>信中表示，在递交正式签证申请之前，我们认为要求会见大使或其他工作人员的要求是适当的，以便讨论这次可能的访问和允许我们在中国境内进行调查的条件等。</P>
<P>麦塔斯强调，他们要求进入大陆进行调查的条件是“不受中共政权控制的独立调查”。麦塔斯说：“如果他们（中共）决定我们能见到谁，和谁交谈的话，这种形式就没有任何意义。”</P>
<P>“当我们到了那里的时候，我们能真正的自由调查，而不是得到一些中共政府自己弄来的证据。”麦塔斯说。</P>
<P>“调查真相委员会”加拿大协调人杨凯文接受采访时说，中共为了掩盖迫害、欺骗国际社会，往往都是在国际调查员来访之前，就精心布局好了骗局，如为国际组织代表事先安排访问行程、受访人，并让受访者按照中共的说法回答问题。</P>
<P>据明慧网报道，2004年1月9日，联合国国际劳工组织来到北京团河劳教所参观调查，劳教所如临大敌，劫持法轮功学员的大队全部被关在班内坐板，不出工和不准户外活动。三大队安排了它们认为最放心、被暴力洗脑彻底整伏了的政法大学毕业的潘军和北京理工大学毕业的牧原两人接受所谓的随机采访。事前对两人进行了反复的排练与“后果自负”的“叮嘱”。</P>
<P>曾被非法关押在团河劳教所的法轮功学员赵明和陈刚证实，“团河劳教所恶警们长期用罚站、罚坐、长时间铐在床上躺卧、军蹲、强制跑步、盛夏关在开水房等各种方式体罚法轮功学员。恶警所用的一切体罚手段是要超越人的承受力极限，以摧垮人的意志，所以无所不用其极。受到长时间体罚、剥夺睡眠、打骂恐吓等精神迫害的法轮功学员常呈现出头发变白、体重严重减轻、肢体肿痛、肢体功能受损、精神抑郁、记忆力减弱等症状。更主要的是，酷刑留下的伤痕和疼痛将随着时间渐渐愈合，但思想和精神酷刑留下的烙印常常能伤害人一生。”</P>
<P>杨凯文又以联合国酷刑委员会专员诺瓦克教授去年11月21日对中国进行正式访问过程为例说，中共为诺瓦克的调查设置了重重干扰，包括派人跟踪、监视、骚扰他们的正常考查计划，而且威胁与恐吓向他们提供证据的当事人及其家人。因此国际调查的独立性、不受控制和干扰非常重要。</P>
<P><STRONG>公开调查报告是全面调查的第一步</STRONG></P>
<P>基于对海外证人访问调查，以及对收集到的大量证据的研究，两位独立调查员正在集中致力于调查报告的撰写。麦塔斯表示，无论入境调查的要求是否得到答复，我们会继续做出我们的调查报告。</P>
<P>杨凯文称，两位调查员的调查是独立进行的。他们最终会根据调查的事实得出自己的结论。根据我们掌握的证据，中共在劳教所和秘密集中营活体摘取法轮功学员器官事件的真实性是不容否认的，只是因为目前难以进入中国进行全面、独立的调查，所以了解到的活体摘取法轮功学员器官事件的规模和程度不同而已。</P>
<P>杨凯文表示，公布调查报告只是国际范围内全面调查中共活体器官摘取迫害的第一步；下一步，包括“调查真相委员会”在内的国际调查组织将要求进入中国，对全国范围内非法关押法轮功学员的劳教所、拘留所等进行全面调查。</P></font></td>
