<P>大赦国际敦促全球会员立即将法轮功学员卜东伟纳入其「写信行动」（Write A-Thon Action），对于列入「写信行动」的案例，全球将会有一百五十个国家和地区的二百二十万名大赦国际会员积极行动，致信中国政府要求停止迫害法轮功学员。目前大赦国际的几十家全球分部均转发了总部的这一公告。
<P>卜东伟原是美国亚洲基金会北京办事处的工作人员，因坚持信仰法轮功未经任何法律程序被非法劳教二年半，这是卜东伟第二次被非法劳教，二零零零年时他因呼吁政府重审对<SPAN class=popup title="'法轮大法，也称法轮功，是1992年5月由李洪志先生传出的佛家上乘修炼大法，以宇宙最高特性“真善忍”为根本指导，按照宇宙的演化原理而修炼。经亿万人的修炼实践证明，法轮大法是大法大道，在把真正修炼的人带到高层次的同时，对稳定社会、提高人们的身体素质和道德水准，也起到了不可估量的正面作用。'">法轮功</SPAN>的镇压而被劳教一年。大赦国际在报告中还提到：二零零八奥运前，北京警方滥用劳教制度进行所谓「清理」城市。
<P>卜东伟的妻子娄宏伟女士谈到，卜东伟是一个非常老实本份、单纯善良的人，也就是在当今的中国，这样的人会因为坚持信仰「真、善、忍」而获罪，否则像卜东伟这样的人是绝对不会有机会跟劳教所、监狱这种地方联系到一起的。
<P>对于大赦国际第二次呼吁全球营救卜东伟，娄女士表示十分感谢和欣慰。她谈到，其实卜东伟刚被抓时，她还想在国内通过法律途径解决这件事。因为觉的在首都北京，又马上要办奥运会了，怎么也得讲点法律吧？但每次跟国内联系后，让她一次次的走到绝望的边缘。她决定向国际社会求助，大赦国际是她求助的国际机构之一。
<P>此外，联合国也将卜东伟列为了紧急营救案例。欧洲议会全体通过了对《欧洲与中国》报告的修正案，其中也提出要求中国当局释放卜东伟。德国外交部、美国的一些国会议员、非政府组织表示过支持和帮助。
<P>娄女士说，「我知道还有很多和我一样也在经受同样不幸的人，所以我在营救东伟的同时会让更多的人了解这场法轮功被迫害的真相，尽早结束这场迫害。这种情况不会持续多久了，天理总要昭显。」
<P>大赦国际在新闻公告呼吁全球所有会员和其他关心的人士致信中国总理温家宝和中共驻各国的大使表达他们对非法关押卜东伟、对侵犯他的信仰自由言论和结社自由的高度关注和抗议，并要求立即释放卜东伟，同时要求中共立即停止对法轮功的迫害和大范围的人权侵犯。

<P>此封信函是关于卜东伟先生，他因为信仰法轮功而被非法关押在北京团河劳教所，国际特赦将卜东伟列为良心犯。
<P>曾有报导称他在劳教期间因被逼迫放弃信仰而被剥夺睡眠、被殴打、并被强行整天坐在一个小板凳上。
<P>中国政府使用劳教所对个人未经任何审判而实行关押违背了中国官方所做出的在二零零八北京奥运之前改善人权的承诺，这些也违背了奥林匹克宪章关于维护人类尊严、尊重基本伦理准则的基本原则。个人表达、结社和宗教信仰自由应当得到保护而不应当受到打击。
<P>我敦促您关注卜东伟先生，确保他不遭受酷刑或虐待，并允许他能够接触到家人和律师以及得到医疗保护。我呼吁您奉守中国对保护人权的责任，废除劳教制度，确保对被关押人员的劳教决定不再由警察专断。请您立即采取行动，无条件释放卜东伟先生及其他所有的中国良心犯。
