<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"> <P>二零零八年之初中国南方的一场百年不遇的大雪灾，官方公布的因灾直接经济损失就高达一千一百一十一亿元，灾情之重可想而知。有个词叫“分忧解愁”，就是让旁观者去切身体会别人的不幸，分担痛苦，让不幸的人体会温暖。可是，在中共媒体的宣传攻势之下，领导人视察和部队抗灾、烈士赞歌成为了媒体的主旋律。结果呢，造成了一个正好相反的奇怪现象。灾区的不幸没有大量深入的报道，千千万万身处灾区的人民的痛苦没人知道，无法被人分忧，仍在默默中承受着痛苦；而没有身在灾区的亿万人民，他们却在强烈的感受着媒体宣传带来的无限“温暖”，而且心被“感动”着。</P>
<P>大家还记得中共对伊拉克战争的报道中，多少刺痛人心的画面呈现在观众面前，让中国人民去感受战争的痛苦，去为外国人分忧解愁，可是，对于我们自己同胞的痛苦，中共却熟视无睹。偌大的雪灾，该是悲情一片，可是，中共的媒体上看到的却是一场为中共贴金的主旋律盛宴。更让人哭笑不得的是，灾民在媒体面前还表示“为党为国分忧”的决心。到底谁是遭遇不幸的人？让人都看花了眼睛。</P>
<P>自然灾害是自由社会媒体必然密集报导的事件，第一个赶到现场的往往是记者，这是老百姓最关心的话题。节目主持人在灾区第一线主持每天的节目，把受灾情况、灾民处境、政府的救援状况是否有力、后续安置状况源源不断的向全国现场报导，政府和领导人是被媒体监督的对象。而中共垄断着媒体报道，垄断着抗灾资源，垄断着对灾害发生原因的分析，垄断着灾情的发布，常常延误救灾时机，天灾变成人祸，从而造成重大损失。</P>
<P>中共对于天灾，有两个招。一是掩盖，指望瘟疫总会过去，洪水总会消退，大雪过后总会天晴。二呢，如果灾害拖得时间过长，控制不住了，中共就会从消极指望中摇身一变成为抗灾的大救星。唱起抗灾的主旋律，把坏事当作好事炒作，大玩煽情忽悠百姓。百姓的痛苦只是在“波及多少省，死亡多少百人，滞留多少万人，农作物受灾、绝收多少亿亩，森林受损多少亿亩，倒塌房屋多少万间，直接经济损失多少亿元”等等毫无情感的“统计数字”中一带而过，在中共媒体上充满煽情的主角却是领导人的身影，抗灾的宣传，这个那个恢复正常的不知道是真是假的消息。</P>
<P>中国著名学者何清涟女士所著之《中国政府如何控制媒体》的报告中有一条涉及到中共新闻传媒对中国灾难的宣传报导宗旨，“天灾人祸的报导必须受到严格监督，避免加剧公共怨恨。在不能避免（即反映无法隐瞒）的情况下进行报导时，要统一口径，着重报导政府组织救灾活动，以及在救灾活动中涌现的好人好事。不能渲染灾情，不能出现具体数字。所有有关数字必须经宣传部门审查后方予公布”。</P>
<P>中共并不是不会报道痛苦，但那是取决于政治上的需要。中共为了诋毁法轮功，为迫害寻找借口，制造了多少谎言让人“痛哭流涕”。而在真正需要把受害者的声音发出来的时候，中共和被党文化毒害的人会用各种理由来加以阻止。比如，中共领导人出访，会说领导人来访是个高兴的时刻，哪能抗议呢？中共开人大政协会议，会说那是个需要安定团结共商国事的时刻，哪能抗议呢？奥运来啦，会说那是个谁也不敢碰的民族自豪的时刻，哪能抗议呢？……那么，到底什么时候才是人民可以反映心声的时刻呢？</P>
<P>听不到民众的痛苦，如何找到痛苦的原因？找不到原因，如何解救痛苦，如何防止痛苦再次出现？一九九八年的洪水，二零零三年的萨斯，二零零八年的大雪灾，给人民造成了很大的损失，但是高唱党媒体的主旋律，压制媒体自由的中共，是不可能真正反思自己的，是不可能真正关心百姓疾苦的。天灾示警，把人民的不幸变成盛宴的中共，将会给中华民族带来多大的灾难！</P>
