<p style="text-indent: 22pt; line-height: 200%"><font color="#333333">六中全会九大组围绕构建和谐社会的主题，提出当前构建和谐社会的阻力、干扰、内因问题，共五百七十九条。这些意见、提案充满了悲观失望情绪。
<P></P><B>取消习惯上的文艺节目观赏</B>
<P>今年中共十六届六中全会，在日程上比往年全会多了一个半天，实际上还多了八日、九日、十日三天的晚上八时至十一时的时段（进行讨论），取消了往年晚上的观赏文艺节目娱乐。
<P>全国十一日落幕前在悲情气氛中通过关于构建社会主义和谐社会问题的决议。
<P><B>九大组提出五百多问题</B>
<P>这次六中全会分九个大组：华北、东北、西北、西南、华东、华南、解放军、中共中央和国务院部委、中纪委和特邀代表组。
<P>九大组围绕构建和谐社会的主题，提出、总结当前构建和谐社会的阻力、干扰、内因的问题，有五百七十九条；有大组联署提出四十七条议案，要求大会审议。
<P><B>“抗争活动上升到要求改变政权的层面”</B>
<P>在提出、总结当前构建和谐社会的问题中，很多表露出悲观情绪，有的火药味颇浓：
<P>．改革二十多年，经济有了相当大的发展，但社会制度基础基本瓦解。
<P>．党以工农为基础，但目前工农处于社会最低层，承受压力（包生活方面）最沉重，工人农民两个阶级的离心倾向十分明显。
<P>．初级阶段社会主义社会事实上已经失败。
<P>．在社会上已形成有产阶级、特权阶级、利益集团阶级，操控国家机器，主宰着国家命运。社会各阶级之间矛盾尖锐化，形成对抗性，使社会处于动荡。
<P>．社会上抗争活动上升到政治性、要求改变政权的层面。
<P>．执政党干部背叛了执政的社会基础、背叛了党的宗旨、背叛了入党的理念、背叛了职责和使命。
<P>．执政党面临着向何处去的最后抉择。
<P><B>社会八大矛盾日趋恶化</B>
<P>会上提到社会八大矛盾和对立日趋恶化：（一）中央和地方党政；（二）地方党政和部委的权力；（三）城市和农村的发展；（四）地方和地方党政的利益；（五）地方党政、国家机关和群众利益；（六）城市固定户籍和流动人口；（七）国企和私有企业的利益；（八）上层建筑阶层和工薪阶层。
<P><B>解放军组、中央部委组、中纪委的提案</B>
<P>解放军组、中央部委组、中纪委和特邀代表组的提案：（一）各级党组织部门向党代表会议、纪委和同级人大代表会议问责制；（二）各级政府部门、国家机关向同级人大代表会议、监察部门、同级政协问责制；（三）整顿中央政治局常委、调整中央政治局的组成。
<P><B>西北组、西南组的提案</B>
<P>西北组、西南组的提案：（一）立法解决、纠正全国党政、国家机关干部的工资、福利、津贴、奖金的差距悬殊问题；（二）向全国公开各地党政、国家机关干部经济收入情况，接受社会监督和评议。
<P><B>九名政治局常委到各组参加讨论</B>
<P>九名政治局常委分别到各大组参加讨论：胡锦涛到解放军组；温家宝到中共中央、国务院部委组；吴邦国到西北组；曾庆红到华北组；吴官正到华东组；罗干到华南组；贾庆林到东北组；李长春到中纪委和特邀代表组；黄菊到西南组。
<P><B>胡：我们面临兴旺或消亡的抉择</B>
<P>胡锦涛、温家宝、吴邦国、吴官正在大会上作了发言。
<P>胡锦涛作了题为《构建和谐社会是共产党的使命感》的讲话。胡的长达四十分钟的讲话中，显得很沉重，有时又显得奋激。他说：构建和谐社会是对共产党执政地位能不能巩固、共产党执政能不能代表广大人民意志、共产党执政能不能得到合格检定的严峻的历史性考验和挑战。
<P>胡又说：共产党是唯物主义者，不能回避面对着严峻局面、复杂环境、各种尖锐矛盾、险恶的危机。我们面临的是兴旺还是消亡的抉择。胡又呼吁：面对严峻局面要不悲观、不沮丧、更不自暴自弃！
<P>胡锦涛的悲鸣不是无的放矢的，会场充满悲情气氛。
<P><B>大会发下的讨论文件</B>
<P>大会发下的讨论文件有：（一）《当前我国政治、社会不稳定因素和隐患的状况》；（二）《社会各种抗争、维权活动扩大恶化的报告》；（三）《党内思想建设、组织建设混乱状况调查》；（四）《社会道德、风气、秩序恶化状况》；（五）《金融、经济隐患和危机报告》；（六）《关于要从严约束、教育配偶和亲属的行为和活动》。
<P>光是这些文件的题目，就可以说明：一、中国共产党统治下的社会是个不和谐的社会，二、中央现在为什么要大力鼓吹“构建和谐社会”。</P></font></td>
