<P>（A1）<BR>1999年4月24日晚9点多钟，中南海附近的北京「府右街」，大道旁开始有人聚集。 </P>
<P>（A2）<BR>4月25日清晨，法轮功群众陆陆续续向北京会集，据媒体报导，在「府右街」周围的法轮功修炼者大约有万名以上。 </P>
<P>（A3）<BR>「府右街」是国务院信访局的所在地。"信访”也被称为"上访”，在文革后，为了处理历次政治运动中积压的大量冤假错案，国家建立了上访制度。 </P>
<P>（A5）<BR>个人或集体上访受到中国宪法和法律的保护，为了能够让群众的疾苦不受干扰的上传下达，上访不需要预先向公安机关申请，也不需要得到事先批准。 </P>
<P>（A6）<BR>上万名群众直接来到国家最高的信访部门，这在历史上还是第一次。在中国近期的历史中，也发生过几次人民自发的大规模聚集事件，他往往是由于社会出现严重的不公，或个别当权者执行了错误路线造成的。 </P>
<P>（A9）<BR>近年来，在中国各种健身功法中发展最快的就数法轮功，他因为功效显著，简单易学，免费教功等特点受到广大气功爱好者的喜爱。 </P>
<P>（A10）<BR>当权者往往会做出与人民群众愿望相反的事情，96年7月中宣部查禁了《中国法轮功》等书籍 </P>
<P>（A11）<BR>同年，光明日报，齐鲁晚报，《中国青年报》等十几家报刊都相继对法轮功发难，舆论导向十分明显。 </P>
<P>（A12）<BR>97年，当时的国务院秘书长罗干指使公安秘密调查法轮功，但公安部领导经过调查，没有找到法轮功的任何把柄，相反却有很多材料，肯定法轮功有益于人民的身心健康。 </P>
<P>（A13）<BR>98年7月，公安部一局又传达了把法轮功定为"×教”的通知，但实在是难于公开，因为法轮功与传统气功差不多，只是在炼功之外，强调要按照"真、善、忍”的标准做一个好人。 </P>
<P>（A14）<BR>公安部的通知，引发了新疆、黑龙江、河北、福建等地基层公安部门，强行驱散炼功群众，抄家，私闯民宅，没收属于个人的私有财产。 </P>
<P>（A15）<BR>98年5月，北京电视台"科技之光”节目，公开诋毁法轮功。 </P>
<P>（A16）<BR>看到诬蔑法轮功的消息后，许多群众认为不服合国务院关于对气功不打棍子，不宣传，不争论的"三不政策”，自发的前往电视台诉说自己炼法轮功后身心收益的切身体会。 </P>
<P>（A17）<BR>各地还出现了许多官方媒体诬蔑法轮功的事件。一群平民百姓，面对的是国家职能部门与喉舌。要想有一篇为法轮功辩护的文章见报，那简直是天方夜谭。法轮功能做的也就是向有关部门上访，去善意地说明真象。 </P>
<P>（A18）<BR>99年初，北京几乎每个炼功点都有警察监视，对炼功人骚扰跟踪事件时有发生。 </P>
<P>（A19）<BR>为此，北京市的一批老干部，老红军，文化界名流曾联名写信给朱镕基总理，对公安部个别人迫害法轮功的种种做法作了汇报。 </P>
<P>（A20）<BR>朱总理批示，对公安部门放着大案要案不抓，以最高级的特务手段对付普通老百姓作了批评。但罗干等人使用小人伎俩，扣押了朱镕基总理对法轮功的批示，根本没有向公安系统传达。 </P>
<P>（A21）<BR>99年4月，罗干的连襟何祚庥在天津一刊物上发表文章，他污蔑炼法轮功会得精神病，会亡党亡国。 </P>
<P>（采访小金） </P>
<P>（A23）<BR>头一天，该杂志副主编出来很诚恳地承认文章不符合事实，伤害了炼功群众，表示要改正。但是，第二天，编辑就改口了，说上级有指示，不能承认错误。天津是法轮功最普及的城市之一，许多人得到消息，前来编辑部诉说法轮功给他们本人及家庭带来的好处。 </P>
