<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"> 中共又开打黑会议，好像打黑不遗余力其实，中国政府早已黑社会化，如今是黑白两道挂钩，坏事做尽，中共搜罗黑社会分子，打击维权人士、法轮功学员，进行暴力恫吓和围殴。黑社会分子与贪官大勾结，打黑怎么打也打不掉了。<BR><BR>但黑社会势力坐大，社会不宁，群众意见很大；官方不得不出手打黑，打黑也有真打黑和假打黑之分。另有一项举动，就是把黑势力的帽子扣在一些群体抗争者头上，藉此施加镇压。
<P><STRONG>近日有关打黑的会议、文件</STRONG><BR><BR>二月二十二日，中央政法委召开了全国打黑除恶专项斗争电话会议，要求各省市县成立专责打黑除恶领导小组，直接由本地区党委、政法部门领导。
<P>二月二十七日，国务院办公厅转发了中央社会治安综合治理委员会下达的《关于坚决以法展开打黑除恶工作的通知》。
<P>三月一 日，又召开了中央政法、公安、武警联席会议。
<P><STRONG>罗干承认黑势力已打入党政心脏<BR></STRONG><BR>罗干在联席会议上承认黑势力已经渗透到党政、司法、公安、金融等机关的心脏。部分地区的党政、公安、司法、金融、工商领域已经由黑恶势力操控、主导，这是触目惊心的斗争。<BR><BR>罗干说：打黑除恶这场斗争，形势十分严峻。在被黑恶势力操控的地区、部门，已经形成黑恶势力的「独立王国」。
<P><STRONG>最近公布的有关黑恶势力猖獗情况</STRONG><BR><BR>最近官方公布的有关黑恶势力的猖獗情况如下：各类黑恶势力组织共有一千三百七十多个，分布在全国四百七十五个城市、地区、农村，共有一千三百四十多万人，在最猖獗时期达」千七百五十多万人。
<P>被公安部门列为黑恶势力状况十分严重的九个省，分别是：广东省、湖南省、安徽省、湖北省、河南省、山西省、江西省、江苏省、河北省，三十一个城市地区，分别为：深圳市、东莞市、惠州市、汕头市、长沙市、衡阳市、邵阳市、怀化一巾、武汉市、黄石市、合肥市、淮南市、蚌埠市、芜湖市、郑州市、安阳市、太原市、阳泉市、石家庄市、保定市、唐山市、南昌市、九江市、南京市、镇江市、昆明市、渖阳市、鞍山市、温州市、南宁市、西安市。<BR><BR>被列为黑恶势力状况严重的十二个省市，分别为：福建省、四川省、重庆市、云南省、广西壮族自治区、辽宁省、吉林省、黑龙江省、浙江省、陕西省、海南省、新疆维吾尔自治区，五十七个城市地区，分别是．梧州市、郴州市、铜陵市、思矛市、丹东市、长春市、鸡西市、哈尔滨市、金华市、大庆市、连云港市、包头市……等。<BR><BR>黑恶势力操控的行业有：娱乐业、各类商场、保安、运输、毒品贩运、建筑地盘、职业中介、票证倒卖……等。<BR><BR>黑恶势力渗入、打入的政府部门：公安、税务、工商、司法、交通、商业及党委办、政府办等。如．广东省，五股黑恶势力通天，操控著三万五千多家娱乐、酒吧，操控著百分之七十的工程地盘，涉及年经济利益四OO亿，黑恶势力和勾结的官僚以四六开形式分成。
<P>又如：山西省、河北省十二股黑恶势力操控二百七十多个中小煤矿的煤炭外运，年收入八十多亿元，与官方瓜分。
<P><STRONG>近年来打黑除恶情况</STRONG><BR><BR>二OO三年，取缔黑恶势力三 一 七个；二OO四年，取缔黑恶势力四二 一个；二OO五年，取缔黑恶势力四八五个。<BR><BR>从公布的资料看，取缔的黑恶势力，仅为同年滋生黑恶势力的三分之一。仅二OO五年，因参与、勾结黑恶势力而被开除公职的党政干部有一千七百四十名，其中涉及中央部委办的公职人员有八十多名，职务高至司局级，其中属於建设<BR>部、信息产业部、交通部、国土资源部的共有八名。
<P><STRONG>编后议：</STRONG><BR><BR>黑恶势力哪个国家都有，哪个国家都打，哪个国家也都打不净。在这个意义上，中国有黑，打也打不净，是共性，不奇怪。<BR><BR>黑恶势力不但顽强，而且狡猾，常常渗入警察队伍，而警察队伍中也有与黑帮勾结者。这种现象也不独存在於中国，所以也不奇怪。<BR><BR>奇怪的是「中国特色」：或是由国家机关招募黑帮来执行「公务」，或是国家机关直接用黑帮手段执行「公务」。比如用暴力殴打维权民众，或绑架维权人士，不久前还制造车祸，企图暗杀高智晟律师。至於用酷刑和不明药物残害法轮功信众，那更是由国家机关公然施行私刑，这是只有土匪和黑帮才干得出来的兽行，不但为文明世界所不齿，就是中华人民共和国的法律也是决不允许的。可见中共所组成的这部国家机器本身，有的部分已经黑社会化了。<BR><BR>黑帮虽然各国都有，但用黑帮手段对付本国居民，在当今世界上有几个国家和中共一样呢？<BR><BR>可见，如今中共这次「打黑除恶专项斗争」，不过是「大黑 」打「小黑」 而已。
