<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>在中国，刚结束的全国金融工作会议，除了讨论国有银行改革、加大金融对外开放、农村金融发展等六项议题外，同时传出了一项重要的消息：据称，没有出席会议的常务副总理黄菊，已将分管全国金融工作的权力，交给总理温家宝。黄菊若然真的突然交出权力，形同自断双臂，实在耐人寻味，除非因为政治原因或已经失势，否则最高决策层成员，绝少突然交出权力。</P>
<P>香港《经济日报》报道，中央决定，黄菊“健康持续出现问题，已不能再勉强，正式停止工作，并交出金融领域的最高领导大权”，由温家宝直接主持金融工作，国务院秘书长华建敏从旁协助。报道又说，中央最高层之前已经决定，中央一般性会议，黄菊可以不出席；黄菊分管的事务，如身体许可，要出席或作出决定。他今次并没出席他分管的全国金融工作会议，显示他的身体或许己经“不许可”他出席。</P>
<P>据称，黄菊患的是胰脏癌，病情反覆，去年一月十六日开始从公众视线消失，连全国人大、全国政协会议也缺席，直至六月初才再度公开露面，与其他政治局常委一起出席中国科学院和工程院联合大会的开幕式。之后时隐时现，最后一次公开露面则是两个月前的十一月二十一日，在上海接见到访的澳洲银行董事会新主席古德，而今年一月五日召开的中央企业领导人会议，黄菊也作出批示，显示他当时仍然是分管国企及金融工作的最高领导人。难道两个星期之间，黄菊的病情急转直下至这么不堪的地步，非要大权旁落不可？</P>
<P>在中共政治文化中，权力转移是非常敏感的事，在正常情况下，很少出现中途被迫交权的情况，而健康问题，更绝少会令一个政治局常委交出权力的原因。最高领导层的成员，即使还有一口气，也会保住职权，为自己的派别保住一点血脉，即使因为健康出现问题而被出权力，也只会交给自己属意的人选。周恩来病重、毛泽东病重期间，仍然死活不放权、不退位，以身边人传话的方式遥控全国事务；从第十一届开始，每届都有政治局委员在任上去世，包括十一届的苏振华、十二届的廖承志、十三届的胡耀邦、十四届谭绍文、十五届谢非，他们病重时仍是有职有权的政治局委员（政治上早已失势的胡耀邦除外）。</P>
<P>因此，在中共历史上，被夺权、架空的政治局常委，大多是政治上犯了错误，又或已经失势，被对手乘虚而入。一九九三年，李鹏对邓小平的南巡“旨意”阳奉阴违，称病不视事，惹怒“老邓”，于是他掌管全国经济的大权被迫交给朱镕基；一九九九年，声望如日方中的朱镕基访问美国，原以为十拿九稳的“中国入世协议”，却因克林顿变卦，要空手返国，在党内受到批评，谁知祸不单行，刚返抵国门，中国驻南斯拉夫大使馆就遭美军战机炸毁，朱镕基又被指媚美而受到抨击，江泽民乘机夺走他金融及国企的最高领导权。</P>
<P>由此观之，黄菊手中的金融工作领导权被夺，与他的健康是否恶化无关，很可能是因为他犯了政治错误，又或已经失势所致。那么，过去两个星期，中共内部发生了什么与黄菊有关的大事，令人联想到他犯了错误或失势呢？</P>
<P>一月八日，也就是黄菊以分管金融及国企的最高领导人身分，作出批示后的第三日，中共中央纪律检查委员会召开第七次全体会议，会上通报了陈良宇案调查进度，指陈的违法违纪问题，远比去年九月公布的严重。近几日，周正毅再度落网，并有五十多名涉及陈良宇案的上海官员因涉案而被罢免。黄菊突然被削权，是否因为涉及陈良宇的证据已然确凿，以交出权力来交换免被进一步究责呢？</P>
<P>此外，中国国内的《财经》杂志近日揭露了一宗举国震惊的国有资产流失案，超大型国企、资产总值超过七百三十八亿元的山东鲁能集团，被人以转制之名，在连串非常复杂的股权交易后，落入北京两家私人企业手上，代价只是三十七亿元，而这笔惊天交易的背后，涉及两名太子党。类似的国有资产流失，保守估计每年多达一千亿元；自二ＯＯ二年起，涉及银行的亿元贪污大案，仅被揭发的，每年都有十多宗，且愈来愈严重。这些领域的问题，黄菊作为最高负责人，绝对是责无旁贷！</P>
<P>当然，如果黄菊底气足、有足够的实力，即使要负上政治责任，也未必需要交出权力。现在胡、温能够“乘病而入”，显示他的后台“老板”江泽民，已经无力保他了，甚至要弃车保帅了！看来，黄菊真的成为明日黄花了，而江派离崩溃之日相信也不远了。<BR></P></font></td>