<P>（A24）<BR>4月22日，300多名防暴警察突然冲出，开始抓人。4月23日，大队警察再次涌出，开始殴打驱赶群众，逮捕45人并抄了他们的家。 </P>
<P>（A24a）<BR>在镇压法轮功以后，官方电视节目中试图隐满天津抓人的情况。 </P>

<P>（A25）<BR>在中央台后来录制的425节目中，指控李洪志先生参与了425上访，除了广播员强加的口气外，中央台的唯一证据是引用纪烈武讲话的片段。 </P>
<P>（A26）<BR>从上下文判断，纪烈武应该是给李昌打电话，但为什么纪烈武说成是与李洪志先生联系呢？ </P>
<P>（A27）<BR>李洪志先生有没有参与425上访呢？其实这不是什么关键问题。公安迫害法轮功，各地压制炼功群众的事大量出现，违反了国家的法律政策，损害了群众的合法权益，为了千百万人能继续炼功使身心受益，人们一定希望国家领导主持正义，纠正公安部个别人的错误做法。谁去向国家反应法轮功受迫害的情况，支持政府信仿部门的工作，不是对政府的信任吗？ </P>
<P>（A28）<BR>中央电视台425节目在一开始就下了定论，说群众是去围攻政府，既没有提供文字或图像的证据，也没有任何说理和解释。中央台节目用全部的时间去查找谁和谁在一起聚会，谁通知了谁，好象谁给谁打了电话就成了犯罪的证据了。这是典型的先定罪后找论据。 </P>
<P>（采访学员：有组织问题） </P>
<P>（A29a）<BR>关键问题是法轮功是不是去上访，如果425是合法的上访，那么中央台节目不就是在随意罗织罪名，制造冤假错案吗？ </P>
<P>（A29）<BR>中央台虽然把425歪曲成"围攻”，但是他的镜头却表明法轮功群众是去上访。 </P>
<P>（A29b）<BR>试想一下，假如群众是去围攻的话，怎么可能会由国务院信访局领导出面接待李昌等学员，并听取他们反映情况呢？ </P>
<P>（采访金又名） </P>
<P>（A31）<BR>据明慧网发表的目击者报告，4月25日早晨8：35分，朱镕基总理得知炼功的群众上访，他召见了法轮功群众代表，并责成国务院信访处负责接待。群众代表提出三点要求： </P>
<P>一：释放天津被抓的法轮功学员；<BR>二：给法轮功一个公正合法的修炼环境；<BR>三：允许法轮功的书籍通过正常渠道公开出版。 </P>
<P>到了晚上9点多种事情有了初步的结果，天津被捕学员得到释放，法轮功群众静静的散去。 </P>
<P>（A32）<BR>在425过后的第二天，4月27日，国务院信访局的负责人接受新华社记者采访，并发表谈话，称法轮功学员"聚集”北京，并指出「对各种炼功健身活动，各级政府从未禁止过。有不同看法和意见是允许的”。这也表明425是合法的上访。 </P>
<P>（A34）<BR>法轮功群众的理智和善意，以及国务院领导的正确处理，使425上访得以圆满解决。当时在国际上引起强烈反响。西方各国给予了高度的评价。对双方的克制态度极为赞赏。认为425是中国政治民主政府开明的里程碑。 </P>
<P>（A36）<BR>不幸的是，在中国，个人意志往往高于宪法和法律，99年7月22日，江泽民否定了政府总理对425的开明处理，发动了对法轮功的全面镇压。 </P>
<P>（A37）<BR>在中国只有一个声音，海外的客观报道遭到严密封锁，人们难以了解法轮功修炼者遭受迫害的真实情况。 </P>
<P>（A38）<BR>但是将来的人会记住425，这上万的人群，面对有残暴名声的政府是如此坦荡，没有标语，没有口号，详和理性地表达自己的心愿，中国几千年文明史上从未有过的壮举。<BR></P> </font></td>
