<p style="text-indent: 22pt; line-height: 200%"><font color="#333333">中共五中全会10月8日至11日在北京京西宾馆闭门举行了四天后，新华社发出《新闻公报》只字未提中共高层的人事异动问题。 外界评论，中共的政治体制就是一个“被设计好的黑匣子”，共产党不仅剥夺了人民的选举权，连知情权也剥夺了。<BR> <BR>据报导，胡锦涛原打算调派中共辽宁省委书记李克强进入中央政治局、取代江派人马、现任中共中央办公厅主任王刚；调派手下爱将、53岁的统战部长刘延东出任上海市委书记，取代江的亲信陈良宇。据报，上海市委、市委书记陈良宇跟中央不合拍，公开抵制胡温的宏观调控政策。 <BR> <BR>外界分析，这次胡锦涛提携李克强、刘延东的计划可能受挫。但不排除陈良宇、王刚及李克强等人的职位异动，仍有可能通过中央组织部下达。 <BR> <BR>五中全会闭幕当天，中共中央机关报“人民日报”显著刊载一篇批判 “衙内现象”的文章，指一些当权者，特别是部份高官，通过让子女经商办公司，再以自己的权力施加影响，帮助子女大肆捞钱，实现“权力变现”。 <BR> <BR>值得注意的是，此文早在9月28日就出现在“人民网”上，当时只当成一般“网友投书”处理。而五中全会闭幕当天，刊登于“人民日版”九版（党建周刊版）头条。文章刊出后，大陆各主要新闻网站先后转载。 <BR> <BR>分析人士认为，该文暗批江泽民之子江绵恒又官又商，是胡派对对江的公开反击。 <BR> <BR>据路透社日前报导，江泽民已经推出53岁的长子江绵恒作为上海副市长候选人，江绵恒最快明年初有机会出任新职。 <BR> <BR>目前江绵恒担任中国科学院副院长，同时担任中国网络通信有限公司（CNC）、上海汽车工业（集团）公司、上海机场集团公司等董事会成员。 在江泽民权力的保护下，江绵恒把手伸到了许多地方，特别是被认为是新技术的行业，如电讯、光导、芯片、航空工业。中国网通已经是中国第三大电讯公司，而周正毅非法圈地案查不下去，主要是因为与江绵恒有关。 <BR> <BR>今年8月起江绵恒还身兼中科院上海分院院长。若干分析家认为，此举显示江泽民希望儿子深入扎根上海地盘，以免落入胡锦涛人马手中。 <BR> <BR>有学者认为，中共统治就是黑箱作业，所谓人事问题就是权力斗争和权力分赃。但是越来越多的人民开始觉醒，并进行维权抗争。 去年中国发生74，000起民众抗议事件，这个数字就是一个明显例证。<BR> <BR>宾夕法尼亚州大学历史系教授林蔚10月11日在华盛顿邮报发表文章指出，共产党在中国的统治难以长久维持，早晚会出现由人民力量决定领导人，外界应有所准备。</font></td>
