<p style="text-indent: 22pt; line-height: 200%"><font color="#333333">二零零七年十二月十日至十三日，欧洲议会本年度最后一次在斯特莱斯堡的全体会议上，议员们讨论了今年欧-中高峰会议的收获和欧-中人权对话的情况。鉴于北京准备举办明年的奥运会，欧洲议会严重关注中国的人权记录。

<P>欧洲议会第三大党自由民主联盟党团（ALDE）于十二月十二日发表了新闻公告，声明欧-中关系上北京的人权缺陷应首当其冲。在十二月十一日的全体会议上，该党团强调了中国持续的人权侵害记录。自由民主联盟党团主席葛阮汉姆．瓦特森先生（Graham Watson）代表该党团呼吁，中共的承诺和其所作所为完全脱节的状况不能持续下去，中国必须证明它有意愿尊重其人权方面的承诺。只有通过改善媒体自由、停止死刑、停止支持缅甸和达尔富尔的军事独裁，自然会赢得国际社会的认可。这些是中共对世界的承诺，也是对中国民众的承诺。</P>

<P>该党团议员、欧洲议会对中国关系代表团主席德克．斯德克斯先生（Dirk Sterckx）表示，很高兴欧盟与中国的政治关系受到如此多的关注，随着双方在经济和文化交往上的增长，其缺点也不该被忽视。中国在言论自由、少数人团体、强制劳动等方面都是应该关注的，还有不平衡的经济关系。</P>

<P>欧洲议会欧洲国家联盟党团（UEN）在十二月十一日准备的有关中国的决议草案中，特别要求欧盟委员会、理事会和各成员国提出如下个案，包括法轮功学员曹东、张莲英和牛进平，维权律师高智晟、李和平，还有二零零七年萨哈洛甫奖候选人胡佳和曾金燕等。<BR><BR>欧洲议会最大党团-基督民主党-欧洲民主党团(EPP-ED)首先提出了对中国的决议案，该党团资深议员、欧洲议会副主席爱德华．麦克米兰-斯考特先生（Edward McMillan-Scott）发起了对该决议的讨论，决议于十二月十三日在全体会议上获得一致通过。麦克米兰-斯考特先生表示，很高兴所有政党的议员都强烈批评中国持续的人权侵害，并立即要求国际奥委会评估中国在二零零一年七月获得奥运会举办权时作出的改革的承诺。</P>
