<p style="text-indent: 22pt; line-height: 200%"><font color="#333333">据动向杂志最新报导，一月下旬，中共公安部长周永康在国务院党组会议上，提出请辞公安部长一职。会议讨论后，未做出决定，建议稍后提交中央政治局决定。二月五日，在中央政治局会议上，周再度提交了请辞报告书。
<P>一月下旬举行的国务院党组会议，对周请辞虽未做出决定，但就公安系统的问题，提出了以下多点意见：（一）社会上对公安系统建设、公安民警队伍素质，有强烈意见和反感；（二）公安系统建设、公安队伍建设，本届没有起色，给中央带来了政治上的压力；（三）公安系统和地方政府、部门的关系、矛盾尖锐，经常爆发；（四）公安系统和武警系统、地方驻军关系，曾发生纷争，给地方党政工作造成了困扰；（五）公安部党委在二００三年十届人大会议上，曾作出庄严承诺，改变公安系统现状，但是未能兑现。鉴于以上各点，国务院党组会议认为应郑重考虑周的请辞。
<P>周在国务院中共党组会上说：自上任以来，没有一天不接到地方群体抗争事件、公安系统内部严重违规犯纪事件、社会举报公安系统腐败滥权等事件。一天收到五十多份来自各地群体抗争、警民冲突、伤亡事件的报告，也是常事。因此在政治上、工作上、精神上都受着极大的压力、极度的紧张，有时紧张到失控的地步。称自己的个人能力、水平和领导作风，都无法胜任公安部长一职。
<P><B>周调公安部长之初被争议</B>
<P>据之前的媒体报导，当年对周永康调任公安部长，在中央政治局内部曾有过争议。大庆油田地质队出身的周永康并无任何公安工作背景，是江泽民的亲信，之前在四川做了3年的省委书记。
<P>据四川省公安厅厅长吕卓在年初透露，四川公安机关为了完成下达的“罚款任务”，常常吃“尿泡饭”。“尿泡饭”是大陆公安的专业术语，就是公安局靠对卖淫嫖娼进行罚款来创收，说得更严重一点，就是公安自己经营或者伙同卖淫场所，勾引嫖客，然后抓嫖客进行罚款。
<P>公安人员贼喊捉贼，引起老百姓对“尿泡饭”现象的深恶痛绝。此外，周永康于1999年12月至2002年12月任职四川省委书记期间，极力推动并直接参与江泽民发起的对法轮功学员的迫害，使四川省成为全国迫害法轮功最严重的省 份之一。并因此周在2001年前去美国访问时被法轮功学员以反人类罪等罪名起诉。并且紧接着与江泽民一起以诽谤或酷刑罪被告上多个国家的法庭。
<P>周永康在四川的3年里，四川公安系统被搞得乌烟瘴气。动向杂志称，中央政治局内部对周永康调任公安部长，早有预言：周永康有再多的官衔（周身兼中央政治局委员、中央书记处书记、国务委员、中央社会治安综合治理委员会副主任、武警部队第一政委），也搞不好公安系统。
<P>三月初，即将召开全国人大会议。目前，人大常委会已接到来自地方和专业人大代表的提案，要求改组公安部，部长要政治问责；更有的提案以渎职弹劾周永康，要求周永康引咎辞职。
<P><B>周永康请辞和政治问责制</B>
<P>去年十月，中共十六届五中全会曾通过“政治问责制”决议，但至今并未认真实施。
<P>周此番请辞，中央政治局准否，又处于意见纷争和两难窘境。会上忧虑：周永康辞职会引起连锁反应，当前的社会、政治环境能否承受？此风一开，从中央部委到地方党政领导，因政治问责而下台的人员，不是一个少数，势必造成干部更为短缺的局面，社会是无法承受的。
<P>近期，中共元老宋平发出警告：中共在五至七年后，面临政治人材荒，将造成政治灾难、政局危机。
<P>近日，中央书记处、中办、中组部联合蹲点组，在上海市和河南省调查民意认可的“省长”、“市长”，结果：河南省公认刘源（刘少奇之子）是好省长；上海公认的好市长是徐匡迪，其次是朱镕基。
<P>动向杂志最后表示，中共坚持一党专政制度，决定了干部素质低下。因为权力来自上级，而不是来自人民。干部只对上级负责，而上级喜欢奴才，决不喜欢人才。因此必然一代不如一代。上海市人民喜欢徐匡迪，讨厌黄菊。但江泽民喜欢黄菊，所以徐匡迪被挤走。民意有什么用？</P></font></td>
