<p style="text-indent: 22pt; line-height: 200%"><font color="#333333">北京奥运期间外籍记者面临网络审查一事，引发各国政府与媒体组织严词抨击中共与国际奥林匹克委员会。前捷克总统哈维尔和诺贝尔和平奖得主图图大主教等国际领袖，日前连署致函国际奥会，要求确保奥运期间资讯的完全开放，同时呼吁运动员在北京奥运会上为人权说话。
<P>国际奥委会曾经承诺，网络使用将和历届任何奥运一样，报导奥运赛事的外国媒体可以毫无限制的上网。但是中共在7月30日宣布将封锁某些网站，包括与中国异议人士、西藏、法轮功以及有1989年天安门广场大屠杀资讯和一些人权非政府组织相关的许多网站都被审查。而且，中共以敏感关键字启动网页重设的机制仍然存在。
<P>中共过滤政治敏感网站的举动引发国际强烈反弹，前捷克总统哈维尔等国际领袖和诺贝尔和平奖得主图图大主教等国际领袖7月31日连署致函国际奥会，要求中共在停止在北京奥运期间管制网际网络，确保资讯的完全开放。
<P>曾被1989年以前执政的捷克共产党政权所关押的人权斗士哈维尔和南非图图大主教在他们的公开信中强调，根据奥会宪章的宗旨，体育应该推动社会和谐、维护人类尊严。
<P><B>吁运动员以良心 谴责中共践踏人权</B>
<P>哈维尔对中共在奥运期间管制网络非常关切，担心北京政府借此企图转移国际社会对中共践踏人权的关注。公开信中说，我们担心，北京奥运可能沦为只是一场大型表演秀，分散国际社会对中国乃至其他国家违反人权与民权等状况的注意。
<P>公开信中还说，所有的奥运会运动员都应该知道中国的真相，并能够以他们的良心来谴责中国政府践踏人权。这个行动应不受限制、且随时随地可以进行。国际奥委会应该允许他们自由表达。
<P>公开信说，讨论人权情况一点也不违反奥运宗旨。谈人权不是政治，只有集权独裁政府才会这么认为。为人权说话是我们的职责。公开信也呼吁国际奥委会保障这个权利。
<P>中国旅美异议人士魏京生和包括欧洲联盟副主席艾德华麦克米兰士考特在内的多名欧洲议会成员都签署了这封公开信。此信透过人权监督机构“奥运观察组织”发布。
<P>1989年捷克爆发大规模抗议，刚从共产党监狱出来的哈维尔曾对50万游行示威群众演讲，逼迫共产党政府下台。1989年12月29日，哈维尔当选捷克斯洛伐克共和国的首届总统。1993年捷克和斯洛伐克分治之后，哈维尔又被选为捷克共和国总统，直至2003年 2月卸任。
<P>德斯蒙德·图图（Desmond Mpilo Tutu）于1984年10月被挪威议会诺贝尔委员会授予1984年诺贝尔和平奖，表彰其用非暴力方式反对南非当局种族歧视政策的斗争。1985年2月在约翰尼斯堡宣誓就任南非第一位黑人大主教。
<P><B>封锁网站 国际强烈反弹</B>
<P>此外，德国内政部长萧伯乐对于中国未能遵守承诺，让采访奥运的记者不受限制地使用网络表达忧心；无疆界记者组织也说，中国自从获得奥运主办权以来，“又一次违反承诺”；世界报业协会呼吁国际奥会敦促中国遵守承诺。
<P>国际奥会新闻委员会主席戈斯帕说，他相信中国已与奥会官员达成“协议”，将允许中方展开网络检查。戈斯帕并未说明谁与中国达成协议。
<P>德国奥委会主管、同时也是德国北京奥运代表团团长维斯帕说，国际奥会主席侯格应坚守网络自由。维斯帕说：“中国的主办单位在搞乌龙。”
<P><B>迫于国际压力 开放部分网站</B>
<P>迫于国际压力，北京对一些网站除去封锁，不过该行动仍然低于预期的“完全自由毫无障碍”地开放网络。仍然有为数不少的敏感网站被封锁。
<P>北京当局承诺要持续数月开放“国际特赦组织”、“天安门广场”等以前封锁的网站。但事实上，中共官方持续监控人们上网，牵涉到“法轮功”字样的依然被查封，有关西藏的开放一部份，在西部敏感地区仍然关闭，BBC的中文网站大部份时间关闭，偶而开放。搜寻“天安门广场”的网站，有的显示开放，但是进不去。<BR></P></font></td>
