<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>迄今，中共从未停止过镇压民众，还强词夺理地自我辩护说，是为了"维持国家稳定"。有人受了愚弄，也以为，中国这么大，人口这么多，不镇压，怎么维持？竟认定："不镇压，就会乱。"</P>
<P> 让我们回顾鲧和禹治水的典故。古时，水灾频仍。尧帝任用鲧治水，鲧用拦截和堵塞之法，治水九年，毫无功效，水厄依旧。舜帝继位，任用禹治水，禹用疏导之法，劈山凿壁，让洪水宣泄，水患终于平息。</P>
<P>人们常把民意比喻为水，称"水可载舟，亦可覆舟。" 治水有两种办法，治国也有两种办法。文明国家，任民意抒发，集思广益，总体而言，国泰民安，国富民强；中共独断专行，压制民意，封锁信息，积累天怒人怨，酿造社会冲突。人们因于恐惧，敢怒而不敢言，而一旦爆发，则如洪水滔天。</P>
<P>领导人的本事，岂在于镇压？真正有智慧有能力的领导人，靠竞选上台，依监督执政；在丛丛考验下，重德修身，励精图治。既能广开言路，又能维护社会安定；既能发展经济，又能焕新政治。只有无德无能的统治者，才既贪恋权利，又惧怕民意，而张牙舞爪，作势吓人。</P></font></td>
