<p style="text-indent: 22pt; line-height: 200%"><font color="#333333">据中国媒体今天报导，广电总局通知9月1日起全国各级电视台17-20点禁播境外动画片，以及介绍境外动画片的资讯节目或展示境外动画片的栏目。
<P>这一规定立即在国内论坛上引起网民反弹。有的从政治教化着眼，认为这是对儿童思想的禁闭，是愚民政策从娃娃抓起的体现；有的认为广电局收了国产动画片厂商的黑钱，是一种商业垄断行为；有的认为在黄金时段禁播外国动画片，会使国产动画片缺乏竟争，不利于国产动画制作水平的提高，等等。
<P><B>广电总局通知</B>
<P>据《广电总局关于进一步规范电视动画片播出管理的通知》，自2006年9月1日起，全国各级电视台所有频道在每天17：00──20：00之间，均不得播出境外动画片和介绍境外动画片的资讯节目或展示境外动画片的栏目。
<P>通知还说，合拍动画片在这一时段播出，需报广电总局批准。各动画频道在这个时间，必须播出国产动画片或国产动画栏目，以未成年人为主要对象的频道必须播出国产动画片或自制的少儿节目，不得播出境内外影视剧。
<P>另据《三湘都市报》报导，金鹰卡通频道将响应这一通知，在黄金时间播出国产动画片《精灵世纪》，并保证国产动画片与引进动画片每天播出比例不低于7：3。
<P><B>网民反弹</B>
<P>这一规定立即引起网民诸多不满：
<P>“真的还是假的啊？没这么夸张吧？要真这样那不如也限制我们国民的饮食吧！还好没有规定孩子们统一几点睡觉……”
<P>“呵呵，现在什么年代了还来这一套？禁播孩子们就看不到了吗？禁播进口动画，孩子们就改看奇烂无味的国产动画了吗？拜托给自己头上浇点冰水，清醒过来吧！”
<P>“广电总局禁得了各级电视台，禁得了孩子们的喜欢吗？禁令的随意真的很可怕，说不定某一天禁止婴儿早晚不得喝外国的奶粉，也说不定某一天会禁止白天不得乘坐外国的汽车。”
<P>“我想吃什么我的嘴作主，我想看什么我的眼作主，广电总局，您管得太宽了！这都20点了，您还是洗洗睡吧。”
<P>“当年禁播流星花园，结果是啥子，广电总局还没搞清楚？还没长记性？你那一本正经的‘禁播’，结果是给卖盗版碟的贩子做了一次义务广告！爽得北京那帮盗版碟贩子都直说：下次禁什么，先给我们打个招呼，我们好提前进货！”
<P>一位网民说，青少年白天上学，晚上8点以后，基本上就得上床睡觉了。再加上，17时～20时这段时间家长一般较忙，要煮饭做家务，对孩子的监管力是较弱的，电视基本上成了保姆。
<P>“这一禁令的出台，意味着中国的孩子，从此与外国优秀动画片绝缘了，他们在本应该属于自己选择看点什么的黄金时段，接触国产垃圾动画片的可能性大大强加，从此以往，吃不到全面的精神食粮，身心必将营养不良。”
<P><B>愚民政策</B>
<P>能够在各级电视台播放的境外动画片，应该是经过有关部门严格审核通过了的。那么，不应该存在“少儿不宜”的内容。既然如此，为什么只能播放国产动画片而不能播放境外动画片呢？
<P>有网民表示，最大的可能就是中共加强对意识形态的控制，一贯用文艺宣传为其政治目的服务，现在愚民政治教化从娃娃抓起。据说中共近日开始在各中小学校搞“红色之旅”，带学生去延安以及长征路线受所谓的“教育”。
<P>“要不把当年八个样板戏再拿出来？禁止一切非‘样板戏’的播出？”
<P>“国产动画片良莠不齐，很多都是烂片，没几个正常的孩子喜欢，有的尽管以讲科学为主，但还是充斥中国特色的政治说教……”
<P>有网民表示，就我看了20多年动画片的感受和体会，国产动画片也不是全部都很差，像《大闹天宫》、《三个和尚》等片子都是非常经典、非常好看的，只是大部分的动画片就不敢恭维了，有的看多了甚至会想呕吐。
<P>“很多时候看到这样的国产动画片我就想：这是制作者心理变态以折磨儿童为乐呢、还是外国间谍混进来出资制作这些片子来摧残我国的花朵？几经思考和分析，认为还是前一种可能性大些。”
<P>有网民说：国外的动画片故事情节适合儿童理解和接受、片中的动画形象设计、刻画得很细腻很有个性。可是你们看看现在的国产动画片，有几个角色是能让孩子们记住、喜欢的？
<P>“别说里面的动物角色在拟人化方面做的很差，即使是那些本身就是人的角色，也给你表现得人不人、兽不兽的，根本就不知道‘那是啥玩艺儿？’”
<P><B>商业垄断</B>
<P>还有网民认为，广电局肯定是收了国产动画片厂商的黑钱，是为了垄断国产动画片的市场。
<P>一位网民说，即使广总的这条禁令出发点是好的，是为了国产动画片的市场，可是如此保护下的国产动画片，缺少了市场竞争，大家都闭门造车，近亲繁殖的危害性谁都知道，此举必将遗害无穷。
<P>另有网民说，每每看到孩子们观看动画片时的欢声笑语，我这个不太喜欢看动画片的大人也感到高兴。如今，孩子们在每天17时─20时之间不能从电视上看到他们喜欢的动画片了，可是他们会想办法在网上看，或者租用蝶片来看，只是这得让家长们多掏腰包了。
<P>“难道这么做是为了保护民族动画产业吗？可是自己关起们来就能发展和保护民族动画产业吗？难道闭上孩子们的眼睛，不让他们看到好的动画片，让他们失去好坏的对比标准，让他们慢慢的愚昧起来，他们就会喜欢上那些粗制滥造的动画片吗？不要想得比愚人还要天真了！”<FONT color=#ffffff>(</FONT></P></font></td>
