<p style="text-indent: 22pt; line-height: 200%"><font color="#333333">北京可靠消息称，已被免去辽宁省委书记一职的李克强，将升任中共中央办公厅主任，成为胡锦涛时代新的“大内总管”，这是胡锦涛掌权三年后才正式将中共最高层的运作中心，掌管“九门提督”的要职从江派旧部手中夺回，这也是为“十七大”权力变更做准备。
<P>据前哨杂志报导，尽管胡锦涛在去年12月对省市党政领导做了大的变动。如调任了李克强任中共辽宁省委书记；郭金龙任安徽省委书记；刘鹏出任国家体育总局局长，王太华任广电总局局长，以巩固自己的权力，同时为“十七大”新的政治局人选提供团派接班人，但在政治局常委、政治局委员中，还是江泽民的旧部居多。最大的问题是，掌握中共中央办公厅主任要职的，仍是江泽民的旧人王刚。</P>
<P><STRONG>王刚是江派人马</STRONG></P>
<P>中共中央办公厅是中共最高层运作的中心，更是掌控中央警卫团这个关系中共最高领导人安全的“九门提督”。所以历来的中办主任，都是由最高领导者最信任的人来担任。</P>
<P>今年8月30日上午，辽宁省委召开全省领导干部会议，中央组织部副部长李建华宣布中央决定：李春城将接替李克强任辽宁省委委员、常委、书记，而李克强另有任用。</P>
<P>在中共官场，“另有任用”就是被调职或者降职的信号。但在胡锦涛上台后不到三年的时间，李克强已三次接到过“另有任用”的通知了。第一次是胡锦涛接任总书记后的一个月，其发布的第一个任命，就是李克强由河南省长升任省委书记。由于河南省不断发生煤矿爆炸又有爱滋病村事件，搞得李克强不得安宁。为了不使李克强因为这些地方性事务“中箭落马”，两年后，胡锦涛把他调到东北的工业大省辽宁任省委书记。从这些安排中，可见胡锦涛对李克强关爱有加。</P>
<P><STRONG>胡锦涛的“莫逆之交”</STRONG></P>
<P>现年50岁的李克强出生于安徽定远县的一个干部家庭，77年高考进入北京大学法律系，不久担任学生会主席，毕业后留校担任北京大学团委书记，并担任全国学联秘书长，随后与胡锦涛同时进入团中央工作。</P>
<P>当时胡锦涛任团中央常务书记，正是李克强的顶头上司。李克强的办事能力、文字能力与口才，都颇受胡锦涛赞赏。据说当年李克强有两件事办得很好，让胡锦涛很满意；一是胡锦涛很在意与中共元老们的联系与交流。李克强就利用主管学校部工作的方便，经常请陈云、李先念、邓颖超、彭真等元老到学校为学生讲革命历史，同时经常去看望这些元老。为此，使胡锦涛与这些中共元老接上了关系。</P>
<P>二是一九八三年八月协助胡锦涛筹办全国青联第六次大会。当时中国大陆正在拨乱反正时期，各种思潮此起彼伏。但青联六大并没有发生与中央脱轨的现象。大会结束后，胡锦涛当选为全国青联主席。三个月后，在胡锦涛的提名下，李克强升任团中央候补书记。</P>
<P>升任团中央候补书记后，李克强的办公室刚好搬到了胡锦涛的隔壁。平时有事情，都会走到胡锦涛的办公室去报告。一来二往，加上是安徽同乡，两人又是哲学、文学、政治、经济等方面的爱好者，可以谈的共同话题很多，两人很快就成为无话不谈的莫逆之交了，连吃饭时也经常见到他俩在一起。</P>
<P>一九八五年七月胡锦涛升任贵州省委书记，临走时他向中央推荐李克强为团中央书记候选人。果然四个月后，李克强在共青团第十一届四次会议上当选为共青团中央书记处书记。</P>
<P><STRONG>胡锦涛生病李克强陪聊天</STRONG></P>
<P>一九九0年七月，胡锦涛在陪同江泽民视察西藏后不久，因为不适应西藏的高原气候，心脏病发作，被迫回到北京休息养病。在胡锦涛治病的一年多里，李克强经常去看望胡锦涛，与胡锦涛谈论国内外大事，成为胡锦涛的病中好伙伴。</P>
<P>外界评论说，以李克强与胡锦涛私交之深，胡锦涛当总书记后，怎样重用李都不会令人觉得奇怪。</P></font></td>
