<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><SPAN class=medium>中国人是很传统很自足的。但这一承传了几千年的习俗被中共破坏了。一场雪灾差点没把中国打回旧石器时代：南北路塞，停水停电，车站沸腾，贫富均怨。平时已受足了气，灾时就别怪百姓很骂娘很暴力了。
<P>不过，百姓还是挺文明的。“有钱没钱，回家过年”。尽管那些被雪封在公路、铁路、车站的人们恐怕连这个最朴实的愿望都要落空，手机简讯中“京广线上无熟人”仍幽默地成为最热门的“幸福指标”。倒是自娱自乐的央视春晚成了最具挖苦功能的剧目。
<P>但是，雪灾，雪灾，有雪不一定成灾。2006年美国东部下了场50年不遇的大雪，统计资料记载近70厘米，但是并没有形成雪灾。相当于中国的京珠高速的美国南北大动脉95号高速上提前过雪盐或边下边撒，铲雪车不停地铲，积雪处于融化的状态，虽有交通事故，但基本畅通。尤其令人称奇的的是，星期天下午开始停雪，星期一早上纽约市所有的捷运系统全部开通。纽约市出动了近2千辆铲雪车和300多部撒盐车，近5千名清洁工人分两班24小时铲雪。
<P>美国能轻易化解雪灾，为什么中国就不能？是买不起铲雪设备吗？非不能也，是不作为也。中国外汇储备世界第一。在雪灾最危急的1月29日，中科院自豪地宣布 “中国客观国力已跃居世界第三位”。同时香港的富豪榜宣布“中国亿万富豪人数世界排名第二”。在一场大雪面前，所有“代表这个、代表那个”，连同“大国崛起”一同全军覆灭了。虽然官方用雪灾大力收获感动场面，但隐瞒的严重灾情才真实地体现出党贵民贱。
<P>其实，这场大雪能发展成“灾”有着重重的黑幕。首先，雪灾预报疑窦丛生。气象局局长2月4日说，“没有料到”南方持续低温雨雪冰冻气候。能使“嫦娥”上天并“继美国、俄国之后第3个同时拥有极轨气象卫星和静止气象卫星的国家”，居然不能预测大雪天气？据报导，中国气象卫星的水平超过了日本卫星。气象局2007年10月就知道了今冬有大雪。但为何政治局会议始终未将雪情列入议题？靠这样的水平来“负责北京奥运期间天气预报”，到时仍用“大意失荆州”来解脱吗？
<P>其次，军队救灾姗姗来迟，延误了近三个星期，背后隐藏着高层内斗。养兵千日，用兵一时。在中国所有救灾资源中，军队相对最具有机动应急的条件和能力。灾情就是命令。况且 2005年和2006年两个法规都明文规定了军队在抢险救灾中的作用、任务和使命。但1月10日出现灾情后，只有地方部队的零星介入和提供边缘援助，如野炊车供应食物、搭建帐篷等。直到1月28日和29日总参和总政才发出救灾通知。新华社2月1日才报导“胡主席的重要指示”。同时，中共媒体才报导“军队处置突发事件领导小组”开始运作。就是这关键的20天延误，导致了大雪演变为雪灾。
<P>请注意，中共媒体在报导军队介入时，一是用了“胡主席重要指示”；二是用了“军机再领命”的模糊用语。是什么阻碍了胡以军委主席身份却下不了“命令”，只是作“指示”呢？命令是必须执行的；而指示只是一个遵循的原则，并无军法威严。什么叫“军机再领命”？说白了，就是首次下令未执行，再次下令才有行动。
<P>对比98年军队抗洪，可以看出其中的玄机。当年江泽民利用抗洪调动30万军队考查是否握有军中实权。江动用了10多个集团军、30万官兵，200多架飞机，总计出动700万人次。而这次胡主持军队，截止2日0时，在19个省遭灾下，军队和武警累计出动30.6 万人次，在一线的只有4-5万人，仅派出了不到10架运输机。对民众再三要求的直升机空投物质，直到2月初仍未付诸行动。
<P>这种完全不可同日而语的结果使胡温形象大损，暗示胡温调动不了军队和武警，江仍是幕后实权人物。只是当救灾已错过最佳时机，江派才开始有条件让军队介入。如果这次军队调动迟缓是因为江及其军中势力借影响亿万人的大雪灾来打击胡温，江理应受军法从处。因为这是为一己私利，完全置人民生命安全，中国社会生活的方方面面，及政府运作于不顾。这凸显出江背负血债横竖是死的心态。
<P>当然，在救灾中显示出来的除雪器材严重匮乏、应急方案缺失、基础设施落后薄弱(背后是巨大资金被腐败吞噬)、军方和地方相互推诿、指挥错乱等也是雪演变为灾的重要因素。
<P>人们一直在讨论这场暴雪是“天灾”还是“人祸”。事实是，雪不一定演变成灾。古人称“瑞雪兆丰年”，美国人也能轻易化解雪灾。2008年大雪成灾的终极原因在人。</P></SPAN></font></td>
