<p style="text-indent: 22pt; line-height: 200%"><font color="#333333">据中国国家统计局和国家发改委发布的最新统计数据，7月份全国70个大中城市新建商品住房销售价格同比上涨6.7%。新华网昨天刊发文章，批评一些地方政府对房市调控政策“拆招卸力”的做法，成为推高房价的主要因素。
<P></P>专家认为，中国房价与工资之比居世界之最，是官商勾结牟取暴利导致的结果，而中共高层是毒根，但其将错失推给地方政府，使得老百姓不信地方只信中央、不骂主子只骂贪官，以此开脱自己的罪行。但这种作法只会加剧矛盾的冲突，并不能救火。
<P>专家同时指出，中国的失业严重、工资过低、房价学费医务费过高等重大问题，最终症结都在于中国的政治制度问题。中共发展与调控经济只是手段，而其根本目的则是要挽回自己政权的合法性。但这种企图只是痴人说梦，历史清算的那天还是会到来。
<P><B>房价暴涨谁之过</B>
<P>新华网24日的文章中称，2005年春季以来的中国商品房市场上，一直就存在着两股力量的博弈：一方面是中央政府以稳定房价涨幅为基调的调控政策措施越来越细、力度不断加大；另一方面则是各地商品房价格在“涨幅同比下降”的说法中持续上涨，许多城市的房价连创新高。
<P>到现在，不仅几大热点城市房价猛升，近年来房价比较平稳的广州今年以来的涨幅也超过10%。房价飙升的热浪还在向大连、呼和浩特、成都等城市扩展。
<P>文章并举例说，为化解宏观调控的力度，一些地方政府延期出台执行细则，有选择性地发布土地存量数据，通过“空对空”的会议“贯彻”中央政策，明面上落实宏观调控，背地里推高房价。
<P>文章最后表示，一些地方政府挖空心思地对房地产调控政策“拆招卸力”，显示部分地方官员不仅缺少落实科学发展观的责任感和使命感，更缺少寻找新的经济增长点的领导智慧。
<P><B>官商勾结炒高房价</B>
<P>著名经济学家陈劲松认为，中国房价猛如虎，房价与工资之比居世界之最，是官商勾结牟取暴利导致的。高房价不是靠市场的供求关糸、而是靠银行的货款在支撑。
<P>自2002年以来，凡是房价涨得多的地方，也是地方政府对土地的控制最严格的地方。其一半的财政收入来自土地。地方政府出于获得财政收入的目的而坚定的支持高房价，而且通过土地垄断等方式有力地支撑了房价的上涨。
<P>其根源在于，地方官员的升迁与“政绩”有直接关系，所以会有“GDP崇拜”、“政绩工程”、“面子工程”等作法。最能立竿见影增加财政收入的手段就是卖地，而卖好价钱的两个主要手段，一是保持房地产市场繁荣，二是垄断土地的出让。
<P>泡沫导致资源的无效配置，泡沫越早破灭越好。但在中国这种官商勾结、权钱交易的半市场化的现实中，多方博弈的格局将不可能使房价大幅下跌。
<P><B>中央是地方的毒根</B>
<P>陈劲松指出，中共高层的思维模式和做法就是，如果任何政策有成绩的话，那一定归于中央；如果有错失的话，必然归于地方，地方政府成了替罪羊。当老百姓不信地方只信中央，不骂主子只骂贪官的时候，中共高层正为自己的“厚黑学奏效”而暗自窃喜。
<P>其实，中共高层才是滋生各种经济问题的毒根。它长期以来使用“以经济建设为中心”和“发展才是硬道理”这两块金字招牌，不仅可以掩盖历史上破坏经济的罪行，还可以赚得现实中带领“中国崛起”的虚名，更可以放手镇压异己，封杀民主与自由的声音。
<P>与此同时，大量培育贪官污吏，进，可以挟持他们，构成“既得利益共同体”，齐心巩固共产党的“万年统治”；退，可以整治他们，赢得“反腐败”的美名。
<P>中央搞开发区、圈地、大量的强行拆迁等政策，而当被拆迁户到北京上访，却被中央拒之门外，甚至纵容或默许地方官员上京截访。中央政府提拔官员看“政绩”，于是各地官僚纷纷抢进，贪污受贿；比速度，拚消耗，蔚然成风。
<P><B>土地反腐背后的分赃</B>
<P>6月上旬，国土资源部召开全国土地执法会议，宣示土地腐败现象非常严重，并明确要求：省级国土资源行政主管部门要在今年6月份查处3起以上严重土地违法案件，年底前要达到8起。
<P>著名经济学家何清涟表示，如果以为中国政府此轮清算的目的意在反腐，并扼制地方政府掠夺民田，那就完全会错了国土资源部数度告白之意。其实大家都心照不宣的理由，就是要将地方官员在土地审批中寻租的权力转移到京官手里。都是做共产党的官，凭什么让地方官员靠着土地吃香的、喝辣的，捞得盘满钵满，而京官只能看着眼馋？
<P>哪路地方诸侯不是中央任命的？哪个官员不是一大堆污糟贪腐事情？不听话，祭出反腐败的法宝抓一批，杀一批，还落个“民众拍手称快”，称颂中央英明 。其实，中央各部的事权越大，腐败程度就越高，前国土资源部部长田凤山的腐败案就是明证。
<P>目前这种意在分赃的“土地执法风暴”，除了让中央政府在地方土地出让金中名正言顺地分一杯羹之外，对反腐不起任何实质作用。
<P><B>民主制度是根本出路</B>
<P>陈劲松指出，其实，中国的失业严重、工资过低、房价学费医务费过高等重大问题，最终症结都在于中国的政治制度问题。在政治独裁、极权高压下发展的所谓市场经济，本身就不伦不类，一再遭遇政治体制的阻挠和瓶颈。
<P>制造表面繁荣和高速增长的神话，是中共在失去了任何有效统治的法宝之后，完全丧失了统治的合法性的情况下，不得不采取的手段。中共发展与调控经济只是手段，而其根本目的则是要挽回自己政权的合法性，另外，借这个过程权钱勾结，让他们自肥。
<P>根据统计，民主国家经济发展的成功率普遍高，而专制国家经济发展的成功率普遍低，即使有所发展，也只是在一段时间内暂时的维持，然后就会走向覆亡和崩溃。因此解决中国问题的根本方式就是政治制度改革---实现民主制度，否则将无出路。
<P>今天的一些中共领导人所幻想的通过经济建设来开脱自己的罪过，以为能够赢得一个政权的长远稳定，其实是痴人说梦，不会成功，历史清算的那天还是会到来。</P></font></td>
