央视发布的影片显示，斯华米娜坦说：“……（中国）已有数个疫苗处于临床试验高级阶段，所以我们也很感兴趣，一直在密切关注。他们的一些候选疫苗在现阶段临床试验中确实已被证明有效。（……several of their vaccine candidates are in advanced stages of clinical trial so this is also of interest to us so we’re following those very closely. Some of their candidates actually prove to be successful in the clinical trials that are going on.）”

不过，这段影片被抓包是斯华米娜坦在9月21日世卫例行记者会上发言的剪接版，并非她讲话的原意。

在这次记者会上，有记者提问，世卫是否会接受中国参与疫苗开发的COVAX程序。斯华米娜坦被指定回答这个问题。

斯华米娜坦回复称：“……（中国）已有数个候选疫苗处于临床试验高级阶段，所以我们也很感兴趣，一直在密切关注。（……several of their vaccine candidates are in advanced stages of clinical trial so this is also of interest to us so we’re following those very closely.）”

在后续回答中，她又表示：“……他们（中共）一直在重申将会向全球提供疫苗的承诺，如果他们的一些候选疫苗在现阶段临床试验中被证明确实有效的话。（……they have always been reiterating their commitment to global access if some of their candidates actually prove to be successful in the clinical trials that are going on.）”

而央视影片中，删除了后一个片段中“如果（if）”一词以及该词之前的镜头，将条件句“如果一些候选疫苗在现阶段临床试验中确实已被证明有效”改头换面，变成已现实发生的“疫苗已被证明有效”，然后再与前一个片段拼接在一起，制造了“世卫专家为中共成功开发疫苗背书”的假象。
