<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>9月9日，胡锦涛访问渥太华时，加拿大总理公开提出法轮功（受迫害）问题。不到两周，又听到消息：在美国法轮功之友、联合国难民署、美国国务院、美国国会及一些非政府组织的帮助下，美国政府向沈阳法轮功学员、在第三国获得联合国难民身份的李伟勋女士提供了保护和安置，李伟勋已于9月21日平安抵达美国。</P>
<P><STRONG>* 抑恶：公开揭露和大声谴责</STRONG></P>
<P>从秘密的“双边人权会谈”到公开呼吁或给予受迫害法轮功学员直接的援助和保护，最近发生的种种现象表明，国际社会正在将反对中共残酷迫害法轮功落到实处。</P>
<P>在过去六年中，尤其是大多数西方民主国家正义的、坚定维护人权的政府官员、国会议员一直在以个人或团体形式坚持不懈的呼吁中共停止对法轮功学员的迫害。</P>
<P>例如，2004年10月4日，美国国会众议院一致通过304号决议案，表达美国国会关于中国在美国和中国对法轮功的压制所持的意见，决议要求中国政府应该立即停止在美国干涉人们行使美国宪法所保障的宗教自由和政治自由权利，包括修炼法轮功的权利；中国政府应该停止利用外交使节在美国散布歪曲法轮功本质的谎言，释放所有在押的包括法轮功修炼者在内的良心犯。</P>
<P>再如，2002年10月24日，国会议员斯考特-瑞德曾提出M236议案，要求加拿大总理克里靖向中国领导人提出释放13位与加拿大居民和公民有亲属关系的、在中国受迫害的法轮功学员。加拿大国会一致通过了这项动议。据了解，目前至少有6位在国内受过迫害的加拿大人（居民）或亲属被成功营救到加拿大。</P>
<P>这些正义的声音在六年中一浪高过一浪。但是，因为各国政府对中共恶党的本质缺乏认识，以及中共采取的利诱和威胁等手段，使得各国政府面对“制止迫害”的问题，多采取中共提出的秘密会谈的方式，谓之“双边人权会谈”。很显然，这种不公开的，没有多方参与的会谈是不成功的。</P>
<P>胡锦涛访问渥太华期间，“渥太华公民报”9日的社论称，马田应当提出正在進行的对法轮功学员的迫害。社论称，胡锦涛的出访给马田一个机会，大声、坚定、公开的谈那些具体的（人权）伤害。</P>
<P>其实，这场迫害是基于中共恶党的诋毁、谎言和仇恨宣传。谎言最怕曝光。各国政府唯有利用一切时机“大声、坚定、公开的”揭露和谴责迫害，才会真正起到对邪恶震慑的作用；同时，在对受迫害的法轮功学员表示同情和支持等道义援助之外，真正的为他们提供基本权利和生存的保障。</P>
<P><STRONG>* 扬善：道义援助和接纳保护</STRONG></P>
<P>李伟勋的案例非常典型，它至少说明了两点：第一，联合国之所以给予李伟勋难民身份，表明联合国已经认定法轮功学员在中国正遭受着迫害，基本的生存权无法在中国本土得到保障。其实所有的中国大陆的法轮功学员都面临着迫害，不过程度不同而已。第二，美国政府将李伟勋从第三国接纳到美国，一方面是对法轮功（学员）的认可和同情，另一方面，也明确的表明了美国政府对中共实施迫害的态度。</P>
<P>美国政府的作法将为国际社会提供一个可贵的先例，一方是充满利益诱惑和恐怖色彩的政权，另一方是受到伤害的民间团体。美国选择了尊重和保护人权的基本理念，并为世界各国提供了一个良好的榜样。</P>
<P>李伟勋的案例还表明，尽管有些人还因为被蒙蔽，对法轮功受到的迫害漠然置之，甚至在利益诱惑或对中共的恐惧中顺从迫害。但是，越来越多的国家、民族和政府是明辨是非的，他们不畏强权、不受诱惑；这样的趋势将越来越明朗，正的力量总是历史发展的主流。</P>
<P>任何文明国家的政府都希望自己的国家、民族在国际舞台上受到瞩目和尊重，任何国家的首脑和政治人物都希望在任职期间有所作为，在民众中赢得声誉。笔者认为，通过大声谴责和公开揭露中共的迫害行径，接纳和保护因坚持真善忍信仰而遭受迫害的法轮功学员，坚守道义、保护人类赖以生存的基本道德，是所有国家政府和政府官员造福本国人民，对自己生命负责的千秋功德。</P>
<P><STRONG>* 迫害终有尽头</STRONG></P>
<P>相信在各国政府真正明白真象后，他们将在善恶间做出正确的选择，那时，将不会再有第三国，中国以外的所有国家都会对坚持真善忍的法轮功学员伸出援助之手。没有国家会在迫害法轮功问题上同中共一致。</P>
<P>迫害之初，江氏集团同中共倾尽国力，利用各种流氓手段（江本人都跳出来向各国首脑发仇恨宣传小册子）孤立诽谤法轮功信仰团体。六年过去了，通过法轮功真象的广泛传播，世界各国都在觉醒，看到中共的邪恶，并采取各种有效的方式制止迫害。当正义和真理在人心的天平上真正发挥作用的时候，最终受到孤立的只能是中共恶党和迫害本身。黑暗终有尽头。</P></font></td>
