<p style="text-indent: 22pt; line-height: 200%"><font color="#333333">2003年SARS（严重急性呼吸道症候群）席卷全球，导致八千多人感染，八百多人死亡。本周四，世界卫生组织将在香港出版一本关于全球对抗SARS的新书。 该书赞扬新加坡和越南2003年迅速处理SARS危机， 但也猛烈评击中共在SARS爆发关键初期封锁消息和否认疫情，导致疫情蔓延，威胁全球其它地区的安全。
<P>这本名为《SARS：全球性流行是怎样结束的》的新书共有307页。 该书指出，2002年11月中国广东省爆发SARS疫情时，由于中共隐瞒疫情，世卫直到2003年2月10日才由菲律宾马尼拉地区办公室得到消息。 2003年3月初，当疫情迅速扩展至越南Hanoi时，世卫了解需要对SARS提供更多协助。于是，世卫开始要求中共提供更多疫情的消息。
<P>世卫西太平洋地区地区主任欧米（Shigeru Omi）在该书的序中提到，2003年3月22日，他和中共的卫生部长张文康在香港一家酒店面对面单独会谈。 他要求中共提供广东省SARS疫情发展的讯息，要求中共与世卫加强合作。 世卫也多次尝试利用电话，写信，面对面碰面的机会等和中国接触，但世卫没有得到所需的讯息。
<P>当时，北京医院同样明显地隐瞒疫情，甚至医院员工已知感染SARS，当局仍否认。中共领导者直到2003年4月20日才发现SARS的严重性，全国动员对抗SARS。 当时和欧米在香港碰面的卫生部长张文康被革职。
<P>该书坦承许多世卫官员在对抗SARS期间，因为担心中共反弹而避免公开的言论。 该书强烈批评中共在承认SARS疫情前，有三个月的时间默许疫情散布没有通告。中共错失疫情扩散全国暨国外时发布警告通知的时机。SARS疫情让中共得到一个教训，那就是对抗这样快速传播的传染病需要快速反应。该书指称，一个国家延迟反应可能危急全世界的公共卫生安全。
<P>该书也提到台湾在对抗SARS的努力，能快速诊断出SARS患者并适当地安置在医院隔离。但在2003年4月底疫情有失控的现象。 据美联社报导，该书没有提到，当台湾疫情严峻向世卫求助时，受到中共的阻挠。
<P>尽管该书认为SARS疫情结束了。 但据广州呼吸病研究所所长钟南山表示，中国的科研人员在另一种动物身上发现SARS病毒，显示SARS病毒依然存在于自然界，没有灭绝。钟南山指出，认为SARS病毒已在自然界消失的判断目前尚为时过早。<BR></P></font></td>
