<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>十一月初， 48个非洲国家的首脑或代表齐聚北京，举行“中非合作论坛”峰会，会上，中共方面甩出一连串“大手笔”：减免非洲国家所欠中国债务100亿美元；签订14项经贸合同、涉及资金19亿美元；许诺未来三年，对非洲援助倍增，提供50亿美元优惠贷款，设立50亿美元基金，鼓动中国企业投资非洲。</P>
<P>中共的派头，显得像一个暴发户。中国经济连年膨胀，成为中共大手大脚的来源；中国外汇储备突破1万亿美元，超过日本，成为世界第一大外汇储备国，使它更有理由在非洲穷兄弟面前，大肆炫耀，大摆排场。北京大把撒钱，非洲国家自然对它说尽好话，中共为此挣足了面子。</P>
<P>然而，许多中国民众，本身生计维艰。仅举进城打工的农民工，他们超时劳作，出卖苦力，却受尽歧视；同工不同酬，看不起病，付不起学费；当牛做马，却常常连工资都拿不到手；全国农民工被拖欠的工资，高达千亿人民币（只要收回非洲债务，就足以偿清对所有中国农民工的欠薪）。为了讨要工资，他们中，有的以自杀相逼，有的被保安毒打，有的遭黑道追杀，以至付出生命代价。</P>
<P>中共腰包鼓胀起来，却无意将财力物力都用于国计民生。仅为支撑朝鲜金正日政权，就用去中国外援粮食的90%。如今又大举援助非洲，究竟意欲何为？</P>
<P>经贸方面，中非贸易激增，到今年底，双边贸易额将达到500亿美元。与中国对美欧日等保持的巨额贸易顺差相反，中国对非洲的贸易，竟为逆差。这是中方故意让利的结果。</P>
<P>政治方面，非洲国家成为中共在联合国的主要帮办，可以对抗以美国为首的民主阵营，足以封杀联合国任何不利于中共的议案，比如，谴责中共迫害人权的议案。借助于非洲国家，中共对台湾的围堵更是水泄不通，随时做到“赶尽杀绝”。</P>
<P>中共对非洲的全方位渗透和深入，使其在非洲的影响力，与日俱增，已经紧追美国和法国，位居第三。然而，中共与非洲走近，引发世界性的不安，被指为“新殖民主义”。中共对此拒不承认，辩称“殖民主义这顶帽子，永远扣不到中国头上。”然而，为了与文明国家争夺非洲，中共不择手段，以“不干涉内政”为幌子，纵容非洲国家的独裁与腐败，已是不争的事实。</P>
<P>中共援非，号称“没有附加条件”。世界银行等国际机构抱怨，中共的做法，抵消了国际社会对非洲以经贸促政改、以经援换人权的努力。中共不仅对非洲国家政府滥权腐败和践踏人权的劣迹视若无睹，而且将中共官场腐败和残害异己的模式，向非洲推广、拓展，致使非洲日渐“中国化”。从意识形态上而言，这正是对非洲的另类“殖民化”。</P>
<P>在津巴布韦，穆加贝大开历史倒车，使该国在获得短暂民主后，重新回到黑暗的专制时代；在苏丹，军政府对少数民族大开杀戒，三十万人惨遭屠戮。所有类似事件的背后，几乎都有中共的影子。就连苏丹军政府屠杀民众的武器，都直接来源于北京的输送。</P>
<P>中共在非洲，逆世界潮流而动，自有其逻辑。中共御用文人公开提出：“要有向躲雨棚扔石头的能力。”直意是，你不让我进你们的躲雨篷，我就向躲雨篷扔石头。针对国际政治，那便是：如果你们（美国和西方）不认同我（中共），我就处处坏你们的事。为了贯彻这一阴暗的流氓理论，御用文人欲盖弥彰道：“这样的话不应该由政府来讲，而应该由民间学者来告诉外国人。”</P>
<P>由此，我们不难理解中共伸向非洲的野心。那便是，纠集非洲国家，组成灰色阵营，与美国抗衡，与文明世界为敌。迫使美国和文明世界承认中共在国际上的强权地位，进而对中共的独裁和暴政保持缄默。</P>
<P>如此，或极权，或迫害，或腐败，中共便可以在国内随心所欲，死守该党既得利益，将一党专制进行到底。从慷慨援助非洲，到维持自身独裁，兜了一个天大的圈子。中共用心，可谓良苦！</P></font></td>
