<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P style="TEXT-INDENT: 22pt; LINE-HEIGHT: 200%"><FONT color=#333333>齐国国君派使者问候赵威后。信封还没有拆封，威后就问使者说：“齐国年成好吗？百姓好吗？齐王好吗？”使者不高兴，说：“我是奉命拜见威后的，您不先问候国君，却先问年成和百姓，岂不是先贱而后尊吗？”威后说：“不能这样说。如果没有年成，哪会有百姓？没有百姓，哪会有君王？因此有这样的问话，难道要舍根本而问末梢吗？”赵威后的话集中体现了民贵君轻的治国思想。
<P>民贵君轻的思想是孟子提出来的。孟子曰：“民为贵，社稷次之，君为轻。是故得乎丘民而为天子，得乎天子为诸侯，得乎诸侯为大夫。”孟子认为，百姓最重要，土地五谷之神次之，君主为轻。得诸侯之心者做大夫，得天子之心者做诸侯，只有得百姓之心者才能做天子。
<P>百姓既然这么重要，怎么做才好呢？
<P>孟子的主张是：“保民而王，莫之能御也。”认为保护百姓安居乐业而称王天下，就没有谁能抵御得了。他认为，作为统治者，首先要有仁爱之心，要爱民，即把这种仁爱之心推广到老百姓身上。其次要制民之产，要使老百姓有固定不变的产业收入，使其仰能事奉父母，俯能养活妻子儿女。再次要重视教育，教化百姓知礼向善。如此，才能保证百姓安居乐业；百姓安居乐业，国家才能长治久安。
<P>古代的明君都深知民贵君轻、得民心者得天下的道理，都把保护百姓安居乐业放在治国安邦的首位。如有人君昏庸暴虐，不能保护百姓，甚或危害百姓，致使天灾频现，民不聊生，臣民就可以放逐他，甚或诛杀他，另立新君。
<P>齐宣王问孟子说：“商汤放逐夏桀，武王讨伐商纣，有这回事吗？”孟子回答：“史传中有。”齐宣王说：“臣子弑杀国君，可以吗？”孟子回答说：“残害仁的叫做‘贼’，伤害义的叫作‘残’，伤仁害义之人叫作‘独夫’，我听说武王诛灭了独夫商纣，没听说弑杀国君。”<BR><BR>古代臣子杀国君叫“弑”，认为是无道之举，然而如果杀的是无道之昏君暴君，就认为是替天行道、为民除害的正义之举。古人有道无道的是非观念是非常清楚的。
<P>古代有明君圣主，也有昏君暴君。明君圣主，当代百姓受惠拥戴，后世百姓怀念向往；昏君暴君，当代百姓不堪其害其苦，诛之放之，后来的百姓世代唾骂。失民心者失天下。凡是昏君暴主，没有不被百姓唾弃的，没有能长久的。
<P>今天，中共邪党执政，冒天下之大不韪，把自己政权的稳定看的高于一切，压倒一切，而把广大百姓的生命当作草芥。四川地震预知不报，致使十万百姓在瞬间丧生；其各级官员坑害百姓，打、砸、抢、夺取百姓财产，致使百姓吃住无着且上告无门的，更是数不胜数；更有甚者，残酷迫害按真善忍标准做好人的法轮功修炼者长达九年之久，活体摘除成千上万法轮功修炼者的器官以牟取暴利，致使全国上下，民不聊生，怨声载道，民间反暴抗暴之声四起。如此残暴，其能长久！如此违天背道，上天岂能不灭？</P></FONT></font></td>
