<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>五中全会前夕，军方两次上书中央，对权、钱提出更高的要求，并向“党指挥枪”的原则挑战。</P>
<P><STRONG>七名军委委员上书要求提高军备和待遇</STRONG></P>
<P>“八一”前夕，中央军委委员梁光烈、李继耐、廖锡龙、陈炳德、乔清晨、张定发、靖志远等七人联名向中央军委提出《军事国防建设发展工作的意见和建议》，主要内容有：（一）加速军队现代化建设步伐。（二）推进中国军事结构变革，建设信息化军队。（三）研制、发展、部署高新技术武器。（四）遏制戢争、捍卫国家主权和领土完整的戢略部署。（据知，所谓“战略部署”，指的是江泽民掌握军权时，在一九八九年部署的“一线反侵略防卫系统工程”，分三个阶段建设：第一阶段工程，已在二００三年完成；第二阶段工程至二００七年；第三阶段工程，至二０一一年底。整个防卫系统工程建设十四年，开支预计三千五百亿元。第一阶段工程预算是一千亿元，但超支达三百五十七亿元）。（五）提高、改善军事人员、军事科研人员待遇和福利。（六）保障全军在战争爆发时期的军需装备供给。</P>
<P><STRONG>二十二名将军联署挑战“党指挥枪”</STRONG></P>
<P>在中央军委第十次扩大会议上，四总三军二十二名将军又在前述七人上书的基础上联名提出新的“建议”，其中包含向中共传统“党指挥枪”的原则挑战的内容：（一）大军区、省军区、警备区党委书记由本军区、警备区政委担任，有利于军队党委的领导，有利于军队班子的指挥和战斗力，有利于军队工作展开，有利于军队管理。(二)大军区、省军区、警备区司令员、政委，参加所在地区党委班子，任副书记、常委。在和平时期，有利于党政军团结、地方建设工作。在战争时期或非正常时期，有利于军队履行使命、执行任务。</P>
<P>这个“建议”特别提出：军队建立党组织制本身，已体现党的领导和组织架构，没有必要由地方党委书记兼军区、警备区党委书记，造成军队和地方党委、政府间的关系，长期处于互不服气的局面。（据知，地方兼军区、警备区党委书记，一年到军区、警备区例行三次：一次是年终总结的党委会议；一次是“八一”参加庆典；再一次是军委主席、副主席到军区视察时要陪同。）</P>
<P><STRONG>除了要更大的权还要更多的钱</STRONG></P>
<P>二十二名将军还提出要求，分阶段地把国防开支，由占ＧＤＰ的百分之一点七，提升到百分之三到百分之四点五。如以官方公开公布的二００五年经费为二千一百亿，即提升到三千八百亿至五千四百亿，和世界上主要国家的国防开支占本地生产总值的比重要看齐，对我国面临美国霸权主义军事讹诈、日本军国主义势力军事挑战，有所准备。</P>
<P>他们还提出，要求较大幅度提高军事人员、军事科研人员、转业复员军人的政治地位、经济待遇。（军方现有一千三百多名军、师级高级军官待转业安排，其中的难题是，按过往军队转业到地方党政部门，要降一级使用，军方对此抗拒，有的地方党委对转业的将军也产生抗拒。除了工作上的合作，还有中央有指令，要安排在组织、政治、检委、保卫等重要部门，而以上这些部门又是地方党委安插亲信、嫡系的优、肥岗位。）</P>
<P><STRONG>胡锦涛的答覆</STRONG></P>
<P>胡锦涛在中央军委会议上提出：随着社会市场经济的变化，党政、国家机关公职人员待遇的提升，社会道德、风气变化的影响，侵蚀到了军队，这已经是严峻课题，军队在变质，怎么办？</P>
<P>江泽民时代曾提出口号“打得赢，不变质”，但事实上已经在变质。</P>
<P>胡锦涛就将军们要权、要钱、加军费的诉求，作了以下回答：任何时期都要维护军心的稳定，这是首要的工作；要切实解决好军队转业、复员的安置，要调整军事干部转业到地方的级别政策；随着国民经济的增长、国际环境的变化，要提高军费；军队、军事单位的组织架构不能改变；地方党委、政府，要对军区、驻军提供实际的帮助和支持。</P>
<P>显然，胡锦涛的答覆，在关键处对将军们说了“不”。但是这一“风波”并未结束，军方的动向值得注意。</P>
