<P>(亚洲时报记者田镜11月21日撰文)中国总理温家宝带同卫生、农业两部部长亲访辽宁省禽流感重灾区，以行动昭告全世界说，中国认真正视禽流感了。对全世界来说，这是大好消息，因为这一波禽流感肆虐，很主要原因是中国过去多年掩耳盗铃所做成。<BR><BR>首先一条，中国长期隐瞒其国内发生的禽流感疫情，屡次抱怨境外(包括香港)是症源头，其实中国才是最可疑的源头。</P>
<P>最近一期《财经》杂志指出，2004年以前，中国禽流感疫情具有保密性。而自2000年以来，中国不少省级畜牧兽医站与地方科研单位都在对禽流感进行研究，疫苗研制也在尝试中。除H5N1外，当时对中国家禽业威胁比较大的还有相对低毒的H9N2禽流感病毒。</P>
<P>换言之，至少由2000年起，中国内地已经出现禽流感，并且需要研制疫苗。但翻查农业部的纪录，2004年以前中国内地没有禽流感疫情。</P>
<P>假如《财经》的交代还不算直接承认有隐瞒疫情，另一件事更直接揭开真相。</P>
<P>2004年初，河北省新乐市爆出因注射假禽流感疫苗发生大量死鸡件。经查，该假疫苗生产人李忠启早在2001年7月起便开始销售自制的禽流感疫苗。自2004年1月至2月，已售出假禽流感疫苗944瓶。 </P>
<P>中华人民共和国公安部政治部主办，在全国各地百余家地市级电视台播出的“中国警务报道”时事节目交代出来，原来距当时一年多，李忠启在流行禽流感之初，就想利用人们的恐惧心理，私自制造疫苗销售，以达到非法赢利的目的。李忠启把平时剩下的疫苗储存起来，并印制了各种疫苗疫苗标签，客户需要什么疫苗，他就在他的疫苗上贴上什么标签。再以8元的价格买给杨峻，杨峻再以每瓶17元的价格批发给河北新乐市的智勇，智勇再以每瓶50元的价格卖给养鸡户。</P>
<P>中国警务报道”追访该案情时，得到河北省公安厅、石家庄市公安局，以至工商、畜牧等部门提供资料，也透露了早在2003年初甚至更早前，有禽流感流行。</P>
<P>上海《第一财经日报》今年11月10日透露的更多。</P>
<P>该报说，在2002年第4期《生物学通报》上查找到的《禽流感的历史和公共卫生意义》一文显示，1995至1999年间，唐秀英等人从部分地区发病鸡群、鸭群、鹌鹑和鹅等中分离到28株H9N2、1株H3N2、1株H1N1、1株H3N8、2株H4N6和3株H5N1病毒,其中在鹅体分离到了H5N1高致病性毒株,其余均为低致病性毒株。</P>
<P>1999年2月，中国预防医学科学院郭元吉研究员等发现5个H9N2病毒感染人的病例，后来都痊愈了。这位研究员也证实“H9N2亚型流感病毒在中国鸡群中具有广泛的分布”，而且已经传染到人。</P>
<P>2004年，广州市疾病预防控制中心微生物检验科李钏华等研究员，在《中华实验和临床病毒学杂志》上发表文章，其结论是：广州地区鸡群中有H9N2亚型流感病毒存在，禽H9N2亚型流感病毒能感染人。</P>
<P>中国政府，不论国务院抑或农业部卫生部，至今仍未直面上述事实，更从未承认正是由于中国的隐瞒，令全世界耽误了防治的时机。</P>
<P>另一方面，中国现时的防治措施也够叫人担忧。</P>
<P>1971年美国加州发生大规模新城疫，染病和扑杀的家禽超过一千万只，事后检讨当时疫症的传播主要原因，是兽医到未受感染的农场为家禽打针时，戴有病毒的他们变成传播疫症的载体。中国正面对禽流感，从新闻电视画面看到，为未感染家禽打防疫针的兽医，明显地消毒措施不足。他们的衣服、鞋以致运载疫苗的工具，都可能如1971年美国般，一样成为传播疫症的载体。</P>
<P>在电视上又看到，扑杀怀疑染病家禽时，有工作人员只戴上口罩、手套，并没有眼罩，其实非常危险。因为外国经验证明，禽流感与一切流感病毒一样，可透过眼传入人的身体。</P>
<P>现在虽然在中央层面上，对禽流感可能扩散态度警愓，但基层得到的讯息是却认为禽流感是可防可止的，形成对防范禽流感扩散工作出现松懈。当然另一个问题，要所有人穿着全套防疫装备，是要花很大笔钱，从这方面来看，中国情况非常值得忧虑。</P>
<P>由过去的隐瞒疫情，到现时的措施不完备，中国在禽流感的扩散方面，需要向全世界认罪忏悔。</P></font></td>
