<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>在海外早已传得沸沸扬扬的中共将纪念胡耀邦90冥诞的活动，11月15日由中共外交部发言人刘建超口中得到证实。但11月18日的纪念活动一再降格，体现中共高层内部权力争斗激烈。《中国青年报》发表文章承认，胡温政令出不了中南海，中央权威出现危机。 </P>
<P><STRONG>纪念活动不断降级 <BR></STRONG> <BR>据报导，纪念胡耀邦是由胡锦涛提出，政治局九名常委有四人反对公开纪念胡耀邦。最后，胡锦涛否决了反对意见，决定纪念活动继续进行。 <BR> <BR>外界分析指，胡锦涛此举旨在寻求软化他的强硬形象并强化政治根基，即共青团的力量。共青团曾被认为是胡耀邦晚期的政治“根据地”。胡耀邦在1987年失去中共总书记职位时，共青团曾是其重要支持网。另外，胡锦涛想藉纪念胡耀邦改善他在国际媒体中强硬的形象。胡锦涛上台以来对中国媒体、非政府组织、抗议示威的农民、以及所有威胁中共领导的人一直都采取强硬态度。 <BR> <BR>但纪念胡耀邦的活动因遭到反对势力强烈阻挠不断降级。据中央社报导，“原本要在北京人民大会堂举办两千人纪念胡耀邦的规模，现在限缩到三百人参加，活动地点也有可能因此改变”。 <BR> <BR>胡耀邦夫人李昭原本被告知胡锦涛将在纪念活动致词，后来获悉将由国务院总理温家宝出席，现在听说又改成中纪委书记吴官正出席。 <BR> <BR>在反对势力逐渐占上风的情势下，原定在陕西、江西、湖南等地举行的纪念活动也被迫暂停，估计是地方官员不敢卷入中共高层斗争，宁可不办也不招惹麻烦。 </P>
<P><STRONG>禁自由派知识份子参加</STRONG> <BR> <BR>除了纪念规模一再降低，过去与胡耀邦长期友好、被视为中共改革派元老的前毛泽东秘书李锐等人，近期还被要求“封口”，禁止对外发表纪念胡耀邦的言论。胡耀邦亲友也不得不在近期内保持低调，尽量深居简出。 <BR> <BR>当局禁自由派知识份子参加纪念活动。路透社周四（11月17日）引述来自北京的消息指，被剔除的名单包括毛泽东前秘书李锐、前人民日报总编辑胡绩伟、前中宣部部长朱厚泽以及退休的马克思理论家于光远。报导指，胡耀邦家属较早前提供了大约200名宾客名单，包括逾10多名与胡耀邦有深交的自由派知识份子。 <BR> <BR>胡绩伟的太太狄沙对自由亚洲电台表示，她不知道丈夫的名字是否被剔除，但至今并没有收到邀请，出席纪念胡耀邦的活动，估计是不会让他去。她又说，丈夫胡绩伟已90岁，行动亦不便。 李锐及朱厚泽都表示，他们也没有收到官方邀请出席纪念胡耀邦的活动。 </P>
<P><STRONG>胡温政令出不了中南海</STRONG> <BR> <BR>中国青年报11月17日发表文章指胡温政令出不了中南海。文章引述不久前卸任的中国教育部副部长张保庆的话说，“中国目前最大的问题是政令不通，中南海制定的东西有时都出不了中南海。像解决困难学生助学贷款的事情，下边根本就不听嘛，连这样的政策都不执行，还说别的吗。” <BR> <BR>文章说，宏观调控过程中，无论中央如何三令五申，“总有一些地方或者顶着不落实或者敷衍应付。” <BR> <BR>文章在质疑为何“中央政令难出中南海”时，承认这是中央权威出现危机。 </P>
<P><STRONG>阮铭：中共非常虚伪</STRONG><BR> <BR>据美国之音报导，目前居住在台湾的阮铭，1977年到1982年间曾经在中央党校担任胡耀邦的助手。阮铭认为，中共现在决定纪念胡耀邦显得非常虚伪。 <BR> <BR>阮铭说，胡耀邦思想非常开放，一直坚信平等和民主的信念。中共这样做并不是真的在纪念胡耀邦，而是要以此来痲痹普通百姓，因为中国人现在对民主和自由有着越来越多的渴望。 <BR> <BR>观察人士分析，选择18日举行是给胡锦涛不参加这一纪念活动提供藉口，因为当天胡锦涛还在韩国釜山参加亚太经合会议，次日就回北京了。胡锦涛这样做是因为一方面他要利用胡耀邦，想改善他在国际媒体中强硬的形象。但另一方面他又不想因此而产生任何副的作用。 </P>
<P><STRONG>下台、去世、八九民运 <BR></STRONG> <BR>胡耀邦于1981年出任中共总书记。1987年年初，在邓小平等中共强硬派元老的压力和盟友倒戈的情况下，胡耀邦被迫辞职，并且被迫作了违心的检查，离开会场后，胡耀邦失声痛哭。 <BR> <BR>胡耀邦的朋友和同事李锐在有关回忆胡耀邦的文章中说，胡耀邦下台之后心情特别黯淡，一个原因是他本人当年排除阻力，平反大量的冤假错案，他本人最后却陷入冤假错案，无法自救。 <BR> <BR>还有一个更重要的原因是，在强硬派元老对胡耀邦发动致命攻击的时候，他的一个几十年老朋友、老部下对胡耀邦落井下石，对他进行检举揭发，把胡耀邦跟他的一些私下谈话抖落出来，作为攻击胡耀邦的弹药，使胡耀邦觉得人心险恶，痛苦异常。 <BR> <BR>1989年4月15号，胡耀邦在开政治局会议时心脏病突发去世，引发八九民运。 16年来，无论是胡耀邦当年被迫下台的具体情况，还是胡耀邦之死引发的民众抗议导致中共政权危机，在中国官方的大众传播媒介中都是禁忌话题。 </P>
<P><STRONG>政改、民主和遗嘱</STRONG><BR> <BR>胡耀邦在晚年坚持认为，中国在经济体制改革的时候，应当伴随进行政治体制改革，更广泛地实行民主。 <BR> <BR>现在还不清楚，中共将要召开的胡耀邦纪念会是否会承认胡耀邦的政治遗嘱。但是，观察家们普遍表示，现在的中共领导层并不准备实行政治体制改革、推行民主。在目前的中国，“自由”“民主”等词已经被打入黑名单，不能自由上网传播。 <BR> <BR>在中国政府宣布这一决定之际，分析人士及中共官员却提醒人们注意，举行纪念胡耀邦的活动并不意味着将会对胡耀邦重新评价。胡耀邦1989年去世引发了一场举世关注的民主运动，而中共当时在天安门广场对手无寸铁的学生进行镇压也影响了当代中国的进程。<BR></P></font></td>
