<P></P>九月二十五日晚，人民日报《内参》记者报道：全国主要地区都引发不同程度震荡。
<P><B>十八省市引发反腐连锁反应</B>
<P>至九月二十六日下午，已有广东省、福建省、湖南省、河南省四个省的党政干部、社会团体、知名人士致电中央政治局、中纪委，要求派遣工作组进驻，解决本地区腐败滥权黑幕。参加联署致电的，有省纪委干部，组织、人事部门干部，省政协副主席、省委委员、大学校长等。
<P>到九月三十日，据中办报告，已发展到十八个省（区）、直辖市，党政部门内部、社会团体、知名人士联署，强烈要求中央政治局、中纪委派工作组到本地区领导展开反腐、党建、换届工作。这十八个省（区）、直辖市，除了粤、闽、湘、豫之外，还有：海南省、重庆市、四川省、湖北省、江西省、辽宁省、黑龙江省、山东省、浙江省、江苏省、吉林省、云南省、安徽省、河北省。
<P>这些来自体制内部联署致中央信函中，披露了地区党政、司法、公安系统内部的政治、组织、人事、经济、金融等领域的层层黑幕、触目惊心的事例。
<P><B>逾三十诸侯被指控为陈良宇同类人物</B>
<P>在这次陈良宇落马引发的连锁反应大潮中，有三十多名省、部级以及副总理级高官，被指名道姓指控在政治上、经济上、道德品质上堕落、腐败、滥权，是和陈良宇同一类型的败类。被点名者有：贾庆林（前福建省委书记、北京市委书记）、李长春（前河南省委书记、广东省委书记）、黄华华（广东省委副书记、省长）、黄丽满（广东省人大主任）、王华元（广东省委副书记、省纪委书记）、黄小晶（福建省委副书记、省长）、孟建柱（江西省委书记）、郭金龙（安徽省委书记）、徐光春（河南省委书记）、周伯华（湖南省委副书记、省长）季允石（河北省委副书记、省长）、张中伟（四川省委副书记、省长）、吕祖善（浙江省委副书记、省长）、李金明（浙江省政协主席）、张高丽（山东省委书记）、韩寓群（山东省委副书记、省长）、钱运录（黑龙江省委书记）、罗清泉（湖北省委副书记、省长）、周永康（国务委员、公安部长、前四川省委书记）、周小川（中国人民银行行长）．．．．．．等。
<P><B>十二省市干部准备赴京请愿</B>
<P>除上海市外，还有十二个省、直辖市的党政部门干部、社会团体（市民）准备在国庆前夕、六中全会期间，上京集会拥护党中央反腐败斗争动了真格。
<P>中央忧虑局势失控，怕集会引发连锁政治事件，更怕地方出现乱局，自九月二十七日至十月五日，一连发出四个中央有关文件。
<P><B>中央连发相关四文件</B>
<P>九月二十七日，中办、国办下达了《关于抓好当前工作，确保社会稳定、人心稳定的若干意见》文件，至各省、部级党委。
<P>九月二十九日，国务院下达了《关于有关方面要严格执法，打击资金、资产外流活动》文件，至各省、部级党政部门，公安厅、海关、金融系统党委（组）。
<P>九月三十日，中纪委、中组部下达了《关于加强按规则保管存封原材料、资料等档案的若干意见》文件。在上海反腐风暴中，上海市委、市政府、市人大有关原材料、资料库（室），在九月二十五日已封存，由中纪委工作组代行负责，并由南京军区保卫部第五中队负责安全警卫。据知，有多个地区掌握内情的干部向中央反映、举报，有在非正常、手续不齐的情况下，转移、抽盗、焚毁、内窃、涂改档案。
<P>十月五日，中办、国办下达了《关于党内、社会要求中央派工作组到地方反腐工作的若干意见》文件，至省、部级党委。文件要求：地方党政要正确对待社会上、党内的呼声和诉求，正确对待社会上的强烈意见、批评和要求，不准以任何藉口对要求派工作组、向中央反映、举报的人士搞打击和刁难。
<P><B>胡锦涛：党的干部思想已发生质的变化</B>
<P>“国庆”期间，省、部级党委安排了“学习”和“对照”：学习胡锦涛、吴官正、罗干最近在中央政治局会议上的讲话；对照本地区领导班子、党政主要领导自身建设，对照本地区主要问题、突出矛盾、存在危机等。
<P>胡锦涛在中央政治局会议上的讲话，说：党的干部队伍思想意识、价值观发生质的变化，这是全党，特别是中央委员必须面对的严峻局面。存在于相当一段时期，政治思想建设上暴露出的问题，监督、检查机制建立、啓动上的问题。在经济建设、发展、对外开放中，忽视自身建设和民主、法制建设要先行上的问题，积重难返，是面对的挑战、压力，是一场生与死的抉择。要承认、接受现实，不是短时间内或披露、处理几件大的事件后局面会大扭转、大改变，但我们必须迎接、战胜挑战和压力，这不仅是执政党的本份，也是对执政党执政为民、以民为本的宗旨合不合格的检验。历史告诉我们，凡是不能代表广大人民利益的执政党，必然会退出历史舞台或被广大人民所抛弃。
<P><BR><B>编后语</B>
<P><B>“陈良宇”何其多</B>
<P>陈良宇身为中共中央政治局委员，迄今为止，中共官场上因贪渎而落马的政治局委员，尚不多见。
<P>陈良宇从发迹到落马，有一定的典型意义。他是一个善于投机取巧的官场上门槛精的上海滩小混混，受到老大黄菊赏识，他扶摇直上钻进中共高层。
<P>这种败类能在官场上如此迅速上位，而且竟能混到中央政治局委员的高职，正说明这是由于中共的彻底腐败，以及内部派系权争，派系利益高于一切这样一个政治生态空间，给他提供了平步青云的机遇。上海帮重要成员黄菊，正是利用陈良宇来排挤正直的徐匡迪的。黄菊为了提拔陈良宇（也是为了打击徐匡迪），竟然对列出陈良宇斑斑劣迹的举报材料，予以封存而不去核实处理。甚至中南海上海帮掌门人江泽民也助黄菊一臂之力，将黄的得力干将陈良宇提拔到权力核心层。
<P>陈良宇不仅仅是滥权、贪污、维护家属经济利益，而且是生活极其腐化堕落的伪君子。他集中了中共官僚的特点，在他身上能看到各地区党政一把手的身影。于是，全国各地纷纷指名道姓，指控了三十多名当地的“陈良宇”。
<P>一个陈良宇被拉下马，是中共派系权争的结果：全国有三十多个党政高官被炮轰，那就表明中共这个执政党面对的社会矛盾和政治危机是如何严重了。</P></font></td>
