<P>2006年7月20日，在法轮功学员遭中共迫害整整七年的这一天，美国国会人权小组在众议院瑞本办公大楼专门举办有关法轮功问题的简报会，特别邀请三位法轮功学员及一位国际特赦代表在会上作证，陈述中共在过去七年里对法轮功的迫害，并探讨结束迫害的途经。人权委员会还特别向法轮功学员谘询有关美国国会如何提供帮助的具体建议。 </P>
<P>简报会由国会人权小组主任汉斯．霍格利弗（Hans Hogrefe）主持，会议以听证会的形式，邀请法轮功发言人张而平、“赴中国大陆全面调查法轮功受迫害真相委员会”（简称“调查真相委员会”）发言人张雪蓉博士、被中共关押迫害三年的美国公民李祥春及国际特赦组织亚太部主任库马（Kumar）作证。 </P>

<P><STRONG>法轮功遭中共迫害的原因</STRONG></P>
<P>据法轮功发言人张而平介绍说，在镇压之前，法轮功在中国已经广为人知。从1992年5月开始传出，到1999年7月镇压开始，法轮功广受中国民众的欢迎。中国政府很快认识到这一功法的健身和提升道德的好处，给创始李洪志先生颁发褒奖。实际上，许多政府机构，包括中国驻纽约总领事馆也曾积极推广这一功法。1999年2月，美国新闻和世界报告的一篇文章引述中国体委一位官员的话“法轮功和其它气功可以使每人每年节省1000元医药费，如果一亿人炼功，每年会节省1000亿元医疗费。 </P>
<P>张而平说，一切从1998年中国政府调查后开始发生改变，调查显示，有七千万至一亿中国人修炼法轮功，数量超过了共产党员的人数。中共党魁江泽民担心法轮功的普及对自己的权力构成威胁，于是下令铲除法轮功。这就是为什么法轮功在中国被取缔的一个主要原因。 </P>
<P>中共迫害法轮功的另一个原因是，除了炼功之外，法轮功还有和共产主义完全不同的道德准则---就是“真、善、忍”。如果为数众多的中国人开始信仰法轮功，这就意味着传统中国文化的重现，如果人们都相信传统价值观，他们就不可能继续相信共产主义。 </P>
<P><STRONG>迫害继续至今</STRONG></P>
<P>法轮功发言人张而平说，“今天是个特殊的日子。七年前的今天，中共政权发起了这场对法轮功的残酷、系统性迫害。两年前，我也是在这里，向国会人权小组介绍了当时法轮功在中国的情况。遗憾的是，如今两年过去了，我几乎没有听到什么好的消息，这场残酷的迫害仍在继续，有些方面甚至愈演愈烈。” </P>
<P>国际特赦组织亚太部主任库马（Kumar）作证说，国际特赦非常关注非暴力的法轮功学员自从1999年以来所遭受的迫害。这种状况令人担忧。尽管国际特赦已经要求中共当局停止迫害法轮，释放因非暴力的信仰被监禁的法轮功学员，令他们惊讶的是，中共当局却没有采取任何行动，仍在继续抓捕、迫害法轮功学员，有的被关进精神病院。一些法轮功的家人也遭到恐吓和虐待。 </P>
<P>美国公民李祥春因反迫害而遭受中共非法监禁三年，他以自己的亲身经历，讲述了中共对法轮功学员的酷刑迫害和精神摧残。</P>

<P><STRONG>国会寻求建议</STRONG></P>
<P>国会人权小组主任汉斯．霍格利弗在会议上特别向法轮功学员寻问有关美国国会如何提供帮助的具体建议。 </P>
<P>张而平表示，希望和美国国会合作，具体采取的措施包括释放所有在中国被扣留和监禁的法轮功学员；帮助那些因载监狱恶劣的条件下遭受虐待、需要到海外医治的被关押的法轮功学员；帮助把那些因这场迫害而沦为孤儿的孩子带到美国；确认那些参与践踏人权的中国官员，禁止他们（尤其是610办公室成员）进入美国；利用一切机会和国会现有的设施，调查和制止中共对法轮功学员的暴行，包括活体摘取法轮功学员器官。 </P>
<P><STRONG>结束迫害的两个有力途经</STRONG></P>
<P>“调查真相委员会”发言人张雪蓉博士介绍了结束中共迫害法轮功的两个行之有效的途经。这两个项目目前已在进行之中。 </P>
<P>一个是突破中共政权的信息封锁，保障中国和世界网络信息的自由流通。另一个由法轮大法学会和明慧网联合发起成立的“调查真相委员会”，全面调查中国所有关押迫害法轮功学员的劳教所、监狱、医院和相关设施。 </P>

<P>张雪蓉说，“有一批从事科学技术研究的法轮功学员七年前开发了‘中国和世界的网络信息自由’项目，不仅把未经过滤的信息传播到中国，也把中国内部的信息带给外部的世界。现在中国大陆3000万互联网用户每天可以安全的、不受限制的浏览美国之音、自由亚洲等所有被中共封锁的网站。信息的自由流通将使中共抵毁法轮功的伎俩失效，使中共政权滋养的种族灭绝行径失效。 </P>
<P>张雪蓉说，今年四月成立的“调查真相委员会”的使命是与国际组织、政府机构、媒体组成联合调查团，进入中国进行独立、直接、不受干涉的调查，以收集证据，彻底查明中共迫害法轮功的真相，结束已持续七年的残酷迫害。</P>
<P>张雪蓉说，目前来自香港、北美、澳洲和欧洲的许多政府官员、律师、记者等纷纷加入调查团，令我们很受鼓舞。 </P>
<P>张而平说，在过去的七年里，全世界见证了法轮功学员和平抗暴之举。当面对人类遭受这样的迫害，我们每个人都在面临考验。历史对我们的评判不只是看我们做了什么，同时还要看我们有能力做却没做的。当我们目睹邪恶，我们是选择视而不见、任其存在，还是曝光邪恶，扶持正义？为了世上的每个人，希望我们都能做出正确的选择。 <BR></P></font></td>
