<p style="text-indent: 22pt; line-height: 200%"><font color="#333333"><P>10月4日，来自山东宁阳县的仲玉环和另一名访民，披星戴月的等候了一个星期，冒着被判刑入狱的危险，终于将她们的冤情状纸递交到坐在高级轿车里的主管信访的最高官员王刚手里后，当事人仲玉环说：“没想到信递进没开出十米，就被甩了出来。”</P>
<P>王刚是中共中央书记处书记、中央办公厅主任。王刚在2006年的全国信访局长会议上发表讲话说：做好信访工作，有利于维护人民群众利益，有利于保持社会安定团结，有利于激发各方创造活力。要在解决问题上下功夫，通过解决上访群众的合理诉求，使上访群众罢诉息访。<BR>仲玉环表示确实看到王刚坐在车里，他和电视上的一样。挺廋的，大背头，看上去挺有气派的。 </P>
<P>今年54岁的仲玉环因为上访，被关过精神病院和拘留。她从2002年开始又到北京上访，她表示：现在（信访）接待室进不了门，在门口抓人，谁都不管。王刚是胡主席身边的大红人，我们想把信交给他，他能跟胡主席说一下。没想到信递进没开出十米，就被甩了出来。主管信访的都是这个程度的，你想下面的还有多黑。截访的打，绑架，抓到哪去都不知道，死了尸首都找不到。</P>
<P>仲玉环和另一访民王丽霞为了等候王刚的坐车，每天早晨四点坐车到办公厅家属院去等，晚上八九点钟才回来。访民说：她们就带上点干巴馒头，到附近的医院接点水喝，天天去等，折腾了一个多星期了，好不容易才等到。状纸被扔了出来后，回来气病了。</P>
<P>访民介绍，截车很不容易，他们的车号经常换，有的等一个月、两个月都截不到。再说，他们现在规定，截车抓到就判刑。我看了，大局不变，谁的问题也解决不了。<BR></P></font></td>
