<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>中共公安系统投巨资用于封锁网络，过滤信息，并称之为“金盾工程”北美网路技术专家表示，一些中国专家开发的突破网路封锁工具现在技术日益高超，可以使网民加密和匿名浏览，保障大陆网民的安全。</P>
<P>据了解自从2003年中共启动“金盾工程”以来，公安部门已经把中国96%的人口讯息输入到数据库中， “金盾工程”投资金额2004年为25.3亿元，2005年为24.7亿元，预定 2007年底全部完工。</P>
<P><STRONG>以下是突破网路封锁技术专家李渊博士的专访：</STRONG></P>
<P>中共金盾工程，是网路过滤来监视网路，实际上就是网路封锁，但是它对外的说法是网路安全，把网路警察还有警察在网路的管理加了进去，它把整个中共的一些警察系统，比方说哪里发生情况，然后警察会适时得到一个信息，对他抓人非常方便。整个警察系统是联网的，由金盾工程操作的，作为一个重要的项目在做，中共投资很大的财力、人力在里头。</P>
<P>它做这个东西的目的是因为中国本身就像一个定时炸弹一样非常不稳定，比如说中国各地的示威，它叫暴乱，就这个暴乱它已经到这种中共无法控制的地步。民间对中共当局政治控制的抱怨，它已经无法压制了。所以他利用各种办法来将它控制的东西，所以金盾工程它原来主要是作为一种限制国外信息的传播，从这样一个目的慢慢变成一种无形的控制国外的信息，而且要控制国内的网民和一般老百姓。</P>
<P>突破网路的封锁当然第一个目的是要把自由信息传给中国大陆的网民，这个事实上已经做得很好，已经做到了。比如说最近动态网有一个新的发明非常好，不用那些软件，就用一般的网址也可以去收看境外的节目，这样对境外媒体传播真相也非常有利。后有像“世界通”这样的软件，可以到网路世界去看电视节目。</P>
<P>其实突破网路封锁它远远超出一般人理解的突破网路封锁，比如说我们也在做一些安全通讯的工具，这个通讯工具在中国的网路空间使用以后，他不仅能看到国外的信息，也是一种安全的联系的一种方式。</P>
<P>我认识的这些突破网路封锁技术专家朋友都是从中国大陆出来的一些学者，像是从中国科技大学、清华大学、北京大学、复旦大学这样的一些当年的高材生。他们来到美国以后，发现这样一个自由的环境，看到美国自由、人权的理念，美国的公民包括生活在美国的人是怎么生活的；他回过头来看大陆，发现大陆真是一个非常封闭的气氛、非常不幸的气氛，所以他们立志把这个自由信息传回中国大陆。所以很多人事实上他们愿意免费做一点事情，他们是真正的为大陆的中国人给他们益处来做一点事情。</P>
<P>突破网路封锁的工具，在中国是非常广泛的被使用。我们知道的有媒体记者、学者、学生、教师…非常广泛，比如说有一些国内、国外的记者跟我讲，我们要知道国外信息的话，都要使用这种工具。大家如果报导一点中共的消息的话，它必须要参考国外怎么样的，因为好多人知道中共封锁的消息都是国外报导出来的。</P>
<P>从国外回到国内做教授或做研究的学者，他们回国以前都会问我，“你有什么软件啊，我们回国以后，连‘谷歌’都上不去、都被改掉了，我们怎么办？”他们会带些破网软件回去。</P>
<P>那在中国学生这圈子里，突破网路封锁基本上是家喻户晓的，虽然中国控制的很厉害，他们都知道。我有一个朋友住到国内以后，他一个学生告诉他主动的向我朋友介绍这个软件是怎么开发的，这是非常好的，然后需求也非常大。他们希望这种软件技术非常好用，能确保上网安全。</P>
<P>它的保护作用呢，藉这种突破网路封锁工具他是把用户所有上网信息加密，加密了之后，通过国外的服务器作为中介，把信息传过去。所以从中国的互联网角度来看，他看不见用户在干什么，在发什么信息；而且这突破网路封锁工具，把网上这些信息不仅加密而且把它变化，从中国网站来讲，他的真实IP地址是被保护起来的。</P>
<P>那另外从国外这些网站来讲，比如说中国的网民通过这些工具，去看外国一个网站，比如说中国控制的网站，他看见这网站的管理者，IP的地址它是做突破封锁工具的地址，所以换句话说，中国网民的身份是被隐去的，这种东西一般都是匿名浏览，所以突破网路封锁有几个功能：一个是加密，另一个是匿名浏览，从这两方面它就保住了网民的安全。<BR></P></font></td>
