<p style="text-indent: 22pt; line-height: 200%"><font color="#333333">在我国悠久而深厚的神传文化中，实行德政是治国平天下的基础，是人们一直借鉴和传承的美德。古人历来注重操守，修身自律、以德化民的事例不胜枚举，以下为善政安民的两个故事。
<P>在东汉光武帝的时候，弘农郡（今河南灵宝北）的辖内有很多的老虎，百姓恐惧，商旅不通。太守就下令叫民众设下了许多的陷阱，拿着弓箭来防治老虎，然而老虎为患却是更加的严重。等到刘昆担任弘农郡太守时就说：“老虎为患，乃是暴政所导致的啊！应进忠言，退奸吏，行善政。”于是就下令民众把陷阱都填掉，弓箭都折断；只积极的推行仁政，罢黜贪官，体恤照顾百姓的疾苦。老虎因此就都背着幼虎成群结队的渡河而去，离开了弘农郡，为百姓解除了虎患之灾。后来周边地区有很多蝗虫（闹蝗灾），它们一飞到弘农郡界，就自动的向两边方向散去。人们都说这是因为刘昆良好的德性，使蝗虫不入境。（《后汉书·刘昆传》）
<P>宋乾道九年，兴化（今福建莆田）地区亢旱，百姓遭大饥荒。潘畤任兴化知军后，“设科条以属吏，简易而严密，尝讯冤狱而出之，雨立至”。推行善政安民，开仓赈饥，奏减税赋，“民大蒙其惠”。潘畤又以其卓识远见，向往来水路的客商订购粮食，“与其钱而宽其限”（预付谷款又放宽交货期限），商人感其诚信，多次往返运输粮食，郡城因此粮食充盈。为百姓化解了饥荒之灾。兴化郡“人服其有识，吏畏服之如神明，郡大治，民安定 ”（《宋史·艺文志》）。
<P>刘昆以一念仁心，于是马上就能够平息凶猛的虎患。潘畤简政平冤，施惠百姓，以诚信造福于民。他们的善政受到人们的称赞。当今世上，各种问题百出，危机四伏，人们往往只从表面形式上解决问题，而随之又出现更难以解决的新问题。其实一切问题都是道德败坏后造成的，只有改变人心，才是最根本的办法。如果人们能上顺天意、下应民心，重德向善，必将使万事兴、国泰民安，再棘手的问题也会迎刃而解。<BR></P></font></td>
