<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>年关将至，上海楼市却出现一波又一波的大规模退房风潮。为了减少因为房价下降而造成的损失，越来越多购买了预售房的人开始集体退房，他们采取的办法有拒收房屋，或是停止还贷，或是走向法庭。而愈演愈烈的退房风潮也令有关部门担心不已。<BR><BR>2005年上海最后一次房交会在12月5日落幕，本次房交会的一个特点是，参观者中有28500人对楼盘有购买意向，但是真正下单预订房屋的仅728套，预订者不足意向客户的2.6%，由此可以看出大多数客户仍持观望态度。</P>
<P>就在成交萎缩不前的同时，上海楼市还涌现出“退房风潮”。据《市场报》报导，51名“水岸蓝桥”的业主11月23日向上海地产商大华集团递交了退房申请，并声明集体停止偿还房贷。这一通过采取“暂停还贷”的强行手段来多方施压的集体行动，将上海的“退房风潮” 一波接一波地掀起。</P>
<P>“达安春之声”、“金沙雅苑”的退房风波未平，浦东超大楼盘“风雅颂”的拒收事件又起；“蓝山小城”也因降价引起前期业主打起“退房”旗号，浦东世纪公园板块某大盘的退房纠纷欲理还乱……。据上海汇业律师事务所的律师说，退房纠纷的诉讼在增多。 </P>
<P>报导指出，房价下跌是退房风起的真实原因。据了解，这些退房业主购买房产的价格在9000元/平方米~14200元/平方米之间，多数是在去年底、今年初的高价位买进的。而目前周边的同类二手次新房挂牌价在8000元到9500元之间/平方米左右，而且不少房子是带新装修出售。如此一来，房子还没到手，每套价格就缩水少则十多万，多则二十余万。</P>
<P>据有关部门人员说，销售环节的法律纠纷将大规模上升，与传统的融资风险并列为房地产市场的最大风险。而这一判断的主要依据正是愈演愈烈的退房风潮。</P>
<P>从通宵达旦“排队抢购”到此起彼伏的“集体退房”，由于过热的房地产市场导致上海楼市的“退房风潮”正折射出楼市困局犹在。</P>
<P>上海房地产业协会信息中心的一位人士说，降价对于眼下楼市来说，是一把双刃剑，不降则滞销“等死”；降价幅度过大，以前的买房人就会寻找各种理由退房，是“找死”。</P>
<P>而身陷楼市困局的不仅是房地产商及购房的业主，金融业同样受其牵累。金融工具曾帮助百姓实现购房梦想，但也曾在房价疯涨中推波助澜。楼市火爆时，银行放松审批、降低首付，甚至虚假贷款。在楼市泡沫越吹越大的同时，金融业同样得承担越来越大的地产风险。<BR></P></font></td>
