<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>近日中国东北松化江发生食水污染事件，吉林一起爆炸污染了江水，但有人一直隐瞒真相，到被污染的食水流入邻近的黑龙江省才被发现。中国国家环保局11月23日通报说，化工厂爆炸造成松花江污染超标108倍，但吉林方面竟强调污染物流入松花江“低于国家限制的标准”。此事发生后，中国总理温家宝立即高调召开会议，重申“环保指标纳入干部政绩考核”，目的就是要整治跋扈难驯的地方诸侯。</P>
<P>必须指出，这次污染事件可能涉及庞大的集团利益。事件被揭发后，涉及事件的中国石油天然气股份有限公司（中石化）可能要面对巨额赔偿。另外，《上海证券报》11月15日曾报道，中石化计划出资61.5亿元人民币，欲私有化包括旗下吉林化工在内的三家上市公司。这次污染事件被刻意隐瞒，是否影响到这次私有化计划有关？吉林省委书记王云坤出身吉林省化学工业公司，历任吉林化学工业公司炼油厂主任等职。他这个背景，是否有涉及利益冲突的可能？ </P>
<P>中国国家环保总局23日证实，中国石油吉林石化公司爆炸事故发生后，监测发现苯类污染物流入松花江，造成水质污染。可是，吉林方面同一天竟然通过吉林省环保局重申“苯类污染物流入境内松花江仍低于国家限制的标准”。</P>
<P>《北京晚报》23日就哈尔滨紧急停止供水事件提出质疑，并对地方政府处理过程中的可能疏漏提出几点质疑。</P>
<P>报导质问，“吉化爆炸既然造成污染，为何不公开？”《北京晚报》引述当地一名媒体工作者透露，吉林石化爆炸造成水污染在吉林已是公开的秘密，但是媒体无一报道，哈尔滨媒体当时前往采访，也被告知松花江的水质“未受污染”。报道认为，黑龙江省环保局监测的数据显示江水已受污染，“其中的真相到底怎样，市民急需了解”。</P>
<P>除了对吉林省公布江水未受污染讯息提出疑问，报道也对哈尔滨市政府21日才发出停水公告提出质疑，并引述哈尔滨市政府紧急工作会议的解释说，由于正处于招商引资关键时期及旅游旺季，所以当时没有公布，直到考虑到为市民生命健康负责，才作出停水决定。</P>
<P>此外，报道指出哈尔滨市政府21日发出两个停水公告的停水原因“大相迳庭”，首次宣称因管道维修停水，后来才改称松花江水可能受吉林石化爆炸而污染。</P>
<P>温家宝23日主持召开国务院常务会议，强调将环境保护纳入地方政府和领导干部考核的重要内容，定期公布考核结果，严格责任追究。会议又指出，要鼓励公众参与，并强调，各地区、各部门要进一步增强环境忧患意识。 </P>
<P>这次事件，也把中国部份地方官员自私自利的心态表露无遗。据中国《新京报》11月24日的报道，吉林省饮用水基本不从松花江取用，而哈尔滨90%的饮用水来自松花江，吉林省境内的第二松花江边有不少化工企业，几十年来不断对松花江造成污染，两省间曾为此多次协商。这次事件发生后，吉林方面迟迟不肯承认问题，似乎有人对黑龙江省以至松花江下游俄罗斯哈巴罗夫斯克地区人民的生命亳不重视。据称吉林副省长，吉林市书记矫正中和中石油已就污染事件“道歉”。可是，爆炸事件早在11月13日发生，他们过了十天才道歉，不是有点太迟了吗？</P>
<P>地方政府公然跟中国中央政府唱反调，吉林也不是第一个。可是，在这类涉及人命的重大事故中，地方政府仍抱不服从姿态的，在2003年非典事件后也较为罕见。这次事件再次说明，在现行体制下，庞大的利益关系对官僚来说可能会较人民根本利益更为重要；因此，中国的政治改革实在是刻不容缓。</P>

<P align=center><BR><STRONG>松花江灾难暴露中共官员说谎成性</STRONG></P>
<P>在吉林石化公司爆炸事故发生十天后，当局才首次承认爆炸事故导致松花江发生重大水污染事件。明报评论认为，处理这项重大水危机时，官员有刻意隐瞒之嫌，无视公众知情的权利，漠视公众的生命健康。<BR>明报的中国评论指出，松花江苯污染事件影响之大及后果之严重，堪称中国历来最严重的水污染事故。有“冰城”美誉的哈尔滨市受紧急停水措施影响而传言四起，民心浮动；近千万市民四出抢水，学校被迫停课，许多商业单位被迫停业，损失难以估计，邻近黑省的俄罗斯人亦人心惶惶。</P>
<P>中石油吉化公司双苯厂13日发生爆炸，肇事企业及政府环保部门，却刻意隐瞒事故对环境的影响，以此“安抚”民心。事故当晚，吉化公司一负责人就在新闻发布会上称，爆炸后对大气污染监测显示，没有造成大气有毒污染，却隐瞒爆炸造成水质污染的事实。</P>
<P>直到前天，中共吉林市市委宣传处一名官员还质疑吉石化爆炸可能污染松花江水源的说法，并宣称吉林市松花江江北在恢复供水后一直保持正常。</P>
<P>然而事实却戳破上述言论全为谎言。国家环保总局确定爆炸后，监测发现苯类污染物流入松花江，造成重大水污染。</P>
<P>评论指出，如果不是哈尔滨采取紧急停水措施，如果不是数百万市民受事件影响而传言四起，如果不是中外媒体云集哈尔滨，如果不是长达80公里的污水带今天即将通过哈市，环保部门会承认吉石化爆炸造成松花江重大水污染吗？由此可见，有关方面是在隐无可隐，瞒无可瞒下，才不得不对外公布。这与SARS、禽流感事件的处理手法何其相似，显示大陆一些官员已经说谎成性。</P></font></td>
