<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>9月份的一次中央政治局学习会上，温家宝面对八、九两月从民间搜集到的有社会共鸣、影响严重的115条意见，说：这是值得深思反省的115条人民声音、呼吁，是对官僚、腐败的控诉和抗议，是面前随时发生爆炸危机的计时炸弹。<BR><BR><STRONG>● 温家宝哽咽不止</STRONG></P>
<P>动向杂志10月刊罗冰透露，温家宝还举出了中国每一天都在发生的各种震撼人心的统计数字：每天有二亿农村剩余劳动力，在寻找生存、工作的出路；每天有二千多万失业、待业中青年在徘徊着；每天有数以十万计的百姓生病缺钱进不了医院就医；每天有数以百万计的适龄青少年因为缺钱享受不到应有的义务基础教育；每天有数以万计的百姓，因经济贫困，企图以自杀悲剧结束人生；每天有数以万人次计的市民、农民游行、示威、集会，维护、争取应有的政治、社会、经济、教育等权利：每天有数以十万人次计的上访、信访，表达对种种不满的申诉和抗争；每天有数以十万人次计的党政干部，沉浸在声色犬马、灯红酒绿中，挥霍、侵吞人民财富；每天持续有数以百万计的国有资金、资产流失境外，流入官僚及其家属的口袋；每天有不少领导干部在说假话、说空话、做假事、混日子，图发横财……。</P>
<P>申诉信函中还列举了部分较具体的几个事例：</P>
<P>一月十二日，河北省保定地区有二万多农民、村干部，冒着严寒，在公路上等待近十个小时，拦住中纪委的车辆，高呼：“青天大人，给农民活命！”</P>
<P>五月七日，江西省萍乡矿山，一万多名矿工及家属，召开矿工自治大会，公布矿山国有企业和地方政府勾结、压榨矿工的三十条罪状。当地公安、武警拒绝干预，宁可被处罚。场面伤感激愤，高峰时人潮达十五万人。</P>
<P>六月三十日，河南省平顶山地区，三十多个乡村的八千多农民，听说有中央领导到该处考察，便跪在公路要道，拉出长达数百米的横幅，写着“农民世代，哪天能翻身，哪天能铲除官霸、地霸、税霸！”，向中央领导请愿。</P>
<P>当温家宝在政治局生活会上提到每天正在发生的上述严重问题时，热泪盈眶，哽咽不止，为避免继续发言会无法控制情绪而嚎啕起来，中间曾停顿长达五分钟。</P>
<P>这115条是今年前八个月，全国各地给中央政治局、政治局常委、总书记、总理、人大委员长的22万4450多件信函中精选出来的，这些信函中有60%是对当前政治、社会、经济、法律等现状的批评，38%是对所受的压制提出申诉。信函中有来自离休红军、“三八”式老干部、老科学家、教育家、民主党派中央、德高望重的外国专家、友人。</P>
<P>九三学社中央前主席就社会情况，对中共中央领导说：这还叫人民政府、人民共和国，还可以违心这样做人吗？在节日等日子，社会人士、团体常常邮寄书籍、诗词给地方党政领导，为的就是赠送那几句附言：“真假见分晓”、“人民公仆，还是国家败类”、“好在历史是人民写的”、“贪、捞、骗，法律是不会宽恕的”、“回头是岸”等</P>
<P>9月30日，中共将此《中央政治局在地区考察报告汇编》发至省部级党委。温说：社会上把干部、高级干部列为特权阶层、官僚资产阶层，和广大人民群众在政治地位、经济权益上对立。最可怕的是不少干部不是竭力减少和避免这种对立，而是欣然接受这「对立地位」。</P>
<P><STRONG>● 为何官民之间越来越对立</STRONG></P>
<P>下面有几则消息可以说明，中共政权统治下，为何官民之间越来越对立。</P>
<P>罗干阿根廷现金买矿山</P>
<P>中共政治局常委、政法委书记罗干前不久去阿根廷进行“国事”访问时，居然脱队去进行私人投资，准备现金购买矿山，以便逃亡时依然富足。据透露，阿根廷要求现金交易，所以除了逃到阿根廷替罗打前站的贪官污吏事先为他存的巨款外，罗的专机上带了数十箱外汇现金。</P>
<P>沪高官年医药费12亿元</P>
<P>上海现职省部级干部，在沪「休息」、「离退休」省部级或以上干部，有三百二十二人，每年公费保健、医疗费高达十二亿元，仅「补品」就值三亿五千万元。而享有公费或社保医疗的市民，年人均仅三百二十八元。</P>
<P>副省长一晚小费挥霍27万 </P>
<P>南方一个省的副省长到俱乐部寻欢作乐，一个晚上，换了十多名女舞伴，每名女舞伴被打赏小费一万元至十万元。他一个晚上仅小费就挥霍了27万元。</P>
<P>中华大地上「90秒有一人自杀」 </P>
<P>因贫困、情感、生病无钱就医等原因，造成每90秒就有一个大陆人自杀。年自杀身亡达34万7千多人，其中农民占87%，以甘肃、贵州、宁夏、陕西、云南、江西等省列前六名。</P>
<P>青年自杀年破60万人次</P>
<P>城市、农村青年自杀率不断上升，平均月达五万人次，其中中学生占三万人次。自杀原因：「空虚」、「失落」「无钱」、「感情」。</P>
<P>贪污20万不「特赦」不行 </P>
<P>过去规定贪污收贿10万元最高刑罚可以判死刑。广东省委、省政府、省纪委，在国庆前夕，给中央打报告，要求将贪污收贿金额在20万元以下，能主动交代者，一律免于法律追究。原因是广东省公职人员贪污、收贿20万元者太多、都立案，收贿的还没枪毙，司法部门官员恐超负荷工作而猝死。</P>
<P>温家宝指：按目前局势发展，离构建和谐社会不是近了，而是远了，距离扩大了，时光要倒流了。</P>
<P>什么是时光倒流？那不就是中国将回到没有中共邪党的时代吗？！<BR></P></font></td>
