<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>中央气象台昨日傍晚6时发布最高级别的暴雪红色警报，显示湘鄂豫皖苏（湖南、湖北、河南、安徽、江苏等省）的部份地区有暴雪。而1月12日以来，中国长江中下游地区出现了大范围的低温雨雪天气，半个月以来受灾人数超过3千万，多条高速公路及16个机场昨日一度关闭，全国陆空交通几近瘫痪，大批旅客滞留。
<P></P>根据中国交通部的统计，昨日湖南、湖北、贵州、安徽、陕西、江西、江苏、京珠北（京珠高速公路粤境北段）的部份高速公路都因为积雪或冰冻，采取了临时交通管制或封闭措施，导致车辆严重挤塞，影响了从广东和上海出发的春运客流。各地交通职工出动除雪设施和融雪物资，在积雪结冰的公路上撒盐除雪。
<P>道路封闭导致安徽等省多个长途客运站停运，车站给旅客全额退票后，大部份滞留旅客转乘火车出行。在春运旅客的大中转站──蚌埠火车站，昨日加开30多趟临时旅客列车，缓解雪天运输压力。
<P><B>广东陆空交通全面告急</B>
<P>由于雨雪天气，广东的公路、铁路、民航运输全面告急，滞留民众数以万计。其中，广东出省大动脉京广线湖南境内干线因冻雨引致供电接触网多次停电或欠压，电力机车无法运行。
<P>由于交通中断，广东境内公路方面，3万人滞留京珠北；铁路方面，广州火车站滞留10万人，广州火车东站滞留5万人；民航方面，1千多旅客滞留。
<P>北京到香港的T97班直通车延迟一天后，昨日下午约1时终于抵达红磡。而据港铁表示，原定昨日下午约1时由上海抵港的T99班次直通车，因天气关系，预计今日才抵达。有赶返上海的旅客知道列车延误后，马上转往深圳乘坐飞机。

<P><B>16机场关闭 逾万人滞留</B>
<P>中国南方航空公司昨日表示，由于华南、江淮地区普降中到大雪，对航班影响较严重。武汉、长沙、贵阳、张家界、常德、宜昌、九寨、合肥、南京、南昌等16个机场陆续关闭，其中长沙、南昌、襄樊、常州、常德、合肥、郑州等机场关闭到今日，共约100班客机取消。长沙、武汉滞留了大量旅客（长沙约6千人、武汉约1,230人），广州地区大约有4千多和深圳约有5千多旅客滞留在机场。
<P>手机通信大面积中断
<P>雨雪天气也导致了部份省市手提通信大面积中断。截止1月25日12点，中国移动共有13,600多个基站停电，累计影响用户2,100多万。固网通信也受到一定影响。停电导致中国电信湖南公司5,600多个通信基站和小灵通基站中断，影响用户60万户。
<P>中央气象台预计，这次大范围雨雪降温天气要到明天（29日）才能结束，但江西的冻雨天气将持续到30日。
<P><B>新疆沙漠降下罕见大雪</B>
<P>据中共民政部23日发布的灾情信息，此次雪灾已造成湖南、湖北、贵州、安徽等10省区3,287万人受灾，倒塌房屋3.1万间；因灾直接经济损失62.3亿元人民币。18日以来，新疆南部大部份地区降雪，塔里木盆地及周边地区普降中至大雪。这给塔克拉玛干沙漠带来中量的降雪，往日沙海变成了雪原。自1996年开始在塔中系统测定气象数据以来，1月间还没见到过这样的大雪。 <SPAN class=bn12> </SPAN></P><!-- -->
<P><B>灾民缺水电 生啃公仔面</B>
<P>其中湖南省自1月12日以来风雪持续，出现了长达15天的严寒期，持续时间为近50年来最长，据悉受灾人数有1871万人次。截至24日8时，87个县（市）相继出现冰冻，其中31个县市达重度冰冻灾害标准。湖南境内高速公路大都已经封闭，不少省道和县、乡公路无法通车，大批返乡的农民工乘火车到达长沙后，因长、短途客运汽车停运而被迫滞留城区，旅社、饭店人员骤增，有农民工夜晚在停工的在建房屋中住宿。
<P>湖南省政府表示，恶劣天气已造成5人死亡、10.5万人伤病、324万人被大雪围困、两万间房屋倒塌，直接经济损失64.5亿元人民币。省政府已紧急转移安置13万多人。
<P>目前，中国部份地区包括湖南、贵州、云南、广西等地因缺煤缺电，致城乡停电频繁。当局消息指截至24日，贵州全省有10个县处于停电状态。因用电困难和交通受阻，个别县的大米已经卖到每斤15元人民币；长沙市已暂停宾馆、娱乐场所取暖用电，长沙市中小学生从25日起提前停课放假；桂林市龙胜近10万人受缺电影响。湖南和贵州因灾死亡8人，包括湖南3名工人在为高压线塔架除冰时，因塔架倒塌跌死。
<P>1月11日至1月22日，陕西省出现了自1957年以来罕见的最强降雪过程。最近几天，西安市的最低气温是摄氏零下8度，为近20年以来冬季最冷。武汉亦变成“冰”城，市中心地带多处水表、水管被冻裂，雪冻将高压线压断，致使水电供应中断，造成数万市民用水困难。灾民没水没电，唯有生啃公仔面充饥。
<P>受冷暖空气的共同影响，中共气象台预计昨夜到今早，湖南中北部、湖北大部、河南南部、安徽大部、江苏中南部以及浙江西北部等地有大雪，其中，湖南北部、湖北中东部、河南东南部、安徽大部、江苏中南部等地的部份地区有暴雪。另外，贵州大部、湖南南部、江西中部、广西北部等地的部份地区有冻雨。◇

<P><SUP>大陆紧急抢运煤保供电</SUP>
<P>继上周中国全国电力系统电话会议内容透露因缺煤和受雨雪天气影响，各地电网普遍告急，电煤库存仅够维持7天后，中共铁道部昨日发布紧急通知，要求加大电煤运输力度，对告急电厂全力组织应急突击抢运，确保重点电厂发电。<BR>铁道部表示，近期煤炭资源供给偏紧，特别是中国新年期间煤矿放假停产，将进一步加剧资源短缺。同时，目前正值枯水季，水力发电减少，但中国各地电力需求旺盛，火力发电量大幅增加，电厂耗煤屡创新高，供不抵耗，电煤库存严重短缺。</P></font></td>
