<p style="text-indent: 22pt; line-height: 200%"><font color="#333333">中国近几年来快速成为人体器官移植大国，但同时却一直回避器官的来源问题，从而引起国际社会对器官来源合法性问题的质疑。在国际社会的强大压力下，象二零零三年萨斯病（非典）期间一样，中共卫生部在非法器官移植问题上，又自己打自己的嘴巴，不得不承认存在非法器官移植的问题，但与此同时却极力掩盖其中的关键性问题。十一月十四日在广州召开的全国器官移植应用技术大会上，卫生部副部长黄洁夫承认说国内大多数（移植）的器官来自被执行的死囚犯，但是同时耍花招，想转移人们的注意力，把责任推给“黑心医生”，把犯罪行为归为手术医生，以试图掩盖三个关键性的问题。
<p><strong>一、政府主导非法器官移植</strong></p>
<p>第一个花招是“丢车保帅”，把责任推给“黑心医生”，说和政府无关，即用“黑心医生”作为替罪羊，为中共推卸责任，来掩盖中共用国家政府的名义所犯下的罪行。</p>
<p>国际社会知道，一些死囚的器官是医生在专用的“死刑执行车”上非法摘取的。这种车方便器官摘取，并且有警察（武警）保护。“黑心医生”能够调动使用这样的方便设备和警力保护，并且在相关的操作中一路顺风，这表明根本不是“黑心医生”的个人行为，而是“黑心医生”后面有强势的黑后台，形成了一个非法摘取器官的系统。这个黑后台是真正的罪魁祸首，“黑心医生”也只是黑后台的工具而已。</p>
<p>位于沈阳的中国国际移植网络支援中心在其网站上就曾公开说：“能完成如此数量的移植手术，是与中国政府的支持分不开的。中国政府最高人民法院、最高人民检察院、公安部、司法部、卫生部以及民政部于1984年10月9日联合颁布有关法律，确立提供脏器是一项政府支持行为。这可谓世界绝无仅有。……”天津东方器官移植中心的网站曾同样声明：“……器官移植手术数量如此之多，这全归功于政府的支持。”黑心医生不敢把功劳窃为己有，把最大的功劳归为政府，政府一直也当之无愧地接受着。</p>
<p>上面提到的这个“有关法律”，是在一九八四年十月九日，由最高人民法院、最高人民检察院、公安部、司法部、卫生部、民政部发布的《关于利用死刑罪犯尸体或器官的暂时规定》，这个规定的第四条这样写道：“利用死刑罪犯尸体或尸体器官要严格保密，注意影响，一般应在利用单位内部进行。确有必要时，经执行死刑的人民法院同意，可以允许卫生部门的手术车开到刑场摘取器官，但不得使用有卫生部门标志的车辆，不准穿白大衣。摘取手术未完成时，不得解除刑场警戒。”</p>
<p>这个“暂时规定”是基于早在六十年代中央军委发布的一项秘密文件而制定的，是黑心医生的法律保障。显而易见，中共政权是黑心医生的黑后台，没有这个黑后台，黑心医生哪能够长期在警力的保护下非法盗取“死刑犯”的器官呢？！黑心医生所做的，正是在政府的支持和保护下进行的。</p>
<p>中共当局无视事实，想极力掩盖中共这个黑后台的国家犯罪行为。“黑心医生”只是中共政权非法摘取器官的工具而已。中国在这几年快速成为活体器官移植的大国，自然有这些“黑心医生”的“一份功劳”，而政府在后面黑吃黑，坐收黑利。</p>
<p>“黑心医生”之所以黑，是因为中共的黑政策把他们变黑了，“党”是黑心的根源。现在把“黑心医生”作为替罪羊抛了出来，更显“党”的冷血。文革后，一些公安警察被作为迫害老干部的替罪羊，被秘密处死。现在，共产党又想卸磨杀驴，这对这些“黑心医生”来说自然不是什么好事。</p>
<p><strong>二、非法活体摘取法轮功学员的器官</strong></p>
<p>一九九九年七月以来，中共江泽民、罗干集团以权代法，全面迫害法轮功。法轮功学员仅仅因为信仰“真善忍”而被中共打为“阶级敌人”，遭受到最严厉的打击。大概从二零零零年开始，中共就有组织地大规模非法活体摘取法轮功学员的器官，使得中国快速成为国际器官移植中心，用无辜民众的生命赚了黑财。</p>
<p>二零零六年七月六日，加拿大外交部前亚太司司长大卫•乔高（David Kilgour）和著名人权律师大卫•梅特斯（David Matas）完成了一项针对活体摘取法轮功学员器官指控的独立调查报告。他们得出结论：“根据我们目前所掌握的情况，我们得出了非常令人遗憾的结论，即指控是真实的。我们相信，大规模的、违背意愿的、对法轮功修炼者的器官掠取一直存在，而且现在仍然在继续着。”这个报告在国际社会引起了巨大的反响，其中指出的事实正是中共想极力掩盖的。</p>
<p>中共摘取死囚犯的器官从二十世纪七十年代就开始了，到九十年代就是公开的秘密，在国际社会广为人知。中共高调承认这个公开的秘密，使“金蝉脱壳”的花招，两害相比取其轻，试图用“被执行的死囚犯”来掩盖活体摘取法轮功学员的器官，这是做不到的。</p>
<p><strong>三、军队在非法器官移植中起重要作用</strong></p>
<p>中国的非法器官移植的管理机构是军队，军队、武警医院自成体系，做的非法器官移植数量庞大，这些医院不归国务院下属的中国卫生部管，而是归中央军委直属的总后勤部管理。中共军队在活体摘取法轮功学员器官中起关键性的作用，在非法器官交易中获得丰厚的黑利，卫生部出面“坦诚”，虚晃了一枪，想来分散人们对中共军队在非法器官移植中所扮演角色的注意力。</p>
<p>由此可见，卫生部副部长在“坦诚”的同时，想耍更大的花招来掩盖中共在迫害法轮功中所犯下的“这个星球上前所未有的罪恶”，这种自欺欺人的手法，经不住分析，骗不了人们，倒让更多人看清“黑心党”的真面目。正因为中共一贯耍流氓，欺骗各界，所以更需要国际调查团进入中国进行实地调查，以获取事实真相。</p>
