<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><FONT size=2>据最新一期香港“争鸣”月刊报导，中共中央政治局九名常委在听取有关上海市委书记陈良宇的调查报告后，以六票赞成、三票弃权通过予以免职查办，而弃权的三票包括与前任中共总书记江泽民关系密切的贾庆林。</FONT>
<P><FONT size=2>这份主由中国海内外异议人士参与的刊物并说，中共中央纪律检查委员会调查证实，前上海市委书记陈良宇的亲属从事非法 及违法经济及金融活动涉及金额超过人民币一百亿元，报导引述消息人士透露，九月二十一日，中共中纪委会驻上海工作组向中共政治局常委提交“关于上海调查工 作”第三份报告。</FONT></P>
<P><FONT size=2>报告以证据、物证及旁证来证实陈良宇清楚属下进行非法经济、金融活动，利用职权扣压有关举报信，并以政治威胁上海市纪律检查委员会及调查部门负责人，以及长期庇护亲属在国土、工程领域的非法、违法活动，在社会引起极大反响。</FONT></P>
<P><FONT size=2>报告指出，初步证实，陈良宇亲属涉及非法、违法金融及经济活动金额超过一百亿元。</FONT></P>
<P><FONT size=2>有关报告送到中央政治局常委批阅后，九月二十二日下午，政治局常委开会讨论。中纪委书记吴官正在会上指出，根据已核实的材料，陈良宇严重渎职，而且涉嫌庇护犯罪活动。</FONT></P>
<P><FONT size=2>吴官正提出三点处理意见，包括撤销陈良宇市委书记职务；即时召开中央政治局全体会议，就陈良宇问题提出处理意见；宣布对陈良宇实施双规（在规定的时间、规定的地点交代问题），留在北京审查，并就陈良宇问题提交十六届六中全会审议通过。</FONT></P>
<P><FONT size=2>报导又称，中央政治局常委贾庆林、黄菊、李长春反对现阶段处理陈良宇问题，他们提出四点理由，一是事件还在调查中， 不宜过早作出结论及组织上的处理；二是现阶段作出决定，可能会造成政治影响，社会动荡、国际消极反应等；三是不宜在十六届六中全会上审议，必须考虑社会上 的承受程度；四是建议上海问题放在党内内部解决，有利全局、团结、工作及稳定。</FONT></P>
<P><FONT size=2>二十三日下午，中共高层向前政治局常委江泽民、李鹏、朱镕基、李瑞环、宋平、刘华清、尉建行、李岚清及万里通报对陈良宇处理意见，江泽民、朱镕基、刘华清及李岚清没有表态，其他人都表态完全支持中央政治局常委会反腐败斗争工作。</FONT></P>
<P><FONT size=2>当晚十时，中央政治局对陈良宇问题一案进行表决，通过翌日召开政治局全体会议，并邀请前政治局常委出席；通过建议撤销陈良宇上海市委书记职务，停止中央政治局委员、中央委员职务、留京审查。表决结果，六票赞成，贾庆林、黄菊、李长春弃权。</FONT></P>
<P><FONT size=2>二十四日早上八时，陈良宇乘中央派遣的专机到北京出席政治局全体会议。当天傍晚，曾庆红代表政治局在会上宣布中央有关处理陈良宇的决定，并提出多点告诫，包括上海腐败状况确定很严重；不要自作聪明，要争取主动，不要等到找上来；上海市民眼睛是雪亮的，判断力是强的。</FONT></P>
<P><FONT size=2>曾庆红强调，出问题走不了，不要幻想吴邦国和他本人会出面担保。</FONT></P>
<P><FONT size=2>二十四日晚上，南京军区保卫局第八分队，奉命进驻上海浦东机场、虹桥机场、上海国际港口等，防止陈良宇下属亲信内控人员外逃。</FONT></P>
<P><FONT size=2>九月二十五日上午，上海市二十一名区、局级现职干部知悉陈良宇出事后，趁上午召开市、区局长会议的机会，持港澳通行证从邻近的浙江万山机场、江苏南方机场准备到香港后外逃，但他们被特警拦截，由上海市纪委带回上海。</FONT></P></font></td>
