<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>为了在中共十七大开展真正的胡锦涛时代，胡温对倚仗江泽民余威的上海帮发动了震撼全国的总攻势，沪上官场最近已陷於风声鹤唳之中。看来，在上海声势浩大的反腐风暴中，陈良宇十七大晋升的美梦破灭了。 <BR><BR><STRONG>陈良宇提交检查、请辞两份报告</STRONG> </P>
<P>八月下旬，政治局委员、上海市委书记陈良宇出席中央政治局例会时，提交了一份检查报告和一份请辞报告。中央政治局已表示：会郑重考虑陈良宇请辞的要求。 <BR><BR>这次政治局例会，是在吴邦国出访巴西的前夕召开的。 <BR><BR><STRONG>陈良宇交待八方面的问题</STRONG></P>
<P>此前的八月二十二日，陈良宇已在上海市委常委扩大会议上，以市委、市政府和市委书记的名义进行了检查。陈良宇称：个人心情十分沉重，政治、职责的包袱十分沉重，来作检查和交待。他检查、交待了八个方面的问题：（一）某时期以来，在业绩发展面前，在一片赞扬声中，市委、市政府和个人，产生了新大上海主义，导致地方主义思潮泛滥，使工作处於被动； （二）在工作实践中，如何体现以民为本、执政为民，在认识上贫乏，因而产生消极后果，在党内、社会上对市委、市政府，对我本人，有较强烈意见，（三）忽视党的建设、组织的建设、 <BR>市区（局）二级班子廉政建设，以经济、金融发展业绩来替代党的建设、组织建设，导致班子内部发生一 系列消极、腐败、滥权的问题；（四）法治、法规、制度纪律的观念薄弱，违规挪用税收、政府开支发放不合理奖金、福利，造成社会贫富二极扩大，影响社会和谐、党群的关系；（五）对中央宏观调控的执行、落实，有抵触情绪，强调上海特殊性，忽视全局、大局利益，使中央政策实施受到影响，（六）市委、市政府的检查、监督机制没能发挥自身作用，导致腐败情况有所恶化、蔓延：（七）和兄弟省市地区关系紧张，给中央工作增加了压力和麻烦，（八）对配偶、亲属的要求管教放松了。 <BR><BR><STRONG>上海官场腐败引起党内社会不满</STRONG> </P>
<P>上海市现职二百三十多名市（省）级干部的子女，95%在金融、国土、工程承包等系统任要职，97%的市（省）级干部住宅是欧陆式花园别墅。 <BR><BR>上海市党政、国家机关公职人员年均收入，是同地区在职职工年均收入的四点五倍至十二倍。 <BR><BR>陈良宇在政治局内部检查时说：长期认为，无论在班子里，还是党政、国家机关公职人员队伍中，上海比任何地方都要过得硬，不会发生大的、有串联性的腐败案件，不会发生大的、规模性的群体抗争事件。 <BR><BR>二OO三年三月「两会」期间，陈良宇、韩正向吴邦国、曾庆红作出上述保证。当时吴邦国还叮嘱一句：不要大意，要多下去掌握社会动向、民意诉求，不要吃「大上海」名声的老本，那样会坏事的。 <BR><BR>至今年七月底，上海固定投资已超额全年投资额的27%。上海金融机构的不良资产，在O三年至O五年的三年，又增加了近七百亿元。 <BR><BR>由中纪委、中办、中组部每半年一 次的民调考核，对上海市委、市政府的整体满意度： 党内认为满意、较好的，19%；不满意、较差的，65％，社会（党外）认为满意、较好的，14％，不满意、较差的，74％。 <BR><BR><STRONG>中纪委责成上海干部主动交待问题</STRONG> </P>
<P>陈良宇、韩正已向中央提出：反腐风暴已经使市委、市政府工作展开承受空前压力。中纪委进驻上海以来，至今收到举报市委、市政府腐败、滥权活动近五百件；已在市区召开七十多场座谈会；以中纪委名主我，找了十二名市级干部、四十多名区（局）级干部谈话，责成他们能主动交待问题，其中包括，罗世谦（市委副书记兼市纪委书记）、冯国勤（市委常委、常务副市长）、范德官（市委常委、市委秘书长）、杜家豪（市委常委、浦东新区区委书记），以及市委、市政府属下十九个部门的局长谈了话。 <BR><BR><STRONG>陈良宇爬升十七大权力核心仕途幻灭</STRONG> </P>
<P>随著上海反腐风暴的发展，陈良宇晋升中共十七届最高权力核心──政治局常委，韩正晋升政治局委员、转正为市委书记的仕途，看来都要幻灭了。 <BR><BR>(动向) </P></font></td>
