<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>中共前后两任总书记江泽民胡锦涛最近先后到过天津考察。江、胡二人接连访同一地方，近年相当罕见。值得关注的是，天津市委书记张立昌已到退任年龄，而国际媒体又不断报道上海市委书记陈良宇调任天津，加上中共五中全会召开在即；这些巧合，都给予外界不少想象空间。</P>
<P>中国总理温家宝６月下旬曾在天津考察，并就天津在环渤海区域及中国发展战略布局中的定位传达了中央意见。一般而言，既然已有中央领导对地方传达了这个最重要的信息，其它领导人应该可以更多关心其它地区，到别的省市考察。偏偏江泽民和胡锦涛却在六天之内接连访问天津。</P>
<P>据天津南开大学的官方网站，江泽民于9月27日到过南开数学研究所视察工作，据网站指出，江泽民表示在9月26日晚跟南开大学原副校长胡定国谈了两小时数学，可以推断，江泽民在天津停留时间不少于两天；到了10月1日，胡锦涛又来到了天津，胡锦涛在天津也停留了一晚，到10月2日才离开。</P>
<P>江，胡二人考察天津的时间，都跟中共五中全会十分接近。中共十六届五中全会10月8日至11日在北京召开。据《华尔街日报》9月30日最新报道，上海的一位官员透露，上海市委书记陈良宇即将离任，刚巧外传陈良宇的新职就是天津市委书记。外界一般相信，曾任上海市委书记的江泽民跟陈良宇的关系相当密切。</P>
<P>路透社和《泰晤士报》8月18日均引述“消息人士”表示，胡锦涛属意共青团出身的中央统战部长刘延东出任上海市委书记，取代江泽民爱将陈良宇。</P>
<P>路透社报道说，中国总理温家宝在最近一次中共中央政治局会议中汇报了中国最新经济动态。但上海市委书记陈良宇在会中猛烈批评宏观调控政策。他指出，这些措施已使江苏、浙江等东部沿海省份遭受损失，未来数年内，这些省份的总体经济发展将会滞缓。报道说，温家宝和陈良宇二人在政治局会议上进行了长时间的争论，双方都不愿让步。报导称，这是胡温体制确立以来，中共政治局内发生的最激烈的争议，争议既反映了胡温与上海负责人的分歧，也凸显了中央与地方的矛盾。报导引述多个不同消息人士均指出，胡锦涛确实希望以刘延东来取代陈良宇。</P>
<P>但是报道同时强调，上海一向是江泽民的根据地，市委书记陈良宇就是江泽民的爱将，若胡锦涛要把亲信空降上海，必会触发恶斗。</P>
<P>亚洲时报在线8月22日曾报道：“若胡锦涛要把亲信空降上海，必会触发恶斗”的消息不似是胡阵营传出来，反而似乎有人对有关安排十分不满，故意将天机泄漏，以“出口转内销”的技俩欲扭转乾坤。可以说，这是江泽民为首的上海帮阵营对胡锦涛提出的一次警告。</P>
<P>上海跟江泽民关系密切人尽皆知，上海市也是胡江地方博弈中最关键的一著。自2002年中共十六大换届以来，很明显有不少地方诸侯仍在江泽民的祝福下安坐其位，胡锦涛也徒呼奈何。像湖南省委书记杨正午，今年要满64岁；尽管中央早已表明要“打破任期制”，但一向大力靠拢江泽民的他依然没受影响。再如陕西省委书记李建国，胡锦涛早想把他换走，好让出身共青团的袁纯清能够接上，可是，有关安排至今仍未能落实。59岁的李建国在今年春节，还在标榜江泽民的 “三个代表”理论。</P>
<P>假若胡锦涛在上海成功推动自己的人事安排，则其它地方诸侯莫不需要向胡俯首称臣，这在政治上将有非常强烈的象征意义。自江泽民以降，上海市委书记这个一把手职位，都是由二把手的上海市长顺位扶正。江泽民、朱熔基、吴邦国、黄菊、陈良宇，莫不如此；若刘延东的任命成功，则意味著这个人为地建立的“地方官场传统”遭中央打破。</P>
<P>值得留意的是，天津市委书记张立昌，今年已经66岁的，早过了退休的年龄；外传中央意属陈良宇接他的位子，但消息至今仍没落实，而过了线一年多的张立昌仍没有调动。很明显，这中间一定有一些问题在卡住。</P>
<P>中国自7月以来出现幅度甚大的高层人事调整，6位省部级官员的职位出现变动。新华网7月13日转载了《了望东方周刊》的文章指出，“这种打破任期制度的任命，已不鲜见”。7月后，已过65岁省部级官员退休年龄界限的司法部长张福森和劳动和社会保障部郑斯林宣告离任，今年年底满54岁的吴爱英接任司法部长，劳动和社会保障部则由则由60岁的田成平出任一把手。</P>
<P>虽然《了望东方周刊》表明“这种打破任期制度的任命，已不鲜见”，但《学习时报》却对此点提出质疑。《学习时报》第293期一篇署名“韩强”的文章指出：“任期制的实施完善是一个非常复杂的问题，需要我们在充分调查研究和吸取有关经验的基础上，经过试点，才可稳步推开”。</P>
<P>按照中国共产党和中国政府现行政策规定，干部的离休退休年龄为：中央、国家机关部长、副部长，省、自治区、直辖市党委书记、省政府省长、副省长，以及省、自治区、直辖市纪律检查委员会和法院、检察院主要负责人，正职一般不超过65周岁，副职一般不超过60周岁；担任厅局长一级的干部，一般不超过 60周岁；其它干部男年满60周岁，女年满55周岁。</P></font></td>
